The public’s trust in government at the national level is always a subject that arouses interest and debate among researchers as well as politicians, even more so when it comes to the response to a pandemic. COVID-19 has highlighted the importance of trust in governments and its impact on public compliance with health and safety guidelines. Many polls have found that trust in the government’s communications about COVID-19 has not experienced the same highs among countries (Reuters Institute for the Study of Journalism, 2020). This article discusses different political leaders’ approaches to public communication and response to the crisis and how these led to different levels of public trust in China, the UK and Italy.

AbstractThis article presents findings from a qualitative study (via in-depth interviews with 121 local political leaders from 65 local authorities in the UK) that aims to understand how ethical leadership practices can restore public trust in political leaders. The study finds that being a moral person, an ethical political leader sets good examples of behaviour, sets the tone at the top and challenges those who do not behave ethically, as well as encourages, supports and rewards those who perform and conduct themselves well. As a result, the level of public trust in political leaders is likely to increase gradually.

Compliance with mandated health measures has substantial effects on public health, particularly during epidemics. We analyze how political leaders influence such compliance by exploiting President Bolsonaro’s display of skepticism towards COVID-19 during pro-government demonstrations in Brazil. We compare trends of the disease spread around the demonstrations’ date in municipalities with different levels of support for the President. After the demonstrations, the disease spread faster in pro-Bolsonaro municipalities. The results are driven not only by people’s agglomerating during the demonstrations but also by lower compliance with social distancing. Finally, we rule out that pre-existing differences in health-related behavior explain the results.

Politicians are both a help and hindrance in the provision of information to the public before, during and after disasters. For example, in Australia, the Premier of the State of Queensland, Anna Bligh, was lauded for her leadership and public communication skills during major floods that occurred late in 2010 and in early 2011 (de Bussy, Martin and Paterson 2012). Similarly, New York Mayor Rudy Giuliani was praised for his leadership following 9/11. This is in contrast to the poor performance of political leaders during Hurricane Katrina (Cole and Fellows 2008, Olson and Gawronski 2010). Political actors’ lack of credibility and their poor situational awareness contributed to the problems. The involvement of political leaders in disaster communications is also problematic from the perspective of emergency agencies. For example, politicians who move their communication position from supportive to tactical can take over the role of providing official disaster information, such as evacuation warnings, without sufficient expertise, credibility or situational knowledge. This paper builds on the expanding body of research into the politics of disasters by exploring relationships with political actors from the perspective of emergency managers. Drawing on interviews with emergency agencies in Australia, Germany, Norway and the UK, we firstly examine when and what a politician should communicate during disasters and secondly, offer six principles toward a roadmap of involving political actors in the disaster communication process when life and property is at stake.

The author of this article examines aspects of trust in government generally, and its relationship to trust in e-government. Trust in government has been seen to have positive effects across a number of factors, including economic performance, social cohesion, and the sum of welfare. A specification of different levels of trust in government is outlined. What is the relationship between trust in government and trust in e-government? While there seems to be a relationship between the use of technology and e-government and trust and comfort in its use, recent studies have questioned a simple link between use of e-government and trust in government, and trust in e-government and trust in government generally. Somewhat conflicted findings across studies, however, suggests further research is needed.

The nail salon sector is growing rapidly. Nail salon workers are predominantly Vietnamese immigrant women who are exposed to numerous harmful chemicals in nail care products. The situation is exacerbated by limited safety information, language barriers to information, and lack of government oversight. This brief discusses the health and safety issues faced by workers at the nexus of environmental and worker justice and the policy recommendations by which to address these issues from a public health and regulatory perspective. Although these policy recommendations pertain to California where the sector is largest, they also have far-reaching implications at the national level.
