On 17-18 November, the Ukrainian Library Association (ULA) held a wrap-up electing conference on the UBA Development Strategy implementation for 2019-2021, a ULA award official ceremony, and the presidential, the Expert Board and the Association Control Commission votes for the next three years. A new visual identity and logo for the Ukrainian Library Association appeared during the Conference. The Conference on Ukrainian Library Association: Adjusting to the Next Normal Ecosystem was designed to reflect the complexity of the war, widespread pandemic, economic and managerial instability under which the Association had to build its work, and its commitment to be a mover achieving goals in the development of social ecosystems, the ULA's vision of its position in the system of social and professional ties, flows and focuses.

The framework structure of the federal law on strategic planning leaves a wide field of activity for developers to use various tools in the process of building a development strategy for both the region and its sub-systems, which include the education system of the region. The methodological recommendations of the Ministry of Economic Development of the Russian Federation regarding the development of a strategy specify only the content of the main directions of the strategy, but allow the use of various methods, models and mechanisms for developing the strategy itself. Therefore, the study of the issues of instrumental support of procedures for developing strategies for regions and its subsystems is of interest from a theoretical and practical point of view.In the study of theoretical and applied problems of instrumental support of the process of developing a strategy, algorithms are built in the form of a general scheme for developing a strategy and performing a comprehensive analysis prior to development. Algorithms for developing a strategy at the initial stage were formed based on the results of a comprehensive analysis, at the stage focused on the main goal (Mission), as well as at the final stage, the goals of which are focused on the ideal state in the future — Vision. Besides. An algorithm for determining the expected results has been built. on the basis of which a scenario for the development of regional subsystems is built.The scientific novelty of the developed procedures lies in the fact that a set of tools for determining strategically significant projects and programs of the final and intermediate stages of strategy implementation is proposed; tools for agreeing strategically significant decisions were formed throughout the cycle of strategic development of the region’s education system; shows the procedure for constructing a tree of goals for the intermediate stage of the strategy implementation; a procedure for the formation of a development strategy at the intermediate stage of strategy implementation has been developed. The proposed approach to building a strategy for the development of socio-economic systems in the region is implemented in the process of adjusting the development strategy of the Vladimir region in terms of vocational education in the region.

The aim of this study is to explore Rezekne county Development Strategy related to Tourism development, to reveal potential implementation problems, and to make proposals for successful Strategy implementation. The offered proposals for successful implementation of strategic direction ‘Tourism development’ were developed by taking into account development of human resources capacity.

Tax strategy as a general plan for reforming the tax system in the medium term, defining ways to achieve goals and objectives of the reform, introduces elements of predictability in the activities of economic agents, facilitates its planning, protects against chaotic, unreasoned changes in tax legislation, provides to changes of coherence, sequence, transparency. Therefore, its development and implementation is an important element of strategic public administration, which has not been used in Ukraine in recent years. Given this, the purpose of the article is to reveal the conceptual foundations of the formation of a strategy for the development of the tax system of Ukraine. The article substantiates the advantages of subordinating the development of the tax system of Ukraine in the medium term to ensuring smart, sustainable and inclusive economic growth. Five strategic priorities have been identified for the implementation of tax reform aimed at achieving this goal: reducing income and wealth inequality; increasing the fairness of taxation; stimulating investment in innovation and social capital; greening of the tax system; increasing its fiscal efficiency and productivity by improving tax administration, increasing the capacity of tax authorities. For each of the priorities, possible measures and steps necessary for their implementation are proposed. The necessity of determining the expected results and performance indicators, on the basis of which the strategy implementation will be monitored and evaluated, has been substantiated. It has been established that the development of a strategy should begin with defining a system of restrictions generated by global, macroeconomic, institutional, political, and behavioral factors, and choosing a scenario for reforming the tax system. The general approaches to formation of structure of strategy, its purpose and strategic priorities are defined (should correspond to interests of all society, providing the decision of the important problems connected with inequality and poverty, safety of an environment and preservation of its diversity, creation of equal conditions of competition for business entities), requirements for the choice of measures and steps to ensure their implementation (compliance with the goal and priorities; realism; mutual coherence, consistency; systemacity (combination of changes in the structure of taxes and their elements with changes in tax administration and activities of institutions that ensure tax compliance). The necessity of introduction of monitoring and annual evaluation the effectiveness of the strategy implementation, as well as publication of reports on its implementation is substantiated.

Purpose The purpose of this paper is to present a case study of implementing strategic management as a process based on balanced scorecard (BSC) in the university library – G. Denysenko Scientific and Technical Library of the National Technical University of Ukraine “Igor Sikorsky Kyiv Polytechnic Institute” (KPI Library). Design/methodology/approach The author is regarding the features of all the strategic management implementation stages: strategic analysis, formulation of strategic ideas (vision, values and mission), the strategy definition and development, strategy implementation and realization, assessment and control of the strategy implementation. Special attention is focused on the comparison of the BSC model, which was used in KPI Library with classical BSC models for non-profit organizations developed by Robert Kaplan and David Norton, and Paul Niven. The author is also focusing on preparation of the strategic map and identifying specific indicators. Findings BSC is adaptive, flexible and adjusts to the environment of each particular library and can be used as an effective tool for the development of a strategic management system in libraries. Originality/value The case study of the library of Igor Sikorsky Kyiv Polytechnic Institute shows that a BSC is an effective tool for building a system of strategic management development aimed at radical organizational changes in the library. It is also a testing and practical implementation of some of the results of the study “Strategic Management of Library as a Process-Oriented Organization Based on a BSC,” which is conducted by the author.
