STATE REGULATION ISSUES OF PENSION SYSTEM IN RUSSIA

The article reveals the essence of state regulation of the pension system of the Russian Federation. It justifies the need for the state to pursue a social policy as the implementation of a function to combat social risks in modern society, in particular with the risk of old age. In the course of the study, key features and methods of state influence on pension legal relationships at each of the three levels of the Russian pension system were identified, and problems in the implementation of its state regulation, which includes the formation of a legislative base, control and supervision and distribution functions, were shown. The difficulty lies in the fact that state regulation of the pension system is carried out in conditions of limited financial resources, which leads to halfness of the decisions, adoption of populist measures and contradictions between current and long-term tasks. However, there is no alternative to state regulation, since only state regulation is able to balance the interests of all participants in the pension system.

In this paper, the author summarizes the main problems that have to be solved by regional commercial banks and, in particular, banks in the Far North and equivalent territories in the current political situation and conditions of economic sanctions. The country's banking system is not adequate to the needs of the national economy and is unable to provide resources for the country's modernization. The ability of banks to finance the needs of the real sector is significantly constrained by the lack of long-term and cheap financial resources from the banks themselves.

The article is based on the report prepared for the president of the Russian Federation. The authors assess the conditions and consequences of different scenarios of financial policy in the medium-term perspective and outline the targeted criteria for development of national financial system. Among the main findings is the thesis that expeditious development of the economy in 2006-2008 is not efficient and in the medium-term the stable development with the balanced economy and financial system would be optimal. To overcome the financial resources deficiency in Russia it is essential to attract long-term foreign investments, primarily direct ones. The article contains the proposals aimed at the increase of financial sectors efficiency in order to transform it into the international financial centre.

Based on the study of modern domestic and foreign literature, the article reveals a variety of methodological approaches to the phenomenon of social gifting. The structure, essence, stages and functions of the gift act are analyzed. It is shown that a social gift is a non-verbal means of communication, a carrier of encoded information about the gift giver, the gift acceptor and the gift situation itself, aimed at establishing, maintaining and strengthening long-term social ties. The informational and symbolic effects of gift are disclosed, it is said about the change in the communication properties of a gift in modern society. The authors of the article showed that in a communication society, along with the positive aspects of social donation (ease of transmission, high level of emotionality, high social impact, etc.), negative aspects are also inevitable: an increase in the moment of uncertainty, non-guaranteed positivity of the consequences of the gift. The analysis of new forms of social gift: virtual gifts, digital gifts, gifts through social networks — is of particular interest. The authors investigate the new social risks of such gifts: insufficient privacy, excessive openness, the danger of losing the national-cultural component of the gift act, etc. The article is of great interest to all who study social transformations taking place in a communication society.

The Kingdom of Netherlands is a country towards which various migrants headed due to its openness, tolerance and promise of prosperity and richness that it gave. Nordic model fulfilled by the Holland’s social policy focuses on social programmes and encompasses main types of social risks. Social care encompasses people from birth to death and is distributed in financial form. Financial resources are redistributed towards various immigrants settled in Holland. Social wealth care is one of the best in the whole world.

AbstractThis short article reflects on observations from the forthcoming volume Policy Analysis in Ireland, edited by Hogan & Murphy. The volume forms part of the International Library of Policy Analysis series, which covers more than twenty countries, published by Policy Press and edited by Michael Howlett and Iris Geva-May. While various themes emerge from the Irish volume, this article focuses on only one core question: whether and how the 2008 economic crisis contracted and expanded the capacity for policy analysis in Ireland. The troika of the International Monetary Fund, European Central Bank and the European Commission are associated with policy capacity innovation, but also with significant austerity. Both had a major and long-term impact on public services. While the article documents a range of successful post-bailout attempts to improve policy analysis capacity, it also points to often less conscious, but sometimes deliberate, decisions that diminished some forms of policy analysis capacity. We find economic policymaking capacity enhanced while changes to resources and policy opportunity structures depleted both space and the capacity for social policy analysis. This was particularly so within the equality and social justice sectors. Given ongoing social risks, the Covid-19 pandemic and the climate crisis, Ireland needs to adjust for a future of permanent uncertainty, or perpetual crises, and should seek to rebalance investment in social policy capacity and to develop systems for integrated policy analysis.

Zmiany wprowadzane w obszarze długoterminowego oszczędzania w Polsce mają na celu stworzenie dodatkowych zasobów finansowych niezbędnych do pokrycia przyszłych potrzeb i zobowiązań. Funkcjonujące dotychczas produkty emerytalne wchodzące w skład III filaru systemu emerytalnego nie zyskały powszechności i nie zapewniają wystarczających środków na przyszłe świadczenia emerytalne. W celu przeciwdziałania dotychczasowym barierom rozwoju produktów długoterminowego oszczędzania zastosowano wiele rozwiązań wspierających wysoki poziom uczestnictwa w dobrowolnym, dodatkowym oszczędzaniu. Fundamentem aksjologicznym podjętych działań stało się pojęcie wolności, a teorią wyjaśniającą zachowania jednostek ekonomia behawioralna. W niniejszym opracowaniu przedstawiono mechanizmy zaczerpnięte z dorobku ekonomii behawioralnej, które zapisane zostały w ustawie z dnia 4 października 2018 roku o pracowniczych planach kapitałowych oraz aktach niższego rzędu konstytuujących system PPK w Polsce. W pierwszej części pracy przedstawione zostały przyczyny wprowadzenia nowego rozwiązania długoterminowego oszczędzania. W drugiej części pracy wskazano praktyczne zastosowania ekonomii behawioralnej wykorzystane w konstrukcji PPK. Pracę wieńczy krytyczne podsumowanie, wskazujące wyzwania i problemy, które mogą stanowić bariery w upowszechnieniu się tej formy oszczędzania. Employee Capital Plans as an example of behavioral economy implementationThe changes introduced in the area of long-term savings in Poland are aimed at creating additional financial resources necessary to cover future needs and obligations. Previously functioning pension products included in the third pillar of the pension system have not become popular and do not provide sufficient funds for future retirement benefits. In order to counteract the existing barriers to the development of long-term saving products, a number of solutions supporting a high level of participation in voluntary, additional savings were applied. The axiological foundation of the actions undertaken became the notion of freedom and the theory explaining the behavior of individuals in behavioral economics. This study presents the mechanisms taken from the heritage of behavioral economics, which were recorded in the Act of 4 October 2018 on employee capital plans and lower-level acts constituting the PPK system in Poland. The first part of the work presents the reasons for introducing a new long-term saving solution. In the second part, the work contains a description of the duties of employing entities and the rights of participants of the Employee Capital Plans. In the third part of the work, practical applications of behavioral economics used in the construction of PPK were indicated. The work is crowned with a critical summary showing the challenges and problems that may constitute barriers to the spread of this form of saving.

At the current stage of the Russian economic development, the small and medium-sized businesses are becoming an immediate priority in the development of the state financial policy for the long term. Strategic documents developed at the federal and regional levels necessarily include measures to promote small businesses followed by the establishment of professional associations, business development centers, business incubators, technology parks, introduction of new and improvement of existing legislation standards, etc. However, notwithstanding the efforts made by the authorities, increased “injections” of financial resources into this sphere of the economy as well as the direct interest of governments at all levels and a substantial public response, the development of small businesses in Russia is facing great difficulties. The data on the number of registered small enterprises indicate that the sharp rise of entrepreneurship observed in the early 1990s changed into the stagnation towards the end of the decade and the sluggish current dynamics at the present time. In this regard, the relevance of the research subject is substantiated by the need to improve the regulation of the financial support of small and medium-sized businesses in the Russian Federation in order to create favorable conditions for their development and ensure the country's economic growth. In the research framework the main tasks to be solved to ensure the achievement of the research objective were defined. Based on the research findings, proposals were made related to improvement of the legislation in the field of financial support of small and medium-sized businesses, including proposals to improve government programs for supporting the small and medium-sized business institution. Other proposals address the harmonization of planned and program-target documents defining activities aimed at financial support of small and medium-sized business entities in the Russian Federation, as well as proposals on how to make the currently applicable budgetary and tax methods of small and medium-sized business promotion in the Russian Federation more effective to ensure the accessibility of financial resources and improve the quality of the state regulation. The results obtained are presented in the form of conclusions and recommendations for state authorities concerned with the regulation of financial support of small and medium-sized businesses. The practical significance of the results of the work makes it possible to use them in the activities of the Economics and Finance Department of the Russian Federation Government, the RF Government Commission on Competition and Development of Small and Medium-Sized Businesses, and the Department of Small and Medium-Sized Business Development and Competition of the RF Ministry of Economic Development.

The article is devoted to one of the urgent problems, such as social and legal prevention of delinquency of orphans in boarding schools in the Kemerovo region. To date, the problem of legal impact on a child is primarily due to the fact that it achieves the ultimate goal of all legal regulation - the implementation of legal prescriptions in the life of every teenage orphan who is in a boarding school. Today in Russia the historical and socio-demographic situation has developed in such a way that the reform of Russian society has been accompanied and accompanied by a fairly widespread criminalization of various spheres of public life. Involvement in illegal activities of large and small social groups also affected minors-orphans who are in boarding schools of the Kemerovo region, as the most sensitive stratum of Russian society, involvement in illegal activities of large social groups, also affected minors - orphans as the most sensitive part of the population in relation to transformational changes taking place in modern society. Today, prophylactic work is being actively carried out with orphaned children in boarding schools in the Kemerovo Region - this is a complex, multidimensional, long-term process. The specific task of the boarding school for orphans in the field of crime prevention is to carry out early prevention, that is, to create conditions that ensure the possibility of normal development for the students of orphans.
