The study was conducted on all members of the East Nusa Tenggara Police Traffic Directorate with 145 respondents. The data collected were analyzed descriptively based on the results of processed data using the method of Structural Equation Model. The results of descriptive analysis showed that the achievement of the indicators for each variable is as follows: Performance = 67.68 (Good Enough), Organizational Culture = 68.84 (Good), Competence = 67.93 (Good Enough), Education and Training = 67.45 (Good Enough), and Work Motivation = 68.55 (Good). Furthermore, the results of SEM analysis showed that Organizational Culture, Education and Training, Competence and Work Motivation had a positive and significant effect on the Performance of the investigated Police Members. This research is still limited to the 4 variables used so that testing is needed on other variables such as; leadership style, compensation, work atmosphere, work facilities and others with job satisfaction as an intervening variable. The purpose of this study is to analyze and determine (1) competence, (2) work motivation, (3) employee performance, and (4) the effect of competence and work motivation on employee performance. This type of research is descriptive and verification using explanatory survey research methods, and to test the hypotheses of this research will be analyzed using a structural equation model (Structural Equation Model, SEM) with the Partial Least Square (PLS) alternative method using SmartPLS 3.0 software. The results of testing the first hypothesis show that there is a significant correlation between competence and work motivation at the Ariyanti Education Foundation. The results of the second hypothesis show that competence has a positive and significant effect on employee performance at the Ariyanti Education Foundation. The third hypothesis shows that work motivation has a positive and significant effect on employee performance at the Ariyanti Education Foundation. The fourth hypothesis shows that competence and work motivation together have a positive and significant effect on employee performance at the Ariyanti Education Foundation. So it is clear that competence, work motivation and employee performance are interrelated. This must be considered because there is a mutually influencing relationship between the three. So that the development of competence and good work motivation will be able to improve the performance of these employees.

In order to carry out the main tasks of the Military to safeguard the sovereignty of the nation and the state, the educated, trained and professional soldiers are needed. Therefore, it is necessary to continuously improve work motivation and performance of all soldiers. The research was carried out on 200 Personnels at military education institutions to obtain data on relationships between variables. The data was processed with the structural equation model and was continued with system dynamics to obtain simulations that reflect the relationship model between variables. Based on the compiled system dynamics model, the conclusions and suggestions for improvement leadership style and motivation in order to improve the soldier’s performance can be obtained. The results showed that: system dynamics can be used to model soldier’s performance. It was needed to increase the transformational leadership style and transactional leadership style and motivation in order to improve the performance of soldiers. Some efforts can be made to improve performance through leadership styles such as reward and punishment and encourage innovation, creativity, and inspiration from leaders.
