A group of international experts evaluated whether the aims and instruments of Swiss forest policy are suitable for the promotion of sustainable forest management based on the pan-European criteria. Approach and main results are presented as well as the method developed for the definition of sustainability indicators as an instrument for the evaluation of sectoral policies and the possibility of a transfer of methods and indicators on an international level.

Starting from the internationally adopted definition of sustainable forest management, this paper points to the demands of sustainable forest management that can be satisfied by meeting the definite assumptions. The first part presents the objectives of forest and woodland management planning and utilisation, hunting management, and protection of protected areas, as well as the all-inclusive compatible goals of forest policy in Serbia. The second part presents the analysis of the present state of forests in Serbia, in relation to the Pan-European criteria for the assessment of sustainability, and the potentials of our forests to meet all the demands.

The increasing demand for innovative forest management strategies to adapt to and mitigate climate change and benefit forest production, the so-called Climate-Smart Forestry, calls for a tool to monitor and evaluate their implementation and their effects on forest development over time. The pan-European set of criteria and indicators for sustainable forest management is considered one of the most important tools for assessing many aspects of forest management and sustainability. This study offers an analytical approach to selecting a subset of indicators to support the implementation of Climate-Smart Forestry. Based on a literature review and the analytical hierarchical approach, 10 indicators were selected to assess, in particular, mitigation and adaptation. These indicators were used to assess the state of the Climate-Smart Forestry trend in Europe from 1990 to 2015 using data from the reports on the State of Europe’s Forests. Forest damage, tree species composition, and carbon stock were the most important indicators. Though the trend was overall positive with regard to adaptation and mitigation, its evaluation was partly hindered by the lack of data. We advocate for increased efforts to harmonize international reporting and for further integrating the goals of Climate-Smart Forestry into national- and European-level forest policy making.

There is an increasing demand for active public involvement in forestry decision making, but there are as yet few established models for achieving this in the new sustainable forest management (SFM) context. At the level of the working forest, the fields of forest sustainability assessment, public participation, decision support, and computer technology in spatial modelling and visualization need to be integrated. This paper presents the results of a literature review of public participation and decision-support methods, with emphasis on case study examples in participatory decision support. These suggest that emerging methods, such as public multicriteria analysis of alternative forest management scenarios and allied tools, may lend themselves to public processes addressing sustainability criteria and indicators. The paper develops a conceptual framework for participatory decision support to address the special needs of SFM in tactical planning at the landscape level. This framework consists of principles, process criteria, and preliminary guidelines for designing and evaluating SFM planning processes with community input. More well-documented studies are needed to develop comprehensive, engaging, open, and accountable processes that support informed decision making in forest management, and to strengthen guidance for managers.

The aim of the paper is to take stock, based on my personal scholarly and practical experiences, of the progress made in Canada with criteria and indicators of sustainable forest management (C&I-SFM). Some developmental history is reviewed, and applications at national and local levels are summarized. In my opinion, Canada's work in developing and applying C&I-SFM has been beneficial, particularly in focussing forest-sector dialogues, in sensitizing people to the wide range of forest values, and in retrospective determinations of progress in SFM. Improvements over the next decade are needed in several areas: (a) improving data-collection programs; (b) linking C&I-SFM more directly into forest policy development; (c) shifting from retrospective to prospective sustainability analysis; and (d) applying C&I-SFM to non-industrial forests such as protected areas and urban forests. The C&I-SFM concept is sound. We have yet to tap its full potential in the pursuit of forest and forest-sector sustainability.

The article deals with the complex groups of risks of state forest management: strategic; managerial; operational (natural and climatic), legal (legal), property (related to property, forest resources and land), financial, commercial, technological; informational; security risks; design (software); reputational. Macro-level risk factors determine the state forest policy, transformed into strategies, development programs and implemented at the level of the Ministry of Natural Resources. Risk factors at the meso-level of forest management determine the effectiveness of the interaction of the Federal Forestry Agency with participants in forestry relations in order to ensure rational, continuous and sustainable forest management, reproduction, protection and protection of forests. Micro-level factors are implemented in regional forestry systems. For the purpose of assessing their significance and probability of occurrence, an expert method was used, implemented at the meso and micro levels of state forest management. The most priority for the state forest management at the meso-level are strategic (programmatic), financial, commercial risk factors, as well as security risks, while for the micro-level, natural-climatic and personnel risk factors are also among the priorities. To create a unified state risk management system in forest management, it is necessary to develop a unified approach that takes into account complex risk groups differentiated in the context of regional systems.

The article outlines the main strategic guidelines for sustainable spatial development of forest management at different hierarchical levels of forest management (global, national, regional and local), which are related to the formation of a sustainable forest management system on an ecosystem basis in accordance with international principles and agreements on sustainable forest development. Emphasis is placed on the formation of the system of international ecological management of forestry for the implementation of the ecosystem approach in the system of spatial forest management. The necessity of forming a fundamentally new state ecologically oriented forest policy of Ukraine, based on the reassessment of human views on the role of forests in the global environment, was stated. The basic requirements for ecologically oriented national forest policy in the field of rational use and reproduction and protection of forest resources are formed. The main ways of solving environmental problems in the system of sustainable forestry are also outlined. The main directions of long-term development of global forestry are determined. The main directions of long-term development of global forestry are determined. The main components of international regulation of relations between states in the field of compliance with environmental requirements in the field of forestry have been formed.

Since UNCED 1992, national forest programmes(NFP) have served as a strategy to formulate and implement forest policies aiming at sustainable forest management. At the international policy level, the Intergovernmental Panel on Forests and the United Nations Forum on Forests have issued a set of proposals for action. A number of countries have started to plan and implement national forest programmes. However, precisely what NFPs are, and what their impact might be, is not entirely clear. This article gives an overview of the international forest policy debate and discusses first experiences made with NFPs in European countries. Against this background the article reflects on the lessons learnt and discusses the prospects for an NFP in Switzerland.

In keeping with international efforts to encourage sustainable forest management, new legislation, regulations, and certification criteria have been brought into effect across boreal regions of the world in the past decade or less. These initiatives have established hierarchical systems of forest management planning that consider multiple uses of the forest and various aspects of sustainable forest management at different scales. We describe the systems established in Quebec, Ontario, Saskatchewan, Alberta, and British Columbia, Russia, Finland, and Sweden. Most jurisdictions employ some form of three-level planning framework, in which strategic, tactical, and operational plans and considerations are presented with successively greater detail and spatial explicitness. However, planning scales and time horizons vary considerably, as does the level of consideration given to biodiversity and social concerns. We examine these systems in the context of sustainable forest management, raising a number of questions to be addressed in future research, adaptive management, and policy reform. In particular, we note (1) a need of new landscape and regional planning tools to evaluate the long-term and large-scale impacts of various land uses and (2) a general lack of responsiveness to global carbon and climate change concerns.
