Experimental economics is a research tool, where information collected in conducted experiments is used to verify the validity of economic theories, estimate the size of the studied effect or highlight the market mechanism. Economic experiments usually use money (virtual or real) to motivate participants to imitate the real incentives that occur in real markets. Experiments are used to understand how and why markets and other exchange systems operate in this way. The purpose of this chapter is to use the achievements of experimental economics to assess social added value that arises in the course of the production and delivery of public goods and to verify the effectiveness of public policy instruments that can stimulate such social added value. The article consists of (1) conceptual and methodological part, in which the details of the experiment were presented, (2) description of the research sample and (3) analysis of the results of the experiment together with developed conclusions and indications for further research on this issue. The conclusions of this article can be used in business practice in the process of programming by public authorities of instruments supporting specific public policies. The provision of water services has traditionally been considered a responsibility of the state. During the late 1980s, the private sector emerged as a key actor in the provision of public services. Mexico City was no exception to this trend and public authorities awarded service contracts to four private consortia in 1993. Through consideration of this case study, two main questions arise: First, why do public authorities establish partnerships with the private sector? Second, what are the implications of these partnerships for water governance? This article focuses, on the one hand, on the conceptual debate of water as a public and/or private good, while identifying new trends and strategies carried out by private operators. On the other hand, it analyzes the role of the state and its relationships with other actors through a governance model characterized by partnerships and multilevel networks.Spanish La provisión del servicio del agua ha sido tradicionalmente considerada como una responsabilidad del Estado. A finales de la década de 1980, el sector privado emerge como un actor clave en el suministro de servicios públicos. La ciudad de México no escapa a esta tendencia y en 1993 las autoridades públicas firman contratos de servicios con cuatro consorcios privados. A través de este estudio de caso, dos preguntas son planteadas: ¿Por qué las autoridades públicas establecen partenariados con el sector privado? ¿Cuáles son las implicaciones de dichos partenariados en la gobernanza del agua? Este artículo aborda por una parte, el debate conceptual del agua como bien público y/o privado, identificando nuevas tendencias y estrategias de los operadores privados. À travers cette étude de cas, nous nous interrogerons sur deux aspects : pourquoi les autorités publiques établissentelles des partenariats avec le secteur privé ? Quelles sont les implications de ces partenariats sur la gouvernance de l'eau ? Cet article s'intéresse, d'une part, au débat conceptuel sur l'eau en tant que bien public et/ou privé, en identifiant les tendances nouvelles et les stratégies menées par les opérateurs privés. D'autre part y sont analysés le rôle de l'État et ses relations avec d'autres acteurs à travers un modèle de gouvernance, défini en termes de partenariats, et des réseaux multi-niveaux.

The paper presents the results of a study on the attractiveness to tourists and natives of the cultural qualities of coastal towns on The Pomeranian Way of St. James that are members of the Cittaslow network. Attention to the quality of urban life is inscribed in the development policies of towns applying to join the Cittaslow movement. In order to join the network (apart from the size criterion), towns need to meet a minimum of 50% plus one of the 72 criteria grouped into seven categories. One of the category is Quality of Urban Life Policy, so the towns applying to join Cittaslow commit themselves to actions aimed at improving the quality of urban life. The study on the attractiveness of cultural qualities of towns to tourists and natives was conducted using the author’s BRB method, whose added value is its universality and the possibility to study small towns regardless of their membership in the Cittaslow network. BRB is an acronym that stands for BUILDINGS, RELATIONSHIPS, BALANCE, and comprises three scopes of activities: BUILDINGS (iconic building and important sites where the inhabitants and the tourists are present); RELATIONSHIPS (the visual effects of the relations between the inhabitants and the town) and BALANCE (solutions that implement modern technologies). This method enables identification of places that are important to the inhabitants, where urban life takes place and which are often created with the involvement of the inhabitants. These are often the same spaces as those that attract tourists and perhaps stimulate them the desire to visit the town again (BRB—be right back). The aim of the BRB method is shown the attractiveness of small towns. The study has shown that the characteristic feature of Polish Cittaslow towns is their diversity: the architectural attractiveness of three towns is high both to tourists and natives. On the other hand, the urban attractiveness of the examined towns is an insufficient.

A complete understanding of the occurrence of microplastics and the methods to eliminate their sources is an urgent necessity to minimize the pollution caused by microplastics. The use of plastics in any form releases microplastics to the environment. Existing policy instruments are insufficient to address microplastics pollution and regulatory measures have focussed only on the microbeads and single-use plastics. Fees on the use of plastic products may possibly reduce their usage, but effective management of plastic products at their end-of-life is lacking. Therefore, in this study, the microplastic–failure mode and effect analysis (MP–FMEA) methodology, which is a semi-qualitative approach capable of identifying the causes and proposing solutions for the issue of microplastics pollution, has been proposed. The innovative feature of MP–FMEA is that it has a pre-defined failure mode, that is, the release of microplastics to air, water and soil (depending on the process) or the occurrence of microplastics in the final product. Moreover, a theoretical recycling plant case study was used to demonstrate the advantages and disadvantages of this method. The results revealed that MP–FMEA is an easy and heuristic technique to understand the failure-effect-causes and solutions for reduction of microplastics and can be applied by researchers working in different domains apart from those relating to microplastics. Future studies can include the evaluation of the use of MP–FMEA methodology along with quantitative methods for effective reduction in the release of microplastics.

For a transition to a circular economy to take place, behavioural change from people who are part of the transition is a key requirement. However, this change often does not occur by itself. For systemic behavioural change, policy instruments that incentivise behaviour supporting circular food systems play a key role. These instruments need to be aligned with the environment in which the behaviour takes place. In this study, we scrutinise a case study with five initiatives on the reduction of food loss and waste (FLW) contributing to a circular food system, to understand how specific, well-targeted combinations of instruments as well as other contextual and personal factors can fuel the transition to a circular economy and the reduction of FLW. All the initiatives are taking place under the umbrella of the Dutch initiative “United against food waste” (STV). We use a behavioural change perspective to assess how initiatives that support circular food systems arise and how they can be further supported. Based on the case-study analysis, we arrive at five common success traits and barriers, and five key needs for upscaling. We conclude that motivated, inspiring frontrunners are of key importance in the initial phase of a transition process. However, once a niche initiative is ready to be scaled up, the enabling environment becomes increasingly important.

In 2009, the Family Smoking Prevention and Tobacco Control Act (TCA) granted the U.S. Food and Drug Administration (FDA) regulatory authority over tobacco products, although initially this only included cigarettes, smokeless tobacco and roll-your-own tobacco. In 2016, the deeming rule extended regulatory authority to include all tobacco products, including cigars. The deeming rule prohibited the introduction of new tobacco products into the marketplace without proper marketing authorisation and laid out pathways for tobacco companies to follow. The deeming rule should have frozen the cigar marketplace in 2016. In this paper, we describe how the cigarillo marketplace, nevertheless, continues to diversify with new brands, flavors, styles and packaging sizes entering the market regularly. As an example, we highlight recent promotional efforts by Swedish Match North America (Swedish Match) for their popular cigarillo brands, including White Owl, Night Owl and Garcia y Vega’s Game brand. We argue that ambiguities in the TCA make it unclear whether Swedish Match’s seemingly new cigarillos fit the definition of new tobacco products and, if so, whether they are on the market legally. Swedish Match and other cigarillo companies may be taking advantage of these ambiguities to promote a variety of cigarillo flavors and styles in innovative ways. Given that cigars are combustible tobacco products that pose many of the same risks as cigarettes, this business practice raises significant concerns regarding the protection of public health, particularly among young people.
