The article examines the issues of social protection of internally displaced people as a new subject of social-security law. The legal foundations with regard to these individuals are on their way, under development. Ukraine’s law On the Rights and Freedoms of Internally Displaced People is established as the initial indicator that this subject is becoming recognised as a field of social-security law – specifically, internally displaced people and determining legal regulation. This law presents a definition of ‘internally displaced people’, presents a compilation of their rights and obligations, determines the legal status of such people, provides guarantees of social protection, and addresses related matters. Nonetheless, several issues still require legal regulation. The authors conclude that, for the qualitative improvement of legal regulation of the status of IDPs and their social protection, there must be complex interaction within both legal science and legislative entities and that bodies with special competence in this field must be established to engage in dialogue with civil and international organisations.

Internal displacement in the current migratory crisis Abstract: Today, international society faces the worst migratory crisis since World War II. According to the United Nations High Commisioner for Refugees (UNHCR), by the end of 2016 there were 65.6 million people who were forced to leave their homes. Of these 65.6 million, about 40 million are internally displaced, nearly twice as many as 22.5 million refugees. That is, the number of people who were forced to flee but failed to cross the borders of their own country is much higher than those who have achieved. Therefore, the humanitarian crisis currently experienced by international society is extremely serious. Despite the high number of internally displaced people, in 2016 there was the first reduction, albeit small. It was the first reduction since the beginning of the Arab spring, when the current humanitarian crisis began. Based in this scenario, this article aims to analyze the factors that led to the reduction of the number of internally displaced people in 2016. Therefore, this article was divided into three sections. First, it aims to study the definition of internally displaced persons and their protection under international law. Afterwards, it shows and compares the data on IDPs between 2011 and 2016. At the end, it analyses the circumstances leading to a reduction in the number of internally displaced people in the period between 2015 and 2016. Keywords: Human rights. Internally displaced person. Os deslocados internos na atual crise migratória Resumo: Atualmente, a sociedade internacional enfrenta a pior crise migratória desde a Segunda Guerra Mundial. De acordo com o Alto Comissário das Nações Unidas para os Refugiados (ACNUR), no final de 2016 havia 65,6 milhões de pessoas que foram forçadas a deixar suas casas. Destes 65,6 milhões, cerca de 40 milhões são deslocados internos, quase o dobro do que 22,5 milhões de refugiados. Ou seja, o número de pessoas que foram forçadas a fugir, mas não conseguiu atravessar as fronteiras de seu próprio país, é muito maior do que aqueles que conseguiram. Portanto, a crise humanitária atualmente vivida pela sociedade internacional é extremamente séria. Apesar do elevado número de pessoas deslocadas internamente, em 2016 houve a primeira redução, embora pequena. Foi a primeira redução desde o início da primavera árabe, quando a atual crise humanitária iniciou. Com base neste cenário, este artigo pretende analisar os fatores que levaram à redução do número de pessoas deslocadas internamente em 2016. Para esta análise, o artigo foi dividido em três seções. Na primeira, estuda-se a definição de pessoas internamente deslocadas e sua proteção ao abrigo do direito internacional. Posteriormente, examinam-se os períodos dos deslocamentos internos entre 2011 e 2016. No final, analisam-se as circunstâncias que levaram a uma redução no número de pessoas deslocadas internamente no período entre 2015 e 2016. Palavras-chave: Deslocados internos. Direitos humanos. Background Populations affected by humanitarian crises experience high burdens of acute respiratory infections (ARI), potentially driven by risk factors for severe disease such as poor nutrition and underlying conditions, and risk factors that may increase transmission such as overcrowding and the possibility of high social mixing. However, little is known about social mixing patterns in these populations. Methods We conducted a cross-sectional social contact survey among internally displaced people (IDP) living in Digaale, a permanent IDP camp in Somaliland. We included questions on household demographics, shelter quality, crowding, travel frequency, health status, and recent diagnosis of pneumonia, and assessed anthropometric status in children. We calculated age-standardised social contact matrices to assess population mixing, and conducted regression analysis on risk factors for recent self-reported pneumonia. Results We found crowded households with high proportions of recent self-reported pneumonia (46% in children). 20% of children younger than five are stunted, and crude death rates are high in all age groups. ARI risk factors are common, but we did not find any significant associations with self-reported pneumonia. Participants reported around 10 direct contacts per day. Social contact patterns are assortative by age, and physical contact rates are very high (78%). Conclusions ARI risk factors are very common in this population, while the large degree of contacts that involve physical touch could further increase transmission. Such IDP settings potentially present a perfect storm of risk factors for ARIs and their transmission, and innovative approaches to address such risks are urgently needed.

Ongoing armed conflict, insecurity, lack of state protection, and recurring humanitarian crises exposed Somali civilians to serious abuse. There are an estimated 2.6 million internally displaced people (IDPs), many living unassisted and vulnerable to abuse. Somalia's history of conflict reveals an intriguing paradox--namely, many of the factors that drive armed conflict have also played a role in managing, ending, or preventing war.
