The problem of providing the population with food is one of the most important and complex among the problems that society faces today. Food must not only meet the human needs for essential nutrients and energy, but also perform preventive and curative functions. Mutton is one of the foods that meets these requirements. It is distinguished by its high nutritional properties and taste. It can be a potential source of various pathogens and pollutants under certain condition that will pose a risk to the health of the consumer. Monitoring of separate elements of the safety and quality management system of slaughter products of small cattle under the influence of epidemiological (veterinary) factors was the aim of our research. Reporting on veterinary medicine issues in the Tatarbunarsky district of the Odessa region for 2013–2017, which was processed statistically, was the material of our research. It found that the main specific mass of number of small cattle grown in Homstead farms by inhabitants of the area. The district veterinary service carried out a number of diagnostic and treatment-and-prophylactic measures during the trial period. In the Household farms only mandatory activities were carried out, which are founded from the budget account (serological tests for brucellosis and preventive vaccination against Anthrax). Analysis of the volumes and conditions of slaughter of small cattle in the area showed that the number of slaughtered animals invariably decreases from year to year and 100% of slaughter is carried out by the farmer in the conditions of homestead farms. It was also established that in the experimental period, according to results of pre-slaughter clinical examination of animals and post-slaughter examination no cases of illness were identified. Selling of slaughter products of small cattle is carried out through a distributing facilities of agrofood markets of district and region. The analysis found that all carcasses that entered to the markets succumbed to veterinary-sanitary examination in State Laboratories of Veterinary-Sanitary Examination, the results of which in 2015 and 2016 reveald cases of invasive diseases (fasciolosis and echinococcosis). This fact is worrying about the quality of its conducts in the conditions of the household slaughter, accuming that during the post-slaughter veterinary-sanitary examination no cases of illness have been identified. Summarizing the monitoring results we obtained, we concluded that at this stage the safety management system for the products of slaughter of small cattle cannot fully guarantee consumer safety and requires urgent complex measures to increase efficiency.

The article considers the role of integration processes of the quality management system in the field of civil aviation. The process of effective implementation of IMS in the corporate environment is taken into consideration and substantiated. The analysis of ICAO-9859 Document is carried out and the need for the implementation of an integrated corporate management system in organizations operating in civil aviation is substantiated. The advantages of using integrated systems are substantiated. General and specific principles of the Safety Management System (SMS) and Quality Management System (QMS) are highlighted. The created system for the effective implementation of the IMS is considered using a specific example of applying the requirements of the “Safety Management Manual”.

In order to achieve a certain level of food production, it is necessary to manage its quality and safety. Currently, the quality management system based on the principles of HACCP is widely recognized and is the only method for ensuring food security in all developed countries. The ultimate goal of this system is to eliminate or reduce any food safety risks by preventing them. During the research, the main, auxiliary raw materials and the finished product were identified; flowcharts for the production of an enriched whey drink were developed. On the basis of the developed block diagrams, an analysis of microbiological, chemical, physical and qualitative hazards was carried out, it was determined which of the hazardous factors are the most critical, can harm health and must be eliminated or reduced to acceptable levels. Based on the analysis of significant hazards using the Decision Tree algorithm, two critical control points (pasteurization and cooling) were established. Measures for the management of critical control points are established in the HACCP plan, which reflects all CCPs of the production process of the research object and actions for monitoring and managing them. The introduction of elements of a food safety management system into practice contributes to the production of safe products of appropriate quality in compliance with applicable requirements and standards.

An integrated management system encompasses all management and assessment activities. The organizational structure of the Federal Office for Radiation Protection (BfS) quality management system is able to merge existing and future requirements. In this context the BfS management system encompasses quality management and radiation protection requirements as well as safety management, mining requirements and those of testing and calibration laboratories. Its structure allows the integration of function-specific management systems as well as specific requirements. The quality management system has taken into account the existing structure of documents to improve acceptability for the extended approach. Integrating management systems should enhance managerial and operational effectiveness. Whether or not this goal can or has been achieved is still a lingering question. A well-proven method to assess the effectiveness of any management system is auditing. Audits are designed to determine adequate compliance with applicable standards and guidelines. Moreover, they can and should be instrumental in identifying problem areas and potential improvements, along with corrective and preventive actions.

The article examines the essence and significance of the quality management system in the process of ensuring the quality and safety of agri-food products, considers the main aspects and prerequisites for its introduction on Ukrainian enterprises in the context of the implementation of the Association Agreement between Ukraine and the European Union. The legal and regulatory documents governing the safety of agri-food products, the level of their harmonization in Ukraine and implementation by Ukrainian operators of the agri-food market are analyzed. It was revealed that mainly large enterprises are currently implementing a quality management system, which is primarily associated with additional costs for its implementation. Attention is focused on the necessity to comply with the requirements of ISO 9001 Quality Management Systems, ISO 22000 Food Safety Management Systems, as well as the principles of the International System for Hazard Analysis and Control at Critical Points of HACCP to increase the competitiveness of agricultural and food products in the domestic and foreign markets and ensure it sustainable quality. The basic requirements of food product standards have been introduced. The dynamics of the development of certification processes at Ukrainian enterprises is traced, in particular, by the number of received quality certificates of the ISO group in Ukraine. General economic and specific reasons that hinder the growth of the quality and safety of agrі-food products at Ukrainian enterprises were identified, including: low level of technological equipment and slow development of innovative processes; imperfection of the domestic regulatory framework in the field of product quality regulation; significant price disparity and the presence of a large number of intermediaries in the chain from the producer of raw materials to the customer etc. A quality management system is proposed, which is a socio-ecological and economic system and combines a well-coordinated interaction of various types of quality management subsystems.

This paper discusses the strategies for integrating Quality, Environmental, Safety and Health Management Systems based on survey and case studies results. Questionnaires were distributed to 87 companies that certified with both ISO9001 and ISO14001. Meanwhile, three case studies were conducted at the manufacturing companies that have integrated several management systems. There are two ways of integrating the management systems which are: (1) consecutive implementation of management systems followed by integration or (2) integrate the management systems simultaneously from the beginning. Based on survey and case studies, it was found that many organisations started with implementing individual management system first, and then followed by integrating the management systems. Almost all the survey respondents agreed that the sequence should start with establishing Quality Management System first, and then integrate with Environmental Management System and followed by Occupational Health and Safety Management System.

Purpose The purpose of this paper is to develop an optimal model of an integrated quality and safety management system (QSMS). Design/methodology/approach Keywords related with these systems were identified from international standards and subsequently mined from a selection of peer reviewed articles that discuss and propose varying forms of integrated models for both systems. Cluster analysis was used to establish the degree to which integrated models, as described in the articles were quality dominant vs safety dominant. Word counts were utilized for establishing content and attributes for each category. An optimal integrated model was developed from the final cluster analysis and substantiated by a one-way analysis of variance. Experts from industry were consulted to validate and fine-tune the model. Findings It was determined that characteristics of an optimal integrated model include the keywords “risk,” “safety,” “incident,” “injury,” “hazards,” as well as “preventive action,” “corrective action,” “rework,” “repair,” and “scrap.” It also combines elements of quality function deployment as well as hazard and operability analysis meshed into a plan-do-check-act type work-flow. Research limitations/implications Given the vast array of clustering algorithms available, the clusters that resulted were dependent upon the algorithm deployed and may differ from clusters resulting for divergent algorithms. Originality/value The optimized model is a hybrid that consists of a quality management system as the superordinate strategic element with safety management system deployed as the supporting tactical element. The model was implemented as a case study, and resulted in 13 percent labor-hour saving.

Modern tendencies in food industry development (including meat products processing) are connected with compulsory advance and improvement in production techniques as well as implementation of effective management systems which stem from the integrated approach to risk management. The development and implementation of the systems which would guarantee required and stable safety of products for consumers are very important as well as their quality. For that reason it is essential to develop the models of integrated management system which will be based on the quality management system (QMS) and food safety management system standards. The authors performed comparative analysis of the requirements of the integrated standards. As a result of the analysis and expert evaluation they determined ten areas of integration, developed the matrix of requirements for the elements of the integrated system. The authors studied the risks, gave scientific evidence concerning the occurrence of potential hazards, determined unacceptable risks, pointed out critical control points and developed food safety management system plan for management in these points. They also determined the regularities in the influence of the quality loop stages on the quality and safety parameters, identified and structured the processes using IDEF0 function modeling methodology, made the blocks of graphs that show the interaction of processes determining the directions of information and product flows and reflecting the interaction of processes. The authors developed an integrated system model and determined the information requirements for its functioning. They used the procedure of the system performance assessment in a company using self-assessment criteria. The authors showed the advantages of the implementation and improvement of the integrated system in the company located in Saransk, the Republic of Mordovia.

Modern aviation enterprises are lots of risks-related owners associated with execution of their activities. Nowadays there are various management systems such as a Quality Management System (QMS), Safety Management System (SMS), etc., which describe all the potential risks for an organization. The problem of synchronization and unification of these systems in the framework of a comprehensive analysis of managing changes and fulfilling production operation remains unsolved at this point. To settle this problem, the article suggests using an integrated safety management system (ISMS). When developing ISMS in an aircraft maintenance organization that integrates the management systems of flight safety, quality, aviation, information, environmental safety, etc., the organization encounters the problem of data redundancy and duplication about manifestations of hazard factors in various aspects of its activities. This can make it difficult to collect and process data and take corrective/preventive measures. The issue of reasonable reduction of the original list of hazard factors can be considered as the subject of decreasing the dimension of the entity activity model, which can be solved using the method of the factor analysis principal components. Furthermore, application of the principal components method provides an expert analyst with supplementary, scientifically-based data on the quality of work and allows him to predict trends. The article based on real data of the aircraft maintenance organization shows the applicability of the method with the purpose for optimizing the list of hazard factors manifestations regarding a single aspect of organization activity.
