The aim of this study is to explore Rezekne county Development Strategy related to Tourism development, to reveal potential implementation problems, and to make proposals for successful Strategy implementation. The offered proposals for successful implementation of strategic direction ‘Tourism development’ were developed by taking into account development of human resources capacity.

There is not a dominant model that could explain key factors of sensemaking of strategy implementation and interactions between them. The purpose of this study is designing and explaining the role of sensemaking in successful strategy implementation along with a combination of factors which influence implementation sensemaking. This study surveyed the factors influencing sensemaking of successful strategy implementation in top Iran’s automotive companies. This is a qualitative research that uses grounded theory to obtain insight about the role of sensemaking in successful implementation through in-depth interviews with 22 individuals (Managers, Assistant Directors and Academic Professors) and used gathered data to design a model of sensemaking in successful strategy implementation. Based on open and axial coding, 21 effective variables were conceptualized and classified in seven major categories then final model was designed. This theory explains factors that affect the sensemaking of successful strategy implementation and how these factors interact with each other. Sensemaking in Successful implementation of strategies depends on Sensemaking Context, Key Executers, Discourse Context, Intervening Conditions and Collective Sensemaking. Sensemaking Context cause sensemaking and sensegiving of key executers and key executers itself along with Discourse Context and Intervening Conditions lead to collective sensemaking. The consequence of model is sensemaking of successful strategy implementation that consists of maintaining and recording the meaning and its strengthening, collective effort, continuous strategy implementation and operational excellence of the organization.

The authors of the article discuss tourism development conditions in the municipalities in Eastern Aukštaitija region. Scientific problem: tourism development trends at local, municipality, level have not been sufficiently studied in Lithuania, tourism has been developing without a clear, long-term development strategy and a consistent tourism development programme in districts. Scientific literature review, survey results, document, SWOT analysis are provided in the paper.

: The authors of this article discuss the tourism development conditions in the municipalities of the Eastern Aukštaitija region, in Lithuania, and the Latgale region, in Latvia. The aim of the research is to explore tourism development conditions in the municipalities of the Eastern Aukštaitija region, in Lithuania and Latgale region, in Latvia. Objectives of the research are to characterize the factors influencing the development of tourism, to perform an analysis of the main factors of tourism development of the Eastern Aukštaitija region in Lithuania and the Latgale region in Latvia, and to define the major factors of tourism management in the municipalities of the Eastern Aukštaitija region, and the Latgale region. The scientific problem - the tourism development trends have not been studied in a local, municipality level in Lithuania and Latvia and tourism in districts is developed without a clear and long-term development strategy and consistent implementation of the program. The authors of the article apply the analysis of scientific literature, quantitative research – a survey and questionnaire data generalization. Six tourism specialists in the eastern Aukštaitija region, and 30 tourism specialists in the Latgale region, were interviewed. Tourism development issues are discussed and the results of the research (analysis of scientific literature and the questionnaire, analysis of strategic documents) are performed. The conclusions of article are: factors which influence tourism in the Lithuanian and Latvian regions most are the image of tourism destination/awareness, quality of tourism services, management of tourism destination, variety of tourism services and tourism infrastructure. Second conclusion: tourism specialists identified management of tourism destination, image of tourism destination/ awareness, quality of tourism services in Lithuania region; cultural, natural and human resources and tourism services (travel organization, tourism information services, nutrition in the Latvian region, as tourism development strengths in municipalities of the Lithuanian and Latvian region; tourism diversity and tourist infrastructure in the Lithuanian region and tourism infrastructure and entertainments in Latvia region were identified as weaknesses. Third conclusion: tourism development in both regions is threatened by such factors as unplanned changes of the state economic development priorities, population migration to other countries and other factors. While, tourism development in the region can benefit from EU funds, and the growing demand for active recreation and health tourism products in the hospitality industry and etc. Tourism development at the municipalities of both regions in Lithuania and Latvia is influenced by such factors, as the development of the tourism planning and management system, adequate competence of human resources, cooperation between public and private sectors, planning and organization, legal tourism base, tourism projects development and implementation, tourism development strategy and research in the tourism development area.

The subject of the study is creativity as a component of tourism development strategy. The aim is to study the socio-cultural development of Ukrainian society for creativity and to identify its directions in rural tourism development strategies. The set of methods, principles and techniques of scientific knowledge was used: a) systematic approach method - when considering creativity as a system consisting of a certain number of interrelated elements; b) comparative analysis - in the study of trends in the development of socio-cultural sphere; c) a scientific abstraction method - to highlight the strong, typical links between socio-cultural development and creativity. The socio-cultural development of Ukrainian society as a potential producer of creative ideas has been investigated. The general tendencies of development of creative sectors of economy are determined. Models of relations between creative industries and the rest of the economy are considered. The creative industry has been linked to the rural economy's impression economy. Problems of development of socio-cultural sector of rural territories of Ukraine are outlined and analyzed. The directions of changing the paradigm of perception of rural settlements in relation to their reorientation to tourist activity are determined. It is established that successful implementation of a rural development strategy is not possible without a creative component that will help to form an innovative tourism product and attract new consumers. The indicators of creativity that are necessary for the formation of rural tourism development strategy are presented. Directions for positive change in rural communities have been identified. The results of the study may be the direction of developing an effective national strategy for rural development, based on creative ideas and involvement of creative sectors, which will ultimately be a social effect of the proposals. Indramayu regency has a great potential in renewable fisheries. It is expected that this fisheries subsector continues to grow and become a strategic sector in the development of Indramayu regency. The objectives of this research were: (1) to identify the role of the fisheries subsector in the economy of the region and its links with other sectors in Indramayu regency, (2) to learn about the level of development of the regional development of fisheries sub-sector in Indramayu regency based on the conditions of facilities and infrastructure, and (3) to find out the perception of stakeholders in determining development priorities for the fisheries sub-sector as well as to formulate a strategic direction in the development of the fisheries subsector in Indramayu regency. Input-Output analysis showed that the fisheries subsector had not been included in the strategic sector because it had weak inter-sectoral linkages and low multiplier effects of the total economy in Indramayu Regency compared to other economic sectors. Schallogram analysis showed that six sub-districts in the region of hierarchy III were feasible to develop. According to the stakeholders, the priority of fisheries subsector development in Indramayu Regency was the development of aquaculture activities (42.04 %) in terms of improving the quality of human resources (33.66 %). In the development strategy of the fisheries subsector of aquaculture activities in Indramayu regency, priorities should be in the development of existing resources (Natural Resources, Human Resources, Artificial Resource / Infrastructure, Institutional, Technology and Capital) to achieve sustainable development.

Abstract: The development of the tourism sector is very important, especially for the District of Banjarnegara in the area of ​​Tourism Dieng which is a natural tourist area that attracted many visitors. Tourism sector is the main sector of the economy of Banjarnegara Regency, but tourism development of Banjarnegara Regency also raises obstacles, so that tourism development effort needs to be done with and appropriate strategy. The research method used is qualitative method, with technique of selecting informant purposive sampling. From the result of the research, it is known that Implementation of development strategy of Dieng tourism area in Banjarnegara regency generally has been running well enough seen from 3 (three) aspects ie program, resources, and procedure. Researchers found that the development program of tourism destinations and technological resources capable of supporting the development of tourism Dieng. But there are still shortcomings in the aspect of resources, namely financial resources are still limited from the budget and there are still inadequate physical resources. Keywords: Strategy Implementation, Tourism Development, Nature Tourism  Abstrak: Pembangunan sektor pariwisata sangat penting, khususnya untuk Kabupaten Banjarnegara pada kawasan Wisata Dieng yang merupakan kawasan wisata alam yang cukup diminati banyak pengunjung. Sektor pariwisata menjadi sektor unggulan perkonomian Kabupaten Banjarnegara, namun pembangunan pariwisata Kabupaten Banjarnegara juga memunculkan kendala, sehingga upaya pengembangan pariwisata perlu dilakukan dengan dan strategi yang tepat. Metode penelitian yang digunakan adalah metode kualitatif, dengan teknik pemilihan informan purposive sampling. Dari hasil penelitian diketahui bahwa Implementasi strategi pengembangan kawasan wisata Dieng di Kabupaten Banjarnegara secara umum sudah berjalan dengan cukup baik dilihat dari 3 (tiga) aspek yaitu program, sumber daya, dan prosedur. Peneliti menemukan bahwa program pengembangan destinasi pariwisata dan sumber daya tekhnologi mampu mendukung pengembangan wisata Dieng. Namun masih ada kekurangan dalam aspek sumber daya yaitu sumber daya keuangan masih terbatas dari APBD dan masih ada sumber daya fisik yang belum memadai. Abstrak Penelitian ini dilatarbelakangi oleh adanya potensi wisata dan ekonomi kreatif di Kledung dan Bansari, Temanggung yang beragam. Namun sayangnya pengelolaan yang dilakukan sejauh ini terkesan apa adanya tanpa konsep, arah, dan strategi yang jelas. Oleh sebab itu penelitian ini bertujuan untuk mensinergikan pengelolaan berbagai potensi wisata dan ekonomi kreatif tersebut supaya lebih dapat memberikan kesejahteraan bagi masyarakat sekitar. Penelitian ini didekati secara deskriptif kualitatif. Data diperoleh melalui wawancara mendalam, survey, observasi, dan FGD. Data yang diperoleh kemudian dianalisis secara rasional berdasarkan pola logika berfikir terntentu. Setelah itu data dikaitkan dengan gambaran perkembangan ekonomi kreatif sebagai penggerak pariwisata di lokasi tersebut. Pada akhirnya, hasil analisis akan diformulasikan untuk menarik kesimpulan terkait strategi pengembangan pariwisata berdasarkan ekonomi kreatif. Hasil penelitian ini adalah; 1) kopi Kledung dan keseinan Bansari adalah klaster ekonomi kreatif dengan pengelolaan yang cukup baik di antara klaster lain; 2) orientasi pengembangan pariwisata didasarkan pada penguatan sektor ekonomi kreatif sebagai titik tumpunya; 3) rendahnya kompetensi SDM menjadi fokus utama dalam pengembangan pariwisata berbasis ekonomi kreatif. Akhir penelitian ini menyimpulkan bahwa pegelolaan pariwisata dan ekonomi kreatif belum tersinergikan dengan optimal. Keadaan tersebut kemudian membawa implikasi terhadap formulasi konsep, arah dan strategi yang secara faktual tertuang dalam dokumen visi, misi, tujuan, dan sasaran pengembangan pariwisata berbasis ekonomi kreatif. Dokumen tersebut akan menjadi dasar para stakeholder terkait dalam pengembangan pariwisata berbasis ekonomi kreatif agar fokus dan terarah sehingga akan mendekatkan pada kesejahteraan. AbstractThis research was motivated by the various tourism potential and creative economy in Kledung and Bansari, Temanggung. But unfortunately the management that has been carried out so far has been impressed without a clear concept, direction and strategy. Therefore, this study aims to synergize the management of various tourism potentials and the creative economy so that it can provide more welfare for the surrounding community. This research is approached descriptively qualitatively. Data obtained through in-depth interviews, surveys, observations, and FGD. The data obtained were then analyzed rationally based on certain logical patterns of thinking. After that the data is linked to the description of the development of the creative economy as a driver of tourism in that location. In the end, the results of the analysis will be formulated to draw conclusions regarding the tourism development strategy based on the creative economy. The results of this study are; 1) Kledung coffee and Kledung Bansari coffee are creative economy clusters with fairly good management among other clusters; 2) tourism development orientation is based on strengthening the creative economy sector as its fulcrum; 3) the low competency of human resources is the main focus in developing tourism based on the creative economy. The end of this study concludes that the management of tourism and the creative economy has not been optimally synergized. This situation then has implications for the formulation of concepts, directions and strategies which are factually contained in the document of the vision, mission, goals and objectives of tourism development based on creative economy. This document will be the basis for relevant stakeholders in developing tourism-based creative economy so that it is focused and directed so that it will draw closer to welfare.
