[First paragraph of Introduction]: In Canada the last two decades of the 20th century have been characterized by government policies that focus on stimulating the economy as a strategy for improving overall quality of life. This Ahard right turn@ has made tax cuts a priority over social program expenditures, and private sector efficiencies have been promoted as the most effective response to financial challenges (Jeffrey, 1999; McBride & Shields, 1997; Tester, 1996). Voluntary organizations in Canada have had to adapt to this new environment. Both federal and provincial governments have been withdrawing from direct service provision in several areas of social welfare with the expectation that the voluntary sector will fill any resulting gaps in the social safety net. At the same time, a decrease in government support for the voluntary sector has limited its capacity to respond to an increased demand for its services (Hall & Banting, 2000). In Canada, on average 64% of revenues for voluntary organizations have come from government grants and payments (Hall & Macpherson, 1997). The federal government limited transfer payments for various social programs (Tester, 1996), and as a result, the provinces began a systematic retrenchment of these programs (Torjman, 1996). With such intense dependence on the government, any change in transfer payments is bound to have a noticeable impact on the sector (Rice & Prince, 2000). This paper focuses on interorganizational activities among voluntary organizations as a response to the funding changes being experienced by the sector. Specifically, we develop a model that presents collaborative behaviour as a function of organizational characteristics, environmental pressures and organizational attitudes. AbstractBuilt heritage conservation is not easily achievable through the market, as it involves use of urban space and thus opportunity cost. The problem is more serious if there is no government support. This is the case in Hong Kong, where both the market and the state are not favorable to built heritage conservation. However, in 2005, through a local voluntary organization, a built heritage of Hong Kong—the Tung Wah Coffin Home—was conserved, and the project won one local and one regional conservation award. While conservation of built heritage by the voluntary sector has been common among developed countries, it is new in Hong Kong. This article first situates the issue in a general political-economy perspective and then analyzes the case of the Tung Wah Coffin Home, in particular, in the context of Hong Kong. The purpose is to examine what this case tells us about the role of the voluntary sector and its relationship with the government in providing built heritage conservation.

How do the gendered macroeconomic and macropolitical structures of the international system exacerbate the rise in human trafficking? In this dissertation project, I use a mixed method approach to examine the relationship between domestic leadership responses to foreign policy actions and how those responses lead to rises in human trafficking in the target state. I begin with cross-national, quantitative models to illustrate that following two different types of foreign policy action, namely, economic sanctions and military force, domestic leaders are driven by the macropolitical interstate system to choose between hoarding finite resources among elites within the target state or redistributing those resources among the populace. I argue that when leaders choose to hoard resources, the populace suffers from lack of social program support and women are particularly vulnerable under such conditions. Leadership focus on self-preservation reduces government support for public programs such as anti-trafficking policy. The populace is then much more likely to choose illicit economic activities such as human trafficking to survive and without support for anti-trafficking in the target state, human trafficking flourishes. The macroeconomic structure of global capitalism relies on cheap labor and cheap goods which specifically reduces the options for women under times of financial duress, and women will suffer significantly as government spending on safety net programs is reduced. I support the quantitative results using a qualitative case study on Indonesia, which I develop using historical documents and resources. Ultimately, this project highlights the importance of developing anti-trafficking policies that do more than punish individual perpetrators but instead, acknowledge the negative impacts of the macroeconomic and macropolitical structures in international relations and how those structures significantly harm women throughout the world.

The stability of Russian banking sector is threatened by three negative tendencies - overheating of the credit market, significant decrease of banks capital adequacy ratios, and growing problems associated with banks lending to affiliated non-financial corporations. The co-existence of these processes reflects the crisis of the model of private investments in Russian banking sector, which was observed during the last 20 years. This paper analyzes the measures of the Bank of Russia undertaken to maintain the stability of the banking sector using the methodology of credit risk stress-testing. Based on this methodology we conclude that the Bank of Russias actions can prevent the overheating of the credit market, but they can also lead to undesirable effects: further expansion of the government ownership in Russian banking sector and substitution of domestic credit supply by cross-border corporate borrowings. The later weakens the competitive positions of Russian banks. We propose a set of measures to harmonize the prudential regulation of banks. Our suggestions rely on design and further implementation of the programs aimed at developing new markets for financial services provided by Russian banks to their corporate and retail customers. The estimated effects of proposed policy measures are both the increase in profitability and capitalization of Russian banks and the decrease of banks demand for government support.

Relevance. Grain is the key to strategic products to ensure food security. From this point of view, the creation of large grain farms is a matter for the country's selfsufficiency and it leading to a decrease in financial expense for import. Creation of such farms creates an abundance of productivity from the area and leads to obtaining increased reproductive seeds. The main policy of the government is to minimize dependency from import, create abundance of food and create favorable conditions for export potential.The purpose of the study: the development of grain production in order to ensure food security of the country and strengthen government support for this industry.Methods: comparative analysis, systems approach.Results. As shown in the research, if we pay attention to the activities of private entrepreneurship in the country, we can see result of the implementation of agrarian reforms after which various types of farms have been created in republic.The role of privateentrepreneurshipinthedevelopmentofproduction is great. Тhe article outlines the sowing area, production, productivity, import, export of grain and the level of selfsufficiency in this country from 2015 till 2017.

The present study reveals the trends and features of the current state of financing the foreign countries’ transition to a new «green» economic growth model. To summarize the contemporary experience of countries’ integration into public administration practice the approaches and standards in the field of «green» investments financing.The subject of the study is the set of measures implemented by countries to develop sources of finance for «green» economy projects.Tasks: 1) to consider the principal directions of the «green» investments state policy support, its purpose, and the tools used; 2) to identify the market’s role in the «green» economy financing; 3) to clarify the main issues constraining private investments in «green» projects. The countries’ approach to «green» economic growth financing is examined in the present paper by means of common methods of scientific knowledge.There reviewed the arguments justifying the government support for «green» investments. There revealed the problems constraining the market «green» financing development and speculations about their origins. The study concludes that the countries’ economic policies are aimed at improving the existing model’s efficiency, not at the transition to the new «green» economy model. Thus, through the state support tools, there being generated strong signals signifying the creation of favorable market conditions for the functioning of a new economy sector – the sector of «green» technologies.

Abstract Based on nationally representative data (N = 8,901), this study investigates the extent to which expectations for intra-family transfers and government assistance in old age impact the probability of saving for retirement among working-age individuals in Thailand. Results show that expectations for financial non-self-reliance and expectations that family support would constitute the most important source of old-age financial security reduce the probability that working-age individuals would save for retirement. Expectations for government support have no impact on average. Given that filial piety is weakening in Thailand, this study suggests that the government encourage pre-retirement savings more strongly.

AbstractAgricultural production is strongly affected by and a major contributor to climate change. Agriculture and land-use change account for a quarter of total global emissions of greenhouse gases (GHG). Agriculture receives around US$600 billion per year worldwide in government support. No rigorous quantification of the impact of this support on GHG emissions has been available. This article helps fill the void. Here, we find that, while over the years the government support has incentivized the development of high-emission farming systems, at present, the support only has a small impact in terms of inducing additional global GHG emissions from agricultural production; partly because support is not systematically biased towards high-emission products, and partly because support generated by trade protection reduces demand for some high-emission products by raising their consumer prices. Substantially reducing GHG emissions from agriculture while safeguarding food security requires a more comprehensive revamping of existing support to agriculture and food consumption.
