Reducing the level of interregional differentiation is one of the problems in spatial development management according to the Spatial Development Strategy of the Russian Federation. Presence of significant regional imbalances hampers formation of a common economic, social, cultural, and institutional space and lead to a creation of backward territories which lag behind in the development. The focus of public policy measures on the centers of economic growth, with the concentration of financial and labor resources, without solving the problems of backward territories does not bring the expected effect – overall development and well-being. Local effects in the absence of positive changes in other territories result in the increase in imbalances, which limit the overall effectiveness of the public policy. At the same time, a steadily increasing lag may cause a loss of potential of economic growth and thus forms backward territories. The creation of territorial backwardness is a gradual process. Therefore, diagnosing the state of the territory and identifying the signs of increasing depression is an essential issue of public administration. The article presents the main approaches to the definition of territorial backwardness used in the Russia and overseas, it also reviews the determinants of backward territories. Different methods for identification of backwardness in the territorial development have been tested on the basis of the regions of the Russian Far East.

The digital transformation of the city development management, the development of information base for the implementation of plans and programs on improvement of the urban environment quality is an urgent task. The article considers methodological approaches to the formation of a methodological basis for digital transformation of the city territorial development management system. The authors have carried out an analysis of scientific works in the field of the city management digitalization and legislative acts concerning the procedure for monitoring of the City Master Plan implementation. Based on the results of the research, the principles and objectives of monitoring are indicated, and an algorithm for the formation of the system of monitoring indicators is proposed aimed at assessing the efficiency of the City Master Plan implementation.

The article provides a retrospective analysis of existing approaches to the complex reconstruction of block buildings, which developed against the background of various scientifi c paradigms. Within the framework of the paradigm of territorial development management, a new investment and prognostic approach to the complex reconstruction of historical quarters is proposed on the example of Samara. The historic quarter is viewed as a planning module for the transformation processes of a sett lement. Reconstruction of the historical quarter is presented in the aggregate of problems of preserving and developing its buildings, providing residents with the necessary level of engineering, social and transport infrastructures. A method for calculating the rates of return for complex reconstruction is proposed, which serves to test the modes of the security zoning proposed for a historical sett lement. Particular att ention is paid to the preparation of initial data for calculating the rates of return for complex reconstruction for a number of quarters selected as reference.

Effective management of the social and economic development of the Arctic zone of the Russian Federation is today a significant scientific and practical task. It requires an integrated approach to meet the expectations of the state, business and society. The main drivers of growth for remote Arctic territories are large investment projects, which not only create production and sectorial results, but also stimulate the development of related sectors of the economy. Additionally, they contribute to the formation of modern infrastructure in the region and create conditions for the broad introduction of innovative technologies. The current problem with territorial development strategic planning is the assessment of the results that have been achieved. This includes approved lists of indicators that do not allow for a full assessment of the impact of the implemented projects. Assessment on the achievement of the region goals is also murky. This indicates a lack of consistency in regional development management. This article defines the importance of the indicators for an assessment of sustainable development management. The model of achieving external effects in project activities is described. The concept of sustainability of large-capacity complexes for the production of liquefied natural gas (LNG) is also formulated. Based on the needs of micro- and macro-environment projects, a list of indicators for assessing the sustainability of LNG projects has been proposed. On the basis of the proposed indicator list, a sustainability analysis of three Arctic LNG projects was carried out. Based on the example of LNG production, it was concluded that approaches to assessing the sustainable socio-economic development of the Arctic region and its industrial systems are interrelated, but there are differences between them.
