Media and public discourses are constantly changing as a result of their effect on one another. The Consultation Commission on Accommodation Practices Related to Cultural Differences which roamed the province of Québec in late 2007 was widely reported on in the mainstream news-media. This paper provides a critical content analysis of 105 articles in three Québec daily newspapers (La Presse, Le Soleil, and The Gazette) during the months of September to December 2007 when the public forums discussing the reasonable accommodation of minority groups took place. By making theoretical linkages with the data collected, the findings show that the media discourses between the three newspapers vary slightly and are not accurate representations of the public discourses surrounding the issue of reasonable accommodations amongst the Québec population.

Abstract This paper analyzes the contrasting media portrayals of female political participation in the kingdom of Saudi Arabia. Through a thorough discourse analysis of Saudi, British, and American newspaper articles surrounding the 2015 municipal elections, we scrutinize how the portrayal of women as a subject group has shifted from one that requires the constant approval of guardians in the public sphere to one that makes its own decisions and actively participates in politics. We analyze what types of discourses and frames have supported this drastic shift in official Saudi media discourses. We then contrast these findings with the portrayal of Saudi female political participation in Western countries that claim to uphold human rights and gender equality, in contrast to Saudi Arabia. Finally, we contrast our findings with the perceptions of 50 female Saudis regarding female agency and political participation in Saudi Arabia.

The commercialization of meclia in China has cultivated a new journalism business model characterized with scandalization, sensationalization, exaggeration, oversimplification, highly opinionated news stories, one-sidedly reporting, fabrication and hate reporting, which have clone more harm than good to the public affairs. Today the Chinese journalists are more prey to the manipu/ation of the emotions of the audiences than being a faithful messenger for the public. Une/er such a media environment, in case of news events, particularly, during crisis, it is not the media being scared by the government. but the media itself is scaring the government into silence. The Chinese news media have grown so negative and so cynica/ that it has produced growing popular clistrust of the government and the government officials. Entering a freer but fearful commercially mediated society, the Chinese government is totally tmprepared in engaging the Chinese press effectively and has lost its ability for setting public agenda and shaping public opinions.

Abstract While the debate around the prevalence and potential effects of fake news has received considerable scholarly attention, less research has focused on how political elites and pundits weaponized fake news to delegitimize the media. In this study, we examine the rhetoric in 2020 U.S. presidential primary candidates Facebook advertisements. Our analysis suggests that Republican and Democratic candidates alike attack and demean the news media on several themes, including castigating them for malicious gatekeeping, for being out of touch with the views of the public, and for being a bully. Only Trump routinely attacks the news media for trafficking in falsehoods and for colluding with other interests to attack his candidacy. Our findings highlight the ways that candidates instrumentalize the news media for their own rhetorical purposes; further constructing the news media as harmful to democracy.

Based on literature review and interviews with journalists, we argue that the BRICS countries are constructing a collective vision, guided by logics of recognition and of transformation. The production of discourse reaches its high point during the BRICS leaders’ summits. To go beyond analysis of the discourse revealed in the media, this article examines projects, thereby aiming to qualify and label the justificatory discourses, in order to develop an understanding of intentions. The BRICS countries have become a reference point as the press increasingly makes comparisons between these countries. The notion of recognition, present in the political elites, also appears as a part of the public imagination and in the press. The leaders too seek transformation. The first official multilateral institution founded by the BRICS countries was the New Development Bank. Current efforts indicate the development of common scientific and technological research initiatives and official support for the establishment of an innovative BRICS Network University. Initiatives will appear as these countries try to consolidate their position.

This article considers how changing media practices of minority groups and political and media elites impact on democratic participation in national debates. Taking as its case study the state-sponsored campaign to formally recognise Indigenous people in the Australian constitution, the article examines the interrelationships between political media and Indigenous participatory media—both of which we argue are undergoing seismic transformation. Discussion of constitutional reform has tended to focus on debates occurring in forums of influence such as party politics and news media that privilege the voices of only a few high-profile Indigenous media ‘stars’. Debate has progressed on the assumption that constitutional change needs to be settled by political elites and then explained and ‘sold’ to Indigenous and non-Indigenous Australians. Our research on the mediatisation of policymaking has found that in an increasingly media-saturated environment, political leaders and their policy bureaucrats attend to a narrow range of highly publicised voices. But the rapidly changing media environment has disrupted the media-driven <em>Recognise</em> campaign. Vigorous public discussion is increasingly taking place outside the mainstream institutions of media and politics, while social media campaigns emerge in rapid response to government decisions. Drawing on a long tradition in citizens’ media scholarship we argue that the vibrant, diverse and growing Indigenous media sphere in Australia has increased the accessibility of Indigenous voices challenging the scope and substance of the recognition debate. The article concludes on a cautionary note by considering some tensions in the promise of the changing media for Indigenous participation in the national policy conversation.

This article begins by outlining what the principle of open justice is intended to achieve. It then investigates the nature of the relationship that exists between the courts and the media, and between the media and the public, and suggests that these relationships are not always conducive to realising the aims of open justice. While the reporting role of the traditional news media will undoubtedly persist, at least for the foreseeable future, it is argued that, since courts now have the means to deliver to the public a fuller and truer picture of their work than the media can, they should seize the opportunity to do so.

Effective communication during an outbreak or public health investigation is crucial for fostering adoption of public health recommendations and minimizing or preventing harm. During outbreaks, a comprehensive communication strategy integrating news media, social media, and partner engagement is essential for reaching affected persons and for keeping everyone informed about public health actions and recommendations. The strategies outlined in this chapter are the foundation for rapidly and effectively conveying information and public health recommendations to the persons at risk, the media, and the different entities involved in the response. Regardless of the public health event’s cause, core communication actions and steps will be similar; however, in every outbreak or public health investigation, perceptions and needs will vary among target audiences, partners (i.e., persons or organizations that can play a role in the crisis response), and persons or organizations with a connection or interest in the outbreak (stakeholders).

This paper evaluates the circumstances under which affluent interest groups wield influence over policy outcomes. Interest group scholarship is ambiguous about the beneficial role of economic resources for lobbying influence. Economically resourceful groups are often presumed to provide more and better expert information to decision-makers and, in exchange, receive more favourable policy concessions. We argue that the beneficial role of economic resources is contingent on the media salience of policy dossiers. We expect that resourceful groups are more influential when issues are discussed behind the public scenes, while their competitive advantage dampens once issues grow salient in the news media. We test our expectations in the context of European Union policymaking, drawing from 183 expert surveys with lobbyists connected to a sample of 41 policy issues. Our empirical findings demonstrate that economic resources matter for lobbying influence, but that their effect is conditional on the media salience of policy issues.

Salience refers to the extent to which people cognitively and behaviorally engage with a political issue (or other object), although it has meant different things to different scholars studying different phenomena. The word originally was used in the social sciences to refer to the importance of political issues to individuals’ vote choice. It also has been used to designate attention being paid to issues by policy makers and the news media, yet it can pertain to voters as well. Thus, salience sometimes refers to importance and other times to attention—two related but distinct concepts—and is applied to different actors. The large and growing body of research on the subject has produced real knowledge about policies and policy, but the understanding is limited in several ways. First, the conceptualization of salience is not always clear, which is of obvious relevance to theorizing and limits assessment of how (even whether) research builds on and extends existing literature. Second, the match between conceptualization and measurement is not always clear, which is of consequence for analysis and impacts the contribution research makes. Third, partly by implication, but also because the connections between research in different areas—the public, the media, and policy—are not always clear, the consequences of salience for representative democracy remain unsettled.
