Towards an Emerging Distinction between State and People: Return Migration Programs, Diaspora Management and Agentic Migrants

While Jewish immigration to the State of Israel is a key component of Zionist ideology, emigration has been discouraged and vilified. Yet, Israeli Jewish citizens have been leaving throughout. This paper chronicles the approaches of the State of Israel towards its citizen diaspora, which shifted from rejection to the realisation of Israelis abroad as a fait accompli, and a resource for the state. At the same time, it depicts the self-organisation of Israeli citizens abroad, and their on-going ties to the State of Israel, even if they are highly critical of it. To elaborate on this dialectic, the paper zooms in on Israeli citizens in Germany. In consequence, I argue that the secularised notion of the ‘love for the Jewish people’ (ahavat yisrael) can be extended to ahava be’ad ha’medinat yisrael (love for the State of Israel) in the present to conceptualise the on-going relationship of Israeli citizens abroad to Israel, and its implementation by the state.

Judith Butler: “Who Owns Kafka?”The legal battle between the state of Israel and the German literary archive over the question of who owns Kafka’s work has prompted Israeli lawyers to argue that Kafka is an asset of the Jewish people and hence, of Israel. At stake is Kafka’s own complex cultural formation as a Prague Jew writing in German who alternately praised and disavowed Zionism. Equally troubling is the assumption that Israel represents the Jewish people and that Kafka might be conceived as an asset. Judith Butler proposes a reading of Kafka’s parables that quarrels with both sides of the legal case, seeking recourse to stories and fiction as a way of illuminating the limits of law and the diasporic (and messianic) alternative to Jewish nationalism.

This chapter probes the relationship of divine action to historical processes by looking at the creation of the modern state of Israel and its relationship to the Jewish people. The establishment of Israel has been described by many writers as a miracle of God. It argues particularistic claims like these should be taken seriously. It also suggests that these kinds of public claims about divine action are not going away, and we ought to reckon with them; if we do not, it is to our detriment for public understanding. It suggests the crucial link between history and theology is the nature of causation—it draws on Ernst Troeltsch’s work to bring out this point.

The Article argues for a new assessment of the significance of Israel's Law of Return—that the Law of Return reflects not the sovereign prerogative of a state to control immigration, but the right of every Jew to settle in the Land of Israel. This understanding of the Law of Return explains why Section 4 proclaims that as far as the Law is concerned, the status of Jews born within the State of Israel is the same as those arriving to Israel from abroad. Resolving the anomaly of Section 4 dispels several misinterpretations of the Law of Return and the critiques of the Law which grow out of these misinterpretations. The Article also surveys and answers several liberal objections to Israel's policy of granting preference in immigration and naturalization based on ethno-national identity and presents an argument, for giving priority to Jewish immigration and naturalization based on the extra benefits (religious, political, and communal) that Jews receive from such immigration and naturalization. Finally, it is submitted that the State of Israel has an obligation of justice to admit Jews into the state as full citizens upon their demand, since this was a reasonable expectation of those in past generations who had contributed to the existence and maintenance of the state.

Anti-Semitism is a form of racism which sees Jews as a dangerous and despicable group in society. It has solid philosophical sources in the work of German Idealism which emphasized the distinctiveness of Judaism and how it has been superseded by Christianity. Both Kant and Hegel made a sharp distinction between Judaism and what they regarded as more rational religions, and they questioned the capability of the Jewish people for playing an integral role in the state. Sartre used the notion of anti-Semitism to show how a sense of self-identity is created by the attitudes of others towards the individual and the group. That is, what makes Jews Jews is the fact that there is anti-Semitism, and there is nothing that Jews can do about anti-Semitism. Anti-Semitism is a problem for the anti-Semites themselves; anti-Semitism, by Sartre’s account, is in fact an attempted solution to the difficulties of taking free and authentic decisions. Anti-Semitism has played an important role in Jews’ self-definition, in attitudes to the State of Israel and to the religion of Judaism itself.

The novel “Pobeg Kumaniki” (“Bramble Sprout”) by Lena Eltang fits in with traditions of modernism, where the images of the androgyny are related to the problem of finding and obtaining “intelligible integrity.” The paper analyzes the methods of embodying androgynous motives (auto-associative intertextuality, temporal and gender variability of perception of re-ality, Moras’ representation of himself as a woman, the homosexual intention of the hero, the relationship of duality with different-sex characters, etc.). The novel reveals the androgyny semantics in the context of the split Self and the search for the fundamental basis that would unite the parts into a whole. Androgynous motives correlate with the themes of creativity and love. It is due to the desire to compensate for the brother’s dislike and parting with him that Moras creates the text. The absence of love is one of the novel’s central manifestations of the splinter motif (disintegration, separation) that is antonymous to androgyny. The storylines of the two characters (Forge and Moras) test different ways of achieving integrity. Two vectors of movement towards wholeness are revealed: one towards complexity, multidimensionality (combining the diversity of the world and the Self in consciousness and text) and one towards simplification (the disappearance of fragmentation in the state of the embryo, representing pure potency). However, all the methods only manifest the limitations of human capabilities. Androgyny is still an ideal not to be realized during earthly existence. Therefore, the Central character disappears in the finale.
