Of 75 letters “lost” in the Florida Panhandle, 33 (44%) were returned in the mail by the finders (the altruistic response). Addressees' affiliations were significantly associated with different rates of return; fewer emotive Intercontinental Gay and Lesbian Outdoors Organization addressees were returned than nonemotive ones. The technique for power analysis by Gillett (1996) was applied to data from an earlier study and indicated our sample of 75 subjects would still yield a desired power level, i.e., 80, for the likely effect sizes. Statistical power was .83, and the effect was medium in size at .34.

Implementation Of Construction Projects In Areas Adjacent To Existing Buildings (Aged, Historical, Residential, Commercial, Industrial, Medical Services, Or Electronic Services) Creates Additional Difficulties. Specialized Case History Is Presented Where Damage To Sensitive Structures From A Variety Of Vibratory Construction Methods Ranging From Pile Driving, Highway Construction, Rock Excavation And/Or Blasting, Was Considered. Twenty Homeowners From A Residential Subdivision In The Florida Panhandle, Claimed Damage Including Cracking To Their Properties During Construction Of Various Portions Of City Storm Water Treatment/Enhancement Project. It Was Also Alleged That During Excavation And Construction Of Drainage Structures, Especially Four Subsurface Treatment Vaults That Required Installation And Extraction Of Sheet Piles Using Vibratory Hammer, Stability Of The Nearby Residential Structures Was Endangered And Resulted In Movement/Cracking. Forensic Engineering Analysis Was Effectively Utilized To Identify, Investigate, And Remediate The Concerns As Well As Assist In Litigation And In Some Cases Avoidance. This Technical Paper Presents Some Legal Issues Related To Litigation, Mediation, And Resolution Involving Jurisprudence System And Introduces A Case History That Includes All Elements Of Forensic Engineering.

Sea oats occur throughout Florida on beach dunes and beaches and on coastal areas west to Texas and north to Maryland. Sea oats are vital dune builders that accumulate sand and prevent erosion due to wind, waves, and large storms. As sand is trapped by the long leaves of sea oats, vertical growth is stimulated, and rooting occurs at the buried nodes. A significant task of planners involved in emergency disaster management is planning for the optimal assignment of people to emergency shelters. This complex task depends on the available infrastructure and roadway characteristics and can take on additional complexity when older populations are considered because their health conditions may deteriorate during a disaster. Older people may also require special assistance even though they are not listed in the registries of people with special needs. This paper specifically focuses on the assignment of older populations to shelters. The paper presents a spatial optimization methodology based on data from a geographic information system. The focus is on the segment of the population 85 years old and older and on the use of potential benefits of cross-county collaboration in special needs shelter (SpNS) management. Such collaboration can help in using additional shelter capacity between neighboring counties ( a) to overcome the lack of capacity in a county and ( b) to assign the demand to a close shelter across county borders. The methodology was applied to a case study of five counties in the Florida Panhandle. Because the SpNS demand for the 85+ age group was not known exactly, a sensitivity analysis was conducted for different demand levels. From an emergency management perspective, this type of cross-county utilization can provide a means to use existing regular shelters in multiple counties to serve the 85+ population.
