Status of development and planning activities on CANS in Korea

This report reviews the overall status of the development and planning activities of compact accelerator-based neutron sources in Korea. For the last decade, the demand for the technology development and application of CANS has significantly increased, and becomes widely accepted by the science, engineering and industry sectors. Since the first technical workshop focused on CANS under the support of the Korea Nuclear Society in fall 2016, there have been numerous efforts to launch projects by several groups. Although unsuccessful, two CANS projects were newly launched in 2020. One is the 30-MeV cyclotron-based neutron source for industrial neutron imaging at the Korea Atomic Energy Research Institute (KAERI), and the other is the BNCT technology development at the Korea Institute of Radiological & Medical Sciences. A project proposal for an expansion of the proton LINAC facility at KAERI to 200 MeV for semiconductor irradiation testing through the produced neutron field is now almost complete and will be submitted to the government funding agency for review. The CANS project for BNCT based on the proton LINAC developed by the Dawonsys consortium is briefly described. The new neutron source based on electron LINAC is prepared by the Pohang Light Source laboratory, and the initial consideration and application targets are also described. A new strategic plan for national R&D on radiation technology and the enforcement of its infrastructure is still under way, and a more systematic approach to the development and application of neutron sources will be implemented through the strategic planning.

We choose nuclear data and nuclear material inspection for energy application, and nondestructive testing of explosive and hidden nuclear materials for security application. Low energy ([Formula: see text][Formula: see text]keV) electrostatic accelerators of deuterium are commercially available for nondestructive testing. For nuclear data measurement, electrostatic ion accelerators and L-band (1.428[Formula: see text]GHz) and S-band (2.856[Formula: see text]GHz) electron linear accelerators (linacs) are used for the neutron source. Compact or mobile X-band ([Formula: see text][Formula: see text]GHz) electron linac neutron sources are under development. A compact proton linac neutron source is used for nondestructive testing, especially water in solids. Several efforts for more neutron intensity using proton and deuteron accelerators are also introduced.

Today, each country has interest in digital economy and has established and implemented policies aimed at digital technology development and digital transformation for the transition to the digital economy. In particular, interest in digital technologies such as big data, 5G, and artificial intelligence, which are recognized as important factors in the digital economy, has been increasing recently, and it is a time when the role of the government for technological development and international cooperation becomes important. In addition to the overall digital economic policy, the Russian and Korean governments are also trying to improve their international competitiveness and take a leading position in the new economic order by establishing related technical and industrial policies. Moreover, Republic of Korea often refers to data, network and artificial intelligence as D∙N∙A, and has established policies in each of these areas in 2019. Russia is also establishing and implementing policies in the same field in 2019. Therefore, it is timely to find ways to expand cooperation between Russia and Republic of Korea. In particular, the years of 2020and 2021marks the 30th anniversary of diplomatic relations between the two countries, and not only large-scale events and exchange programs have prepared, but the relationship is deepening as part of the continued foreign policy of both countries – Russia’s Eastern Policy and New Northern Policy of Republic of Korea. Therefore, this paper compares and analyzes the policies of the two countries in big data, 5G, and artificial intelligence to seek long-term sustainable cooperation in the digital economy.

The rapid technology development and information made public (community) being so critical to the policies was taken by the government. This requires police institution to maintain of security guards, public order, enforce the law, provides protection, aegis and service to the community. Public Relations (PR) is an agency which have a duty to understand and evaluate a variety of public opinion in order to help to create harmony between particular agencies with the public. In order to increase quality of human resources in Police Department are required personnel with the ability in resolving problems the happens in society. In resolving these problems, that needed cooperation between police department, college and the community. The contribution of college to police department and the community with conducting the devotion to the community in cooperation Polresta Tangerang. The method in use in devotion community is by providing training of the role of public relations to Polresta Tangerang members through zoom cloud meeting. The role of public relations training aimed at giving public knowledge include similarity in communication, public relations function, basic principles of public relations, the management of the community and management of media relations may be good quality police. The evaluation of the training be concluded that the training that performed capable of increase understanding participants on the role of public relations.

Development of Indonesian aerospace industry into the determination of urgency Empowerment Government Regulation of Industry and Technology Development. In this research, an analysis of the potential economic value and mapping of potential national (local industry) in order to meet airport facilities and air navigation. Mapping the potential of the local indust0' is important to know the strentgh and weakness of local industry. From these information it is expected that the government can formulate a roadmap and action plan that can protect local industry. when the products have been used. In addition, how can stimulate the local industry to participate and meet the needs of facilities that still have to be imported from abroad. Pengembangan industri kedirgantaraan Indonesia menjadi urgensi penetapan Peraturan Pemerintah tentang Pemberdayaan Industri dan Pengembangan Teknologi Penerbangan. Untuk menjawab tantangan dalam pengembangan industri dirgantara nasional tersebut, diperlukan dukungan regulasi dan kebijakan pemerintah. Dalam penelitian ini dilakukan analisa mengenai potensi nilai ekonomi (skala ke-ekonomian) dan pemetaan potensi nasional (industri lokal) dalam rangka pemenuhan fasilitas bandar udara dan navigasi penerbangan. Pemetaan potensi industri lokal penting untuk diketahui agar pemerintah dapat mengetahui gambaran fasilitas apa saja yang bisa disuplai dari dalam negeri dan fasilitas apa saja yang masih bergantung pada pihak luar negeri. Dari gambaran ini diharapkan pemerintah dapat menyusun roadmap dan rencana aksi yang dapat melindungi pengusaha lokal bila produk yang dihasilkan telah dapat digunakan. Selain itu juga bagaimana caranya dapat merangsang pihak industri lokal dapat turut serta memenuhi kebutuhan fasilitas yang selama ini masih harus didatangkan dari luar negeri.

Although there is plenty of research in the science, technology, and innovation (STI) policy studies, the trend and process of government regulations in a transition economy is underexplored. Empirical data such as central government laws, regulations, and policies for STI are collected from 1978 to 2018. Qualitative analysis software is adopted to facilitate the documentary analysis process. After a temporal examination of the government policies, the authors unearthed four stages in the evolution of STI policy: recovery and reconstruction of science and technology, transformation and market-led science and technology development, adjustment and innovation of science and technology, and promotion of science and technology and development of independent innovation. They found that the policy system has gradually changed and improved in continuous exploration and practice. First, the focus of the national policies has changed from science and technology to innovation. Second, the regulations are closely relevant to the political economy environment and central objectives.

Urgency of the floor structures replacement is driven by the program of capital repair of the residential buildings adopted by the government and stipulates replacement of wood coverings by armored concrete floors that enable increase of stability, fire-resistance and cost effectiveness. Wood partitions and other elements of planning made of materials with low fire-resistance are also subject to replacement. It has been shown that the use of void formers allows reducing consumption of concrete, reinforcement, reduces duration of building and energy consumption. Thereby the stability and fire-resistance increase of the buildings under renovation is achieved. Solving these tasks is the objective of the represented work. It is worth noting that when renovating buildings the data about the use of not extractable void formers are absent. The technology development is an author’s initiative. The goal of the investigations consists in analyzing the works of the domestic and foreign scientists that make it possible to assess effectiveness of the technology when erecting buildings of cast in-situ reinforced concrete with the use of void formers. The submitted work has carried out the adaptation of the works performance technology in confined spaces of capital repair. Optimization of the void formers selection has been made, node points of the slabs’ resting on brick walls have been developed, the technology of dismantlement, form work, reinforcing, installation of void formers and concrete pouring has been developed. The complex of the works provides for obtainment of floor structures with the lesser consumption of concrete and reinforcement..
