Pyramid of Factors of Regional Socio-Economic Development

Basing on synthesis of earlier conducted research of regional development trends and factors the author offers a model of hierarchy of factors, similar to Maslow’s hierarchy of needs. The proposed pyramid shows that federal regional policy is needed when there is a significant difference in basic factors (e.g. underdeveloped infrastructure). The regional grass-roots policy becomes essential when the regional development starts to depend more on such factors as creativity of the population. The author concludes that in today’s Russia the regional policy from the top is of high priority.

The article assesses the financial support of regional policy. The theoretical and methodological foundations of regional financial policy in Ukraine are highlighted. The main instruments for securing this policy are the share of revenues assigned to territories in the budgets at all levels of the budget system, local taxes and fees, the rates of deductions from state taxes to local budgets, as well as subsidies provided to local budgets. It is noted that there is a considerable dependence of the development of the territories on the processes occurring in the higher level administrative units. The essence of regional financial policy as a spatial segment of public financial policy is revealed. Models of financing of regional development are given. The current model of financing regional development is multichannel, multilevel and includes both traditional financial institutions - state, local budget, and new institutions of mixed financing of the transformational economy. At the regional level, one of the main elements of the mechanism for regulating socio-economic development is the development and implementation of integrated regional programs aimed at improving the functioning of a particular sector of the economy. On the example of Kharkiv region, the mechanism of regulation of socio-economic development is analyzed by evaluating the effectiveness of regional financial policy implementation by individual indicators. The influence of local self-government bodies of Kharkiv region on formation of own financial policy is determined. According to the results of the research, the indicators of financial independence of local self-government were calculated: the coefficient of financial autonomy, the coefficient of financial dependence, the coefficient of autonomy, the ratio of the share of local taxes and fees in the structure of tax revenues. Based on the research, it is found that the share of state transfers in local budget revenues is gradually decreasing, financial dependence on public revenues is decreasing, tax revenues in the structure of local budgets are increasing, which indicates an increase in financial autonomy as a whole.

The analysis of the scientific sources devoted to problems of regional development is carried out. The article reveals that the organizational and legal basis for the regional policy has been formed the basic principles of regulation of socio-economic development at the regional level have been determined in Ukraine during the period of independence. The research shows that in the context of continuing administrative reform, the state regional policy, which is part of the national strategy of the socio-economic development of Ukraine, is closely linked to adjusting the administrative-territorial structure of the state. It is implemented by executive authorities and local governments through the system of methods, tools, means, measures for the realization of the defined purposes and maintenance of efficient, complex management of social and economic development at the regional level. The dynamics of the main indicators of socio-economic development at the regional level is presented. The paper shows that the GRP resumed growing in Donetsk and Luhansk regions. The analysis indicates the population reduction in all regions of Ukraine, except for Kyiv region, which is the leader in the number of arrivals; concentration of human resources in industrial regions (25% of the population of Ukraine is concentrated in Donetsk, Dnipropetrovsk, Kharkiv regions); GRP growth per capita in most oblasts and Poltava, Dnipropetrovsk, Kyiv (excluding Kyiv) oblasts reaching the leading positions; increasing level of concentration of production in cities with a population of over a million: Kyiv, Kharkiv and in the largest regional centers of Ukraine: Dnipro, Odesa, Lviv, and others. The paper proves that public authorities during the development of strategic, program decisions on regional development management should take into account the challenges caused by the geopolitical situation, the global crisis caused by the pandemic, climate change, man-made disasters, etc.

Despite the fact that the FPV is one of mechanisms of public stimulus for the socio-economic development of the Far East, providing a business support package, currently it doesn't have a significant impact on the regional development. The paper is a contribution to understanding the spatial structure of recent economic development in Slovenia, measured by five indicators. The result is the distribution of municipalities in Slovenia in terms of their economic strength and economic potential in 5 categories. At least favourable economic development has 63 municipalities in Slovenia (27,7%), while 11 municipalities (5,2%)are defined as the most developed ones. The results of the categorization differ to a certain extent from the current studies of the development situation and development trends in Slovenian municipalities. The results of the analysis can be the basis for further discussion within the process of spatial and regional policy renovation in Slovenia.

Тhe creation and development of the digital economy in the regions of Russia is a new factor in their socio-economic development. This should be reflected in near future in the strategies of socio-economic development of regions. In the Russian Federation, at present, for developing and evaluating the implementation of the socio-economic development strategy of the region, a universal methodology has not been developed, and the standard approaches for implementing strategic planning have been adapted from the management of corporate structures.The purpose of the article is to test the methodology of statistical evaluation of the socio-economic development of the region in the digital environment. The methodological basis of the study are: the general statistical method of dynamic standards, index and coefficient analysis, the method of pairwise comparisons. The scientific novelty of the presented results are the author’s methodological developments: the system of indicators of the socio-economic development of the region in the digital environment and the regulatory assessment model. The practical significance of the research results lies in the possibility of applying the author’s assessment methodology for monitoring regional development strategies.The creation of integral statistical measures (models) for monitoring traditional and new factors of the region’s development will provide solutions to their quantitative assessment, allow clarify both the planning and implementation stages of the region’s shortcomings and problems, ensure the implementation of the principle of integrated socioeconomic development of the region, contribute to enhancing the consistency of the objectives of regional development strategies, it will allow diagnostics of the development of the digital economy and develop new strategic orientations at the regional level, which in turn will make it possible to develop organizational mechanisms for involving people in the region in resolving issues of territorial strategic development.

The article considers the prospects of tourism development in five countries of Central Asia: Kazakhstan, Uzbekistan, Kyrgyzstan, Turkmenistan and Tajikistan. The author analyzes cultural, social and economic aspects of the tourism industry in the region. The main directions of activity of international organi-zations in the framework of tourism promotion programs are given. Central Asia has a huge potential for the tourism development. The study of the current state of tourism in Central Asia is becoming increasingly important. Tourism resources have every chance to become part of the national wealth of the countries of this region. In the group of factors determining socio-economic development of the countries in the region are natural resources, the level of production and investment, social infrastructure, management quality, international competitiveness, etc. The need for the regional development management system is conditioned by regionalization processes inherent to the current economic situation, oriented to ensuring positive national economic dynamics and maximum using the region’s potential. The studying problem of regional development makes it possible to justify, as one of the directions of its solution, the use of cluster technologies oriented to those branches of the economy that can become a vector of regional development. According to experts, the tourism industry is one of the most profitable sectors of the economy of the region. This industry covers numerous sectors of the economy and various links between them. The main tourist routes in the present time, covering many objects of the Great Silk Road, do not offer a more detailed study of the local historical, architectural and archaeological heritage. The lack of infrastructure facilities is the reason for this. This fact forces us to search solutions, which will provide a comfortable environment for both tourists and researchers. At present, the Central Asian countries occupy a very modest place in the world market of tourist services. According to many experts, the demand for sanatorium, tourist and excursion services has decreased due to the transition period, and the existing network of tourist institutions, boarding houses, rest homes needs reconstruction. After the disintegration of the Soviet Union, tourism in the Central Asian republics began to develop independently, without common approaches and concepts. In many respects this is determined by the fact that the new states have chosen their own models of socio-economic development, different from each other. The different level of political freedoms, economic development features determine the current state of the tourism industry in various countries of Central Asia. The perspective of tourism development in this region is quite difficult, but an interesting task, necessary for familiarizing humanity with the most interesting culture of peoples inhabiting Central Asia and developing the economies of countries.
