Many emergency safety problems are connected to detection of risk zones. It is not enough only to display on a map sources of risk and protected objects. The correct prediction of dangerous directions and areas is necessary. However, the traditional mathematical methods do not always suit this purpose. Geographic Information Systems (GIS) are the most appropriate tool to solve these problems. The main aims of the chapter are to solve three typical problems from practice of work civil defense and emergency rescue service and to generalize the used approach as a new kind of modeling—the mathematical-cartographic modeling.

Introduction.  During the training of emergency specialists, the development of a clear, structured thinking is important.  And the mathematical disciplines themselves are aimed at activating the intellectual activity of cadets and students, the ability to think logically, consistently, and reasonably.  However, cadets and students consider mathematics to be a complex, inaccessible and not very necessary science.  Therefore, there is a need for continuous, continuous development of methods, technologies of forms of training that would increase interest, accessibility to mathematical disciplines and at the same time, were aimed at improving the quality of training of future rescuers. Purpose.  Identify the main stages of teaching higher mathematics for future civil defense specialists and substantiate their peculiarities. Methods.  The article used methods of scientific knowledge (general), methods used in the empirical and theoretical levels of research (transition from abstract to specific).  Results.  The basic stages of teaching higher mathematics for future specialists of civil defense are determined: motivation, research, assimilation, application.  The proposed stages are analyzed in detail.  The regularities that contribute to the increase of motivation (selection of educational material, system approach, creative approach, a variety of forms and methods of teaching, taking into account the specifics of the future profession, the use of innovative teaching technologies) are highlighted.  There are three phases of knowledge (curiosity, curiosity, theoretical knowledge).  It is determined that for the acquisition of knowledge it is possible to use the information - search type of classes with its microstructure.  Planning the microstructure of occupations in the first place should put the level of cognitive activity, awareness and independence in the performance of educational tasks.  It is noted that the process of assimilation is the process of internalization of knowledge, putting it into the inner plan of man, and the application is to extraorise knowledge, make it to the outline of human activity.  It was investigated that the stage of application of knowledge is divided into two parts (the first is the application of knowledge, skills in standard terms, the second - the transfer of knowledge, skills, skills in new, changed conditions).  Examples of applied tasks that can be solved in higher mathematics classes are given.  It is substantiated that only in combination of all stages is formed the need for knowledge acquisition and their application. Conclusion.  Stages of teaching higher mathematics - a cyclical process that requires constant improvement, hard work of the teacher.  Stages of motivation and application combine the same laws (selection of educational material, creative approach, taking into account the specifics of the future profession, the use of innovative teaching technologies).  And only in a logical, thought-out combination of these stages can one form the future need for civil protection specialists to expand the knowledge and apply it to practical application.

In contrast to other European countries, Italy lacks a Civil Defense Organization. Air Rescue is a task for the Italian Air Force Search and Rescue (S.A.R.) organization. It may also draw, if necessary, on the cooperation of the other Armed Forces and State Corps, the Merchant Navy, civilian organizations, the Italian Red Cross (C.R.I.), and the Mountain Rescue Service of the Italian Alpine Club (C.A.I.). The S.A.R. units intervene at the request of civil, state, public and private, national and international organizations. The tasks currently performed by the S.A.R. in Italy include search and rescue of civilian and military air crews lost at sea or over land and of shipwrecked survivors; emergency transport of doctors and supplies to the seriously sick or injured patients from ships at sea; inaccessible localities, earthquakes, floods, and other disasters.

Education Academy which aimed at mapping the research base around the student learning experience in higher education (HE). The project aimed to 1) provide an overview of the ways in which the student learning experience in HE has been and is conceptualised; 2) provide an overview of interventions aimed at producing a more effective learning experience; and 3) review the methodological approaches adopted to investigate the student learning experience. The paper outlines the review approach adopted by this project and presents an analytical map in which reviewed studies are categorised in terms of the methods they adopt and the area of investigation. Selected findings in the areas of inventory-based studies, assessment and feedback and teaching, curriculum and learning environments are discussed. The project identified a large, but broad, heterogeneous and somewhat scattered research base, dominated by a tradition of studies using inventory methods, and otherwise by small and localised studies often conducted by practitioners researching their own subject areas. The paper concludes with a discussion of the strengths and weaknesses of the project's methods, and recommendations for developing the student learning experience research base in the future.

The article is considered issues forensic experts face while forensic avtotechnical examinations (expert research) during technical analysis of drivers actions of operational vehicles at signal-controlled intersections. Recently a large number of traffic accidents occur involving operational vehicles which include vehicles: ambulance, road safety service, emergency rescue service, fire service, cash-in-transit service, patrol service of police and others. Traffic Code of Ukraine define the duties and rights of the operational vehicles drivers carrying out urgent official task can derogate from requirements of sections 8 (except traffic controller signals), 10–18, 26, 27 and item 28.1 of this Code subject to inclusion of blue flashing beacon or red color and a special sound signal and ensuring traffic safety. Drivers of other vehicles in case of a vehicle approaching with blue flashing beacon and (or) a special sound signal, which can create to it an obstacle for movement, must yield the right of way to it and provide unobstructed passage of the specified vehicle (and vehicles accompanied by it). The most common cause of traffic accidents are erroneous actions of road users that require from forensic avtotechnical examiners in-depth analysis and proper assessment regarding requirements of the Traffic Сode of Ukraine and other normative documents. During of the pre-trial investigation and while the judicial inquiry of cases regarding traffic accidents, the analysis of its participants actions is paid special attention. Appointing a forensic avtotechnical examination investigators (judges) are waiting for a forensic examiner performing of in-depth scientific research of actions vehicles drivers based on special knowledge in the field of forensic avtotechnics.
