Povzetek V Sloveniji od sredine prejšnjega desetletja razvijamo koncept vojaške strateške rezerve, vendar se postavlja vprašanje glede njegove skladnosti s procesom transformacije sodobnih vojsk in glede izvedljivosti ter uporabnosti. Zaslediti je mogoče številne težave z vidika demografskega in širšega socialnega konteksta ter organizacijskega vidika. Zamisel o vojaški strateški rezervi ne sledi trendom količinskega in funkcionalnega preoblikovanja rezervnih sil, ki jih zasledimo v okviru širše transformacije sodobnih zahodnih vojsk. Z vidika značilnosti sodobnih konfliktov je učinkovitost zagotavljanja vojaške varnosti s konceptom vojaške strateške rezerve, ki temelji na naboru in mobilizaciji, vprašljiva. Nujna bi bila temeljita presoja ustreznosti koncepta vojaške strateške rezerve z vojaškega vidika. V nasprotnem lahko pride do večanja razlik med deklariranimi in v resnici dosegljivimi cilji. Abstract The development of the concept of Military Strategic Reserve in Slovenia can be traced back into the middle of the past decade. However, a question arises about its consistency with the transformation process in the modern armed forces as well as about its feasibility and efficiency. There are several problems from the viewpoint of demographic and broader social context as well as from the organisational viewpoint. The idea of military strategic reserve does not follow the trends of quantitative and functional restructuring of reserve forces present in the broader transformation of modern western armed forces. As far as the characteristics of contemporary conflicts are concerned, the effectiveness of providing military security with the concept of a conscription- and mobilisation-based military reserve is questionable. In order to prevent the widening of the gap between declared and attainable goals, it would be necessary to thoroughly assess the appropriateness of the military strategic reserve concept from a military point of view. Young job seekers are led by different motivational factors. Their work expectations and future employment are influenced by values, personality traits, social context, profession’s reputation and many other factors. At the same time, employers want to get the best possible personnel that will demonstrate motivation and efficiency. Within a company, personnel should be offered the opportunity to meet certain expectations and needs, since only satisfied employees and their families can form a firm foundation for future corporate development and progress. A survey of young between the ages of 18 and 30 revealed what motivates them when choosing a job, whereby in the analysis we highlight their willingness to join the Slovenian Armed Forces. The analysis reveals that young people can be classified into different groups based on their expectations regarding the future work. It is important to enable young people to acquire skills that are also useful in civilian occupations. We believe that it is possible to meet the needs of those who will develop into the professional backbone of the SAF, as well as those who will leave after several years of work and pursue a career in the civilian sphere. The main theme of the paper is the Concept of Military Leadership in the Slovenian Armed Forces, which currently represents the highest substantive and guiding normative act in the field of military leadership in the Slovenian Armed Forces (hereinafter referred to as the SAF). Due to the enormous importance of this field in working with people and the aim of influencing the change of the concept, the paper analysed and compared the concepts of military leadership in other selected armed forces and looked for similarities and divergences, especially in two segments - substantive and normative. On the one hand, we have shown the substantive obsolescence and inadequate normative rank of the Concept of Military Leadership in the Slovenian Armed Forces and, on the other hand, the necessity of substantive updating with concrete proposals and arguments for the development of the Doctrine of Military Leadership in the SAF. - Spina 3 is the old district of Turin steel production, it is an area of more than 1 million square metres, which, over the past fifteen years, has gone through a transformation process that radically reversed the relationship between public and private properties, in favour of the first ones. The outcome appears to be a space where it was possible to play freely with its elements, but where, at the end, it was generated a hard space, where the tracks of the person who live there are struggling to settle. In accordance with the levels of corruption and other risks, potential areas of abuse in the areas of activity in the military sphere, with the purpose of exercising preventive influence on the personnel of the Ministry of Defense of Ukraine and the Armed Forces of Ukraine, as well as real prevention of offenses that could be committed, a survey of personnel using a polygraph in the Ministry of Defense and the Armed Forces of Ukraine. This system is a collection of individual elements, the combination of which creates a new property – the existence of constantly operating psychophysiological studies using a polygraph, conducted for certain categories of personnel for a predetermined time and agreed questions. This, in turn, will help to increase the effectiveness of using the polygraph in solving the problems of personnel security and the prevention of various kinds of offenses by the personnel of the Ministry of Defense of Ukraine and the Armed Forces of Ukraine. We consider the psychological characteristics of the personality of a Russian military servant in his speech activity. The purpose of the work is to conduct on the basis of practical analysis a theoretical analysis of the interaction of members of the military personnel, factors that influence the change in their personality, and also to identify the most striking psychological features of the linguistic persona of a Russian military servant. This issue is relevant at present, since the Armed Forces are of particular interest to the public, including scientific. From the point of view of psycholinguistics, the military society is less studied than in such areas as education, medicine, economics, sports, media, etc. The author of the study describes the essence of the military collective, its formation, structure, the characteristic of socio-psychological phenomena and processes taking place in this society is given. The main biological, psychological, and special changes in the personality of a person who integrates into the military personnel and continues the socialization in it, begun in another community, are listed. During the analysis of the psychological characteristics of the military servant, which are reflected in the formation of his linguistic persona, the author carried out a practical analysis of the qualities of a representative of the Armed Forces of the Russian Federation in order to identify nickname self-awareness and realize it in the nickname nomination. The research material was a survey based on an open, anonymous questionnaire of the Russian military servants. The results of theoretical and practical analysis can be used in the educational process in both civilian and military universities at seminars and special courses of psychology, psycholinguistics and speech culture.

In South America in the 1960s and 1970s the contradictions of economic, social and political structures were deepening. In order to surmount the structural crisis the different political forces, tendencies and governments elaborated various strategies. These attempts aiming at reorganizing the society led to undermining the hegemony of ruling governing block and radical transformation of state apparatus. Progressive and regressi-ve forms of military dictatorship and excepcional states of the new militarism appeared on the continent because of the Brazilian military takeover of April, 1964. Formally these state systems were set up by the institutional takeover of the armed forces. The military governments strove for the total reorganization and modernization of the societies in their all - economic, political and ideological - territories. The study aims at analizing the diffe-rent models of modernization during the past sixty years.

Keywords: defense capability, intellectual property, regulatory support The conceptual issues of the legislation of Ukraine,which determine the state policy in the field of national security and defence, regardingthe settlement of issues related to ensuring the state defence capabilities are considered.The scientific publications on actual questions in this sphere concerningproblems and prospects of increase of defence capability of Ukraine are analysed.The role of intellectual property in all components of Ukraine's defence system hasbeen studied, and it has been noted that unresolved problems in the field of intellectualproperty management pose an increasing threat to Ukraine's national security.The importance of ensuring the protection of intellectual property in the process ofimplementing measures to improve the defence capabilities of the state and the needto improve legislation in this area is defined. Recommendations for improving the regulatory framework for national securityand defence in order to address the problematic issues of intellectual property in thisarea are submitted.State defence capability is the ability of state to defend itself in the event of armedaggression or armed conflict. It consists of material and immaterial elements and is aset of military, economic, social and moral and political potential in the field of defenceand appropriate conditions for its implementation.Resolving the issues of reforming not only the Armed Forces of Ukraine, but firstthe entire state, modernization and rearmament of the Ukrainian army has become avital necessity. Only the solution of this issue will allow to raise the defence capabilityof our state to the proper level for the preservation of independent Ukraine.Ensuring the military security of Ukraine largely depends on equipping the ArmedForces of Ukraine with modern types and models of weapons and military equipment,developed on the basis of intellectual property rights.It is the military-technical sphere where the objects of intellectual property rightsbelonging to the sphere of national security and defence are created, and the state isobliged to ensure their protection. This will increase the competitiveness of the domesticdefence industry and make claims impossible for anyone in the mass productionof weapons and military equipment for their own needs and for exports, which directlyaffects defence capabilities.And this requires proper protection of intellectual property rights both in theprocess of own production of weapons and military equipment, as well as in militarytechnicalcooperation.

Last year (2020), the Ministry of Defence of the Republic of Slovenia published a monograph by Brigadier General Branimir Furlan, Ph.D., titled Nacionalna (varnostna) strategija (National (security) strategy). It was published in the period following the adoption of the Resolution on the National Security Strategy of the Republic of Slovenia (ReSNV-2) in 2019, and at the time when the process of military strategic consideration and the drafting of a Military Strategy proposal in the Slovenian Armed Forces began. The authors of the latter used the monograph as help and support. The monograph will certainly also be a useful tool for the drafters of the next Defence Strategy and strategic planning documents. For those who use and study the ReSNV-2, this monograph serves as a scientifically based tool facilitating the understanding of the processes behind the drafting and the contents of the resolution as well as its positioning in theory and practice. In addition to the book Marsova dediščina (Mars’s Heritage) by Anton Žabkar, PhD, this monograph is the second Slovene work related to national security strategy, which can help us study the strategic environment, improve strategic thought and theory, and design and implement strategies. Brigadier General Furlan begins by presenting the development and roles of strategies in general, and then focuses on the field of national security. This is also important from the point of view of the contemporary application of strategies, when they are, at least in a popular sense, not applied only to large domains and systems, but also at the "individual" level. In the military and defence domains, this is also essential due to the level of military operation. Consequently, Brigadier General Furlan describes the relations between the strategic, operational, and tactical levels of operation. He guides us through the development of these relations, explaining the current situation where different levels are more interconnected and interinfluencing. This is especially important for countries of the size of Slovenia, where most strategic solutions are implemented at a lower tactical level. Additionally, Brigadier General Furlan explains the difference between operational art and operation(s), and provides Slovene equivalents of English terms. As a result, in addition to the substantive gaps, the monograph also fills the terminological gaps. Throughout the monograph, the author devotes effort to using Slovene terminology and substantiates the important concepts and terminology for the development of the scientific field of strategy theory. By doing this, he encourages the use of Slovene strategy-related terminology in practice both in the military and throughout the national security system. The central part of the monograph presents and explains the elements for the formulation of a national strategy, and describes various strategies and strategic methods, the ways to operate and achieve goals. In the case of the latter, deterrence is particularly important and emphasized. Moreover, it has not been sufficiently emphasized in Slovenian theory and practice, despite the fact that any deterrence is better than war. Escalation and nuclear strategy are also discussed in detail. Both are interesting for Slovenia from the point of view of its EU and NATO memberships and from the point of view of its use of non-owned mechanisms. The monograph also presents some specific but essential strategic factors, technology, geopolitics as well as the international order and transnational strategies that should be taken into account when devising a national security strategy. Special emphasis is placed on strategic communications, which is a concept under development, but will certainly become very important in the future. Brigadier General Furlan successfully connects theory, practice and Slovenian reality. By doing so, he indicates the possibilities of putting the strategy into practice, thus facilitating research of foreign works for attentive researchers and users of the monograph. By comparing foreign systems and analysing different authors, he provides many examples and arguments for the necessary professional and critical strategic thinking, and proves (what he has written in the closing) that the strategic process is about "finding the best approximation of the strategy that will most successfully enable us to achieve the desired end state with the available resources ”. The monograph explains the operational strategy and the development strategy. Both elements make up a comprehensive strategy. The national strategy is always a compromise between several factors, therefore the conclusion of the Brigadier General Furlan, stated in the closing, is very important: "It is essential (according to Betts) that compromises are not made regarding the resources necessary to achieve goals, but regarding the goals." By providing scientific substantiation, examples, and the connection between theory and reality, Brigadier General Furlan showed a direction, also to military officers, towards strengthening the strategic thought, work at the strategic level, as well as towards the devising and implementation of strategies. Strategy is generally a way of creating, and for small countries or armies, finding a favourable strategic situation. This search is one of the basic missions of high-ranking officers and generals at the strategic level, and this monograph can be of great help in this respect. Now retired Brigadier General of the Slovenian Armed Forces Branimir Furlan was one of the most prolific writers in the military. Among other things, he was the key author of the Military Doctrine adopted by the Government of the Republic of Slovenia in 2006. We thus very much look forward to his next book, which will focus on military strategy.

V prispevku je predstavljen pojav epidemije covida-19 v Republiki Sloveniji, s poudarkom na delovanju Slovenske vojske. Opisujemo odziv Slovenske vojske na epidemijo in postopke ter procese, ki jih je izvajala na svojih nalogah tako doma kot v mednarodnih operacijah in na misijah v tujini, ter omogočila dodatno podporo državi in državljanom pri spoprijemanju z novim virusom. Poudarek je na postopkih in procesih, vodenih v Vojaški zdravstveni enoti, za spremljanje epidemioloških razmer. Delovanje Slovenske vojske, ki se navezuje na delovanje njihovih zdravstvenih enot med epidemijo covid-19, primerjamo z nekaterimi drugimi oboroženimi silami. Abstract The article presents the phenomenon of the COVID-19 epidemic in the Republic of Slovenia with focus on the activities of the Slovenian Armed Forces. It describes the response of the Slovenian Armed Forces to the epidemic, and the procedures and processes applied as part of its missions at home and in international operations and missions abroad. These activities provided additional support to the state and its citizens in dealing with the new virus. The emphasis is put on the procedures and processes of the Military Medical Unit aimed at monitoring the epidemiological situation. Additionally, the epidemic-related activities of the Slovenian Armed Forces and its medical units are compared to the activities of several other armed forces.
