The purpose of the article is to provide a description of current trends in art projects management in the system of cultural and creative industries in Ukraine. The methodology is the application of descriptive and definitive analysis, functional analysis, formal characterization while conducting the research for the management and development of projects in the art and culture fields in Ukraine. The scientific novelty consists of the analysis of project management in the fields of culture and arts and the possibilities of applying methods of corporate project management in the cultural and creative industries system, in particular, in the system of higher education in Ukraine. Conclusions. The project is one of the most widely used forms of economic activity. The art project has few specific differences in the system of cultural and creative industries. Project management systems are widely applied to project-oriented enterprises, including in the system of cultural and creative industries, which mostly uses project forms of organization of production processes. The use of project management tools has a theoretical perspective for its application in art and cultural higher education. Further research will be devoted to the possibilities of applying the project management system to the institutions of higher education in the culture and art fields.

Purpose Policy change is frequently framed as resulting from governmental strategy based on explicit preferences, rational decision making and consecutive and aligned implementation. The purpose of this paper is to explore the theoretical perspective of institutional work as an alternative approach to understanding policy change, and investigates the construction of resources needed to perform such work. Design/methodology/approach The paper is based on a case study of the process wherein the idea of cultural and creative industries was introduced into Lithuanian cultural policy. The main data generating methods are document studies and qualitative interviews. Findings The analysis demonstrates the ways in which the resources needed to perform institutional work are created through the enactment of practice, and through the application of resourcing techniques. Three such techniques are identified in the empirical material: the application of experiences from other fields of practice, the elicitation of external support, and the borrowing of legitimacy. Originality/value The study offers an alternative approach to studies of policy change by demonstrating the value of institutional work in such change. Further, it contributes to the literature on institutional work by highlighting how instances of such work, drawing on a distributed agency, interlink and connect to each other in a process to produce policy change. Finally, it proposes three interrelated resourcing techniques underlying institutional work.

The purpose of the article is to give a review of the current environment of management and the development of culture and arts in the system of cultural and creative industries in Ukraine. The methodology of research is the application of the descriptive method and definitive analysis, functional analysis, formal characterization in the process of research regarding the national field of management and development of culture and arts segment in Ukraine. The scientific novelty is the analysis of the institutional field of national development of culture and arts in Ukraine. The scientific novelty is an analysis of the institutional field of development of national culture and art in the aspects of public administration, institutions of higher education (HEI) in the indicated areas, and government mass media channels. Conclusions: Effective organization of national management of institutional field development of national forms of cultural and art interaction – that is the Ukrainian cultural need in the process of its civilizational development. The main aspects of development and support of culture and arts from the government institutions side, in our opinion, are coordination of means of the government management system in the cultural and arts industry, institutions of higher education in culture and arts industries, and mass media broadcasting channels, which are owned by the government. National artistic, cultural-and-artistic, artistic-and-technological, scientific, educational, cultural and intellectual-and-creative capable part of a human capital asset (involved in the systems of the national arts and creative production, including government management organizations in the field of cultural and creative industries) must support the organization of national arts and cultural platforms of interaction based on communicative cooperation of groups of arts and cultural production, as well as comprehensive rebroadcasting of the best-produced products by unions of arts and cultural production by informative, mass media, arts, educational governmental means (tangible and intangible). The country should unite the efforts of specialists in this sector in the field of institutional communication of cultural-and-arts interaction, should support the formation of bases for the practical production of the national arts and cultural production of all branches of the sector of cultural and creative industries of Ukraine.

The paper critically assesses theoretical and practical differences between "an original" and "a copy" of an artwork, in the context of dominant strands of thought about cultural and creative industries. One strand refers to the Frankfurt critical theory, whereby the other refers to the theory of balancing contemporary European theory of cultural policy. The first favours authenticity in arts and duality between an original and a copy, while the other critically appraises most contemporary social dichotomies in culture and arts. The paper aims to examine basic strategical dilemmas of cultural policies regarding the meaning of art and culture in the context of development of cultural and creative industries. The research starts with an assumption that dilemmas stem from unsustainable dichotomies, particularly in the context of digitalization, which additionally encourages critical assessment of the reasons "for" and "against". It is placed in the context of comparative theory of democratic transition and consolidation, particularly referring to Serbia which is crossing over from the final phase of transition into a democratically consolidated society. The research results show that the difference between an original and a copy is not such a sharp line as the Frankfurt critical theory suggests. It is demonstrated that the disappearance of the original's aura is the most visible in creative activities of industrial type, more precisely cultural industries, whose expansion has marked the 20th century and which are completely based on technical reproduction i.e. copying of artwork. On the other hand, two other pillars of creative industries typical of the 21st century are not sensitive to the difference between an original and a copy. They involve significantly more from the contemporary artistic production, including creative activities of non-industrial type, such as various types of visual and performance arts, as well as business-like cultural and creative activities which use artistic creativity to bring about added value of products and services, that can be, but are not necessarily, artistic or cultural. This is why the debates about the original and the copy do not make much sense. Actually, because of the involvement of these two pillars of cultural and creative industries, the more pertinent issue is the decay of the artwork aura reduced to an aesthetical value, without a spiritual - theurgic dimension, which secular society refuses to pose in science and education, as well as art production practice, even though it is vital for the understanding of the meaning of culture and art in the contemporary society.

Commonly accepted point is that functional organization structure is a poor environment for project management. The scenario repository approach is designed especially to support project management in environment with great amount of operational activity taking into account, that in such cases, project tasks have their reflection in the tasks of business-processes. Creation of a special project and operation task management tools set allows to create a new approach in change management in enterprises with functional organization structure, optimize the processes, involved in project management activities, compile the knowledge base of project and operational task management using the project task - operational task mapping to reveal the bottle necks of both.

Currently, active work is underway to introduce a project-based approach to the management of new product production processes. However, even if the need to implement project management is undeniable, the question arises of the pitfalls in implementing these innovations into the defense enterprises. Based on this, this work aims to determine organizational problems of implementing project management system into an enterprise of the defense industry. The following methods were used to collect data: in-depth interviews with employees of the company, taking a direct and key part in the PM processes; study of internal regulatory and other documentation on the research object; conducting a survey of employees. The research revealed the use of project management tools that are developed mostly in procurement management. The main problems of project management implementation are in scheduling, communications and integration management. The weaknesses in terms of the support provided for the implementation of projects by the enterprise include such areas as the availability of standard project management software and the organization of permanent trainings on project management. Based on the problems revealed, some recommendations are made for implementation of project management system in the enterprise of the defense industry.


The international experience of integrating building information modeling (BIM) into project management system with innovation implementation accent has been revealed in this article. The events carried out on federal and regional levels concerning the President of Russia directive on building construction industry modernization and construction objects transferring to life cycle management by means of BIM were analyzed. The large company experience of implementing BIM was summarized with describing some examples in different cities and regions of our country and thus the main directions of this technology development were determined. The key points of BIM and project management system pairing and impacting an innovation choice witch determine the project economic efficiency in the integrated management system were shown. The main reports of "Building construction projects technology and management: new practices and prospects" conference by Moscow Trade and Commerce Chamber were reviewed in this direction and problems of the new investment and construction project management technology implementation were shown. The ways to solve these problems were disclosed by work examples of PAO "Sberbank", and successfully working in our country firms Bilfinger Tebodin - BIM design and Beiten Burkhard -jurisdiction support. Some economic efficiency questions of BIM implementation were disclosed in the report delivered by The Plekhanov University of Economics (project and program management base department of Capital Group). Management system suggestions, regarding BIM implementation in Moscow construction were given.

The review study closely introspects’ on the prerequisites of evidence-based curriculum within the realms of specialized skills development agenda as pursued through higher education Institutions in Africa. Explicitly, the constraining factors that bedevil the leather sector are identifiable when appropriate research designs tools are applied. As such, in the process of identifying the constraints, renascence themes could, therefore, be beneficial in collecting evidence in support of developing curriculum. Such a developed curriculum stands higher chances of acceptability and aptly mitigates against challenges related to specialized skills development. The review succinctly indicates that in the process of identifying the themes, the scope of collecting evidence becomes attainable, thus, improving curricula that entails a participatory and transformative orientation. Indeed, during the review phase of the study, three main perspectives are depicted to be consequential in attaining a comprehensive, evidence-based curriculum, such as; action research, backward curriculum design perspective and theoretical perspective. Therefore, about this perspective, a reflection based on personal experiences and related to new knowledge with what they already know leads to constructivism. The relevancy of a constructivist strategy is observed to facilitate the observatory and evaluative stance during the development of evidence-based curriculum. Moreover, in consolidating and sustaining the benefit of such a developed curriculum, threshold concept was found during the review that it complements the process and strengthens the collecting evidence for curriculum development. Accordingly, therefore, the result of the review study indicate that Africa would  position itself for initiating transformational changes in aspects of specialized higher education, fruition towards socio-economic benefits (e.g. employment, wealth creation and technology transfer), reversal of urban-rural or inter/intra continental migration flurry.
