GREEN BUILDING CERTIFICATION SYSTEMS: COMPARISON OF TURKEY AND BULGARIA

Sustainability is defined as it meets the needs of present without compromising the ability of future generation’s needs. Today the topic of sustainability has the urgent importance. Especially buildings consume large amount of energy and resources. Construction sector has great impact on environment. During construction process, occupancy, renovations and/or restorations and demolition, buildings consume energy, water and sources. They are also generating waste and emit harmful atmospheric emissions. Since 1990’s countries had issued a series green building assessment scheme. Leadership in Energy and Environmental Design (LEED) developed by United States of America, Building Research Establishment’s Assessment Method (BREEAM) developed by United Kingdom and German Sustainable Building Council (DGNB) developed by Germany are the most commonly used. There is now a proliferation of standards, rating and certification systems to assistance in order to deliver sustainable building in the marketplace. It is estimated that there are nearly 600 green certifications around the world. Green building rating programs vary in their approach with some outlining prerequisites and optional credits. Turkey and Bulgaria have some historical partnerships. So it can be useful to compare current situation of two countries in terms of green building certification. The comparison includes certification systems used in two countries. Bulgaria mainly depends on DGNB which is originally German evaluation system. Besides this some projects took LEED and BREEAM, as in Turkey. But the important difference in two countries is that Turkey has been developing its local system that is called Turkish Green Building Council (BEST). Thus in this paper the comparison mainly depends on BEST and DGNB. And also the certified projects in two countries are compared quantitatively. The benchmarks of two systems are compared in terms of similarities and differences. The characteristics of either standard system were summarized and some suggestions for improving Turkey’s evaluation standard for green building were proposed

Certification systems used to test green buildings have become popular nowadays. In addition, there has been a gradual increase in the involvement of the players in the construction sector and public awareness of sustainability. These systems, which are useful in mitigating the building's environmental impacts, reveal difficulties in their implementation, especially for devoloping countries. Because of the problems affecting the population, such as air pollution and health problems, most world states came together and held conferences to take joint binding decisions. In Turkey, Leadership in Energy and Environmental Design (LEED) is first on the total number of certified green buildings, followed by the Building Research Establishment Environmental Assessment Method (BREEAM) and the German Sustainable Building Council (DGNB). This article summarizes the methodology used by some of these rating methods, shows a comparative approach between these rating systems, and provides an overview of how green building relates to sustainable development practices. Lastly, the building of the hospital was analyzed using  LEED certification system as a case study and the differences in the results were evaluated.

Green buildings refer to buildings that decrease adverse environmental effects and maintain natural resources. They can diminish energy consumption, greenhouse gas emissions, the usage of non-renewable materials, water consumption, and waste generation while improving occupants’ health and well-being. As such, several rating tools and benchmarks have been developed worldwide to assess green building performance (GBP), including the Building Research Establishment Environmental Assessment Method (BREEAM) in the United Kingdom, German Sustainable Building Council (DGNB), Leadership in Energy and Environmental Design (LEED) in the United States and Canada, Comprehensive Assessment System for Built Environment Efficiency (CASBEE) in Japan, Green Star in Australia, Green Mark in Singapore, and Green Building Index in Malaysia. Energy management (EM) during building operation could also improve GBP. One of the best approaches to evaluating the impact of EM on GBP is by using structural equation modelling (SEM). SEM is a commanding statistical method to model testing. One of the most used SEM variance-based approaches is partial least squares (PLS), which can be implemented in the SmartPLS application. PLS-SEM uses path coefficients to determine the strength and significance of the hypothesised relationships between the latent constructs.

This paper proposes some suggestions to perfect our current green building assessment system. Green building and ecological building is undoubtedly the trend of construction industry. Green building assessment systems play a directional function for the design, the construction and the use of green architecture. This paper introduces the development of green building assessment system at China and other country firstly. Through the comparison and analysis for some kinds of green building assessment systems, found that that the applicability for buildings and areas and the fairness for ecological environment and surrounding people of current assessment system should be optimized. Finally,proposed that several aspects must be considered, and thus establish the new system-A Green Building Assessment Method Which Based on the Environmental Disturbance and Ecological Compensation.

The construction industry consumes a tremendous amount of energy and resources each year in China. It is imperative to implement sustainable management in this industry in order to reduce the depletion of energy and resources. To conduct a sustainable development, this paper firstly describes the current energy consumption situation in China. The urgency for conducting sustainable management is emphasized. Afterward, evaluation standard for a green building in China is described. By using a life cycle method, specific measures which can be implemented to construct a green building are issued. It is concluded that as more and more attentions are being paid on this topic, sustainable building in China will get a rapid development in the coming years.

Presently the sustainable development stratagem has made the green buildings to be a trend of building industry in China, and the assessment to the green buildings is becoming more and more important in developing the green buildings. In this paper the meaning of the green building assessment is explained, several main domestic and foreign green building assessment systems are analyzed and compared, and the common ground and limitations of these assessment methods are presented. Then a novel assessment index system which is more comprehensive, scientific and suitable for green buildings in China is developed by using the life cycle assessment method. This system contains six categories including land saving and outdoor environment, energy saving and utilization, material saving and utilization, water saving and utilization, indoor environment quality and economy. According to the decision-making stage, design stage, construction stage, operation and maintenance stage, each category is divided into more concrete indexes. At last the established assessment system is used to evaluate a typical building in Xi’an, China. The final novel assessment index system is of theoretical and practical significance for the assessment and development of green buildings in China.

There is little provision about construction in the assessment system for green building in China, but green construction plays an important role in green building and it is a trend that the assessment system for green building should include the green construction in China. Based on contrasts of evaluation standard for green building, combining with operation experiments of green Olympic building assessment system, difficulties in developing of green construction industry in China is proposed such as policy, time, concept and materials. Thus, popularizing measures for green construction are suggested, including extending standards for green building, establishing owner inspiriting system and building system, developing popularity effect of green construction.

Green building is the inevitable trend of future building development, many countries have formed their own green building assessment system. For now at stage of rapid development of urbanization in China, the establishment of green building assessment system and its further improved are of great significance. As a scientific evaluation system, the index of green building assessment system should have a sound weights system. This sample was taken as benchmarking in (Abdelmoneim, H., 2019) which has got the higher points comparing with all the other samples studied in this research, is chosen for global assessment approach an excellent solution for the sustainable-eco-building assessment method (SEBAM). This study aims is to present and analyses a benchmarking case study for sustainable eco-buildings in Greater Khartoum is the capital of Sudan, one of The greatest countries in north Africa. The methodology is applying global assessment method to this case study, which is LEED, BREEAM, AGBC, ESTIDAMA and GSAS then compare the result with the local system came up of (Abdelmoneim, H., 2019), sustainable eco-building assessment method to evaluate residential buildings (SEBAM) to justify the results. The comparison is done in this research in the main categories and results. The outcomes show differences rather than similarities this will be discussed in the paper and come up by conclusion and recommendations.

According to the life cycle assessment, cost/benefit analysis theory, etc., based on the evaluation index of the national standard “Green Building Evaluation Standard”, the technical and economic evaluation system of green building is established, and the technical and economic evaluation of green building is carried out by way of example. Improve the evaluation index system of green buildings.

At present, China's economy is developing rapidly, urbanization level enhances increasingly, the energy consumption and environmental pollution problems are getting serious increasingly, and it is deviating from the concept of sustainable development. Green building is an important way to achieve the concept of sustainable development and green building assessment system is the important basis and key to its development. Through the comparative study on evaluation methods and objects of the main evaluation system in China and abroad, this article find out the deficiency of the evaluation system in our country, draw lessons from foreign assessment system, and make our country green building assessment system more perfect.
