Povzetek V članku je predstavljen razkorak med tem, o čemer smo se na področju Skupne varnostne in obrambne politike Evropske unije že dogovorili in kar smo načrtovali, pa tega še vedno nismo dosegli. Osredotočamo se na njeno strateško avtonomijo in kredibilnost evropskih vojaških sil. Postopek nastajanja Strateškega kompasa je priložnost za ponoven premislek o evropski varnostni prihodnosti in poenotenju stališč držav članic ter za več realizma pri zmanjševanju razkoraka med retoriko in dejanji. Za njeno večjo strateško avtonomijo in kredibilnost vojaških sil predlagamo izboljšave na osmih področjih. Abstract This article presents the gap between what has already been agreed and planned in the field of the European Union's Common Security and Defence Policy in the past, and what we have actually achieved. We focus on the EU’s strategic autonomy and the credibility of European military forces. The process of creating the Strategic Compass is an opportunity to rethink Europe's security future, to unify the positions of the Member States, and to increase realism in bridging the gap between rhetoric and action. For greater strategic autonomy and the credibility of the military, we propose improvements in eight actions. Povzetek Dvaindvajset let po srečanju na vrhu v Kölnu, ki velja za zgodovinsko za SVOP, danes še vedno ne moremo govoriti o popolnoma funkcionalni in operativni SVOP. Prispevek analizira PESCO, CARD, CDP in EDF ter nekatere najpomembnejše težave evropskega obrambnega prizorišča, ki mu primanjkuje skladnosti in ostaja razdrobljeno v številnih vidikih. Države članice še vedno namenjajo veliko več finančnih sredstev za druge varnostne okvire, ki niso del EU, kot je na primer Nato. Prav tako države članice ohranjajo nacionalni fokus na področju obrambnega načrtovanja in v resnici zelo slabo izpolnjujejo dane obljube. Vprašanje je, kaj in koliko v trenutni evropski arhitekturi majhna država članica sploh lahko doseže. Prispevek osvetli vlogo majhnih držav skozi institucijo predsedovanja Evropskemu svetu. Abstract Twenty-two years after the EC meeting in Cologne where the CSDP came to life, we still cannot talk about a fully functional and operational CSDP. This article reflects on PESCO, CARD, the CDP and the EDF, and on some of the main issues in the European defence landscape today, which continues to be fragmented and lacks coherence in several aspects. Member States are still investing more in non-EU frameworks such as NATO, and still retain a national focus in their defence planning, showing very little discipline in meeting the commitments that they have undertaken. The question arises of what a small state can achieve in the current European architecture, if anything. The role of the small state is reflected through the Presidency of the European Council. Common Security and Defence Policy (CSDP) operations, while still novel, are rapidly becoming a vital means through which Europe projects physical power and influence beyond its borders. This chapter analyses the EU’s multilateral, intergovernmental military operations, examining where and how the EU has pursued its emerging strategic interests around the globe. It first surveys the history and politics of the thirteen CSDP mweilitary operations launched since 2003. It then dissects the nature and diversity of military missions. While the EU has deployed, on average, some 3,000 military troops around the world each day, operations have varied widely in their mandate, the number of troops involved, the number of participating member states, and the symmetry with which states support and staff these missions. The analysis underscores that CSDP operations will remain an integral part of European politics and Europe’s search for its role and place in twenty-first-century world politics.

The article examines the state of the Bundeswehr reform in the context of the European Security and Defence Policy. The emphasis is laid on the process of major decisions preparation, problems to be solved in the course of the reform, the state of the Bundeswehr, the role of a subjective facilitation, and on the approaches of three German Ministers of Defence. According to the article, the Bundeswehr is being transformed into an offensive army. It will be active outside Germany, and is gradually changing its essence as a parliamentary army. The reform was prepared gradually and imperceptibly to the public. In 2010, the Weise-Commission presented the reform proposals. The new Defence Minister De Maizière left these proposals unchanged. His merit was a good management of the reform. The scandal with the Euro Hawk forced him to resign. As the next Minister Von der Leyen was new to the Ministry of Defence, the reform of the Bundeswehr stopped. Germany will have to realize a dual strategy: а) to strengthen the military cooperation in the EU and NАТО; b) to maintain the own strength before the emergence of the EU security and defence structures and mechanisms.

Povzetek Slovenska vojska pomaga Policiji pri varovanju zunanje schengenske meje od evropske migrantske krize leta 2015. Čeprav krize ni več, število ilegalnih migracij leta 2020 ne pojenja. Slovenska vojska še intenzivneje podpira Policijo pri preprečevanju ilegalnih prehodov meje tudi na notranji evropski meji z Italijo. Vojska pomaga pri preprečevanju ilegalnih migracij tudi v drugih državah članicah EU. V prispevku poskušamo ugotoviti, katero vlogo imajo oborožene sile pri preprečevanju ilegalnih migracij, ali je njihova uporaba na mejah pri preprečevanju ilegalnih migracij pravi odgovor na nacionalni in evropski ravni ter kako to vpliva na opravljanje njenih temeljnih nalog. Ključne besede EU, ilegalne migracije, oborožene sile, Slovenska vojska, Policija. Abstract The Slovenian Armed Forces have been assisting the police in protecting the Schengen external border since the European migrant crisis of 2015. Despite the fact that the crisis is over, the number of illegal migrations in 2020 is not decreasing, and the Slovenian Armed Forces is supporting the police even more intensively at the internal European border with Italy. The military also helps to prevent illegal migration flow in other EU Member States. In this paper, we try to analyze the role of the armed forces in the prevention of illegal migration, and determine whether their use at the borders in the prevention of illegal migration is the right answer both at the national and the European levels, and what effects it has on the SAF's ability to do its primary job. Abstract After decades of reliance upon NATO in security matters, the EU ought to develop security assets of its own in order to protect its interests and citizens. The Common Foreign and Security Policy as an expression of EU readiness and willingness to play a more significant role in security matters on the international stage led to the creation of the European Security and Defence Policy, thus putting at the EU’s disposal civilian and military capabilities for dealing with the crisis spots around the world. The EUBG concept originated with the first member states’ pledges in November 2004 which gave added value to the EU in the security and defence area, at least on paper, while so far no EUBG has been deployed in the theatre of operations.

Povzetek V Sloveniji od sredine prejšnjega desetletja razvijamo koncept vojaške strateške rezerve, vendar se postavlja vprašanje glede njegove skladnosti s procesom transformacije sodobnih vojsk in glede izvedljivosti ter uporabnosti. Zaslediti je mogoče številne težave z vidika demografskega in širšega socialnega konteksta ter organizacijskega vidika. Zamisel o vojaški strateški rezervi ne sledi trendom količinskega in funkcionalnega preoblikovanja rezervnih sil, ki jih zasledimo v okviru širše transformacije sodobnih zahodnih vojsk. Z vidika značilnosti sodobnih konfliktov je učinkovitost zagotavljanja vojaške varnosti s konceptom vojaške strateške rezerve, ki temelji na naboru in mobilizaciji, vprašljiva. Nujna bi bila temeljita presoja ustreznosti koncepta vojaške strateške rezerve z vojaškega vidika. V nasprotnem lahko pride do večanja razlik med deklariranimi in v resnici dosegljivimi cilji. Abstract The development of the concept of Military Strategic Reserve in Slovenia can be traced back into the middle of the past decade. However, a question arises about its consistency with the transformation process in the modern armed forces as well as about its feasibility and efficiency. There are several problems from the viewpoint of demographic and broader social context as well as from the organisational viewpoint. The idea of military strategic reserve does not follow the trends of quantitative and functional restructuring of reserve forces present in the broader transformation of modern western armed forces. As far as the characteristics of contemporary conflicts are concerned, the effectiveness of providing military security with the concept of a conscription- and mobilisation-based military reserve is questionable. In order to prevent the widening of the gap between declared and attainable goals, it would be necessary to thoroughly assess the appropriateness of the military strategic reserve concept from a military point of view.
