New paradigm of modern society pushes financial reform of regencies. One form of the reform is the application of performance-based budgeting. The budget compilation process and target demonstrate regencies’ opportunities to develop vision and mission as well as to materialize society expectation and desire in accordance with the regencies potentials. However, the implementation of the budget faces uneasy challenges. The subjects of this paper consist of budgeting process included planning, implementation, performance   measurement   and evaluation, and reporting.   This paper also describes problems in budgeting process. The technique of collecting data were collected by observation, in depth interview and analyzed by using qualitative method that was developed based on descriptive paradigm to describe comprehensive meaning of Polewali Mandar Regency, budgeting process. This research shows that in general, the idealism of performance based budgeting is not yet achieved. There are many mistakes in budgeting process sequences included planning, implementation, performance measurement and evaluation, and reporting. The less comprehensive communication, integration computerized application system, rewards and punishment system, and work ethic became the causes of the problems.

Today the performance measurement of Muhammadiyah Luwuk uUniversity’s performance has not formulated yet based on University’s vision and mission. It will affect the strategic steps needed and performance improvement efforts in the future.  Human resource scorecard is the right system to be applied in Muhammadiyah Luwuk University. The purpose of this study is to designed a performance measurement system at Muhammadiyah Luwuk University using the Human Resource Scorecard with four perspectives: stakeholder, academic management and kemuhammadiyaan, operational and innovation, as well as and learning. Data was analyzed by analytical hierarchy process method. This research was conducted by distributing questionnaires, focus group discussions and in-depth interview with stakeholders at Muhammadiyah Luwuk University. The results showed that there were 14 strategic objectives and 33 key performance indicators to be achieved by the priority objectives, which are: empowerment and development of faculty, increased administrative process quality, improved sound budget performance and, improvement of the relationship with stakeholders.

In this work on the example of educational system of Uzbekistan the new paradigm of education is substantiated in the following edition: education through all life. It is demonstrated that the proposed in correspondence to this paradigm the formalized model reflects multi-component system, multi-variant approaches and cyclist of educational process in a modern society. The examples of educational processes which are modeled within the framework of proposed formalized model of education are presented.

The paper seeks to establish a relationship between bioethics and biopolitics in the context of elderly people. Although aging itself is not a phenomenon, the attitude towards elderly people is highlighted as a phenomenon. Given that they often lose their psychophysical abilities and are faced with personal limitations, they inevitably face both the value system and the treatment of society. In this sense, biopolitics is manifested as the force and power whose instruments allow it to transform and shape a new culture, however, not by independent work, but relying on the help of bioethics, whose main concern is the attitude towards human dignity, life and health. Contrary to the culture of materialism and consumerism, bioethics has the task to reawaken in the modern society the meaning and value of human nature as the basis of ethics and healthy biopolitics in order to raise awareness of virtues as part of the nature of the human person. This aims to highlight the ethics of virtues as a new paradigm of biopolitics because it corresponds to that original and primordial human.

In the article, the authors substantiates the modern model of the interman as a creative cyber personality, which has the potential to be identified with the correspondence of virtual bodies as a problem of modern culture. It is emphasized that it is precisely this functional possibility that finds out a new paradigm of human existence, in which entropy as a criterial device modernizes modern society. It is determined that the most intelligently gifted people are able to master the noosphere space of being through the phenomenal wisdom recipes. This content shows entropy as a defining modus of probable processes, in which modernization of a modern person, state and society takes place, since the criterion of the entropy apparatus is the recognition of that random fact (events, situations) that becomes logical. It is emphasized that the main direction of risk processes in the phenomenal wisdom recipes for the personality, the state and society should be truly chosen in the entropy system, carefully studying the theory of probable functions. It is revealed that ideological borrowings contain a considerable danger, since ideology has a class modification due to the modernization of a certain class on the basis of samples of another's experience. It is concluded that this may lead to an urgent inter-class conflict, to strengthen, oppositional sentiment. An overview of modernization as an entropy of risk processes is given, which is the mainstream in a particular historical retrospective of phenomenal consciousness. It is emphasized that modernization means the creation of a new type of world order, in which human being plays an anthropocentric role at the level of legal subjectivity. The constructive and destructive Spirit of Time according to the entropy criteria is confirmed. Different forms of crisis are revealed when exhausting the established norms and rules of behavior of individuals, groups, classes, ethnic groups, communities. It is envisaged that science is such a fundamental innovation in which entropy depends to a large extent on the mental and value orientations of an individual people, based on consciousness, language, culture, etc. Creation of complex of measures and procedures is envisaged including the risks concerning maintenance of human life and health in the legal state.

Given the growing attention to changes in performance measurement and evaluation systems in healthcare contexts, the present study aims at improving our understanding of such processes within teaching hospitals, examining how managerial and health-professional logics contribute to these changes. In the theoretical part of the study we analyse teaching hospitals as multistakeholder contexts. Particularly, we propose a theoretical approach that represents changes as dialectical phenomena so as to explain how the interaction among influential stakeholders (representing managerial and professional logics) affects changes in performance measurement and evaluation systems. The empirical part of the paper is devoted to a case-study focused on changes in performance measurement and evaluation systems in a Sicilian teaching hospital. The empirical analysis aims at examining the observed changes in the light of the theoretical framework proposed, emphasizing the interactions among the logics that characterize the teaching hospital context.

Sensis Search, a young entrepreneurial dot-com launched in 2004, is the first mover in redefining the Australian search market and creates a new paradigm for Internet searches that delivers relevant, quality local, and global results. This chapter focuses on exploring the experiences of Sensis Search and identifying key issues of its operation. Data for this qualitative case study was collected mainly from two primary sources: (i) a documentary research into Sensis’ business reports, online newsletters, memos, agendas, and other official publications, and (ii) an in-depth interview with a senior manager of sensis.com.au. The case study illustrates how Sensis has been managed, how it has succeeded, and what lessons can be learned from its experience.
