The recent transformations in scientific communication are reviewed. These changes are owing to information and communication technologies increasingly used by scientific community. The main trends in the “Big Science” scientific communication are specified. The developing system of book and periodical publishing, scientific events, scientific schools and invisible colleges is discussed. The institution of peer reviewing is described. Presentation of library and information scientific publications in international science citation databases is characterized. Main features of scientific schools and invisible colleges within library and information science under the circumstances of wide use of information and communication technologies are defined. The conclusions are made on the status of scientific communications and communications between researchers and practitioners. The modern digital communication channels enable to enhance the interaction and to apply research findings to the library and information sphere which, in its turn, will support greater transparency and visibility of scientific activities and research and their intensive use by professional community.

SummaryBackground: Based on today‘s information and communication technologies the open access paradigm has become an important approach for adequately communicating new scientific knowledge.Objectives: Summarizing the present situa -tion for journal transformation. Presenting criteria for adequate transformation as well as a specific approach for it. Describing our exemplary implementation of such a journal transformation.Methods: Studying the respective literature as well as discussing this topic in various discussion groups and meetings (primarily of editors and publishers, but also of authors and readers), with long term experience as editors and /or publishers of scientific publications as prerequisite.Results: There is a clear will, particularly of political and funding organizations, towards open access publishing. In spite of this, there is still a large amount of scientific knowl edge, being communicated through subscription-based journals. For successfully transforming such journals into open access, sixteen criteria for a goal-oriented, stepwise, sustainable, and fair transformation are suggested. The Tandem Model as transformation approach is introduced. Our exemplary implementation is done in the Trans-O-MIM project. It is exploring strategies, models and evaluation metrics for journal transforma tion. As instance the journal Methods of Information in Medicine will apply the Tandem Model from 2017 onwards.Conclusions: Within Trans-O-MIM we will reach at least nine of the sixteen criteria for adequate transformation. It was positive to implement Trans-O-MIM as international research project. After first steps for transforming Methods have successfully been made, challenges will remain, among others, in identifying appropriate incentives for open access publishing in order to support its transformation.

Content analysis of 28 library and information science journals of the leading European countries has been conducted in the context of the current research. The thematic focus of these journals has been the priority of the research. Several thematic groups of library and information science journals have been identified. They include the journals that cover the following topics related to: 1) digital information; 2) development of information and communication technologies and their application in library practice; 3) library and information with the key topic of library and information management; 4) various types of communication. The conclusion has been made that scholarly interdisciplinary communication is expanding in the context of information society development. The analysis provides means for taking into account the trends in the leading European countries that help to evaluate and compare the performance of Ukrainian libraries and increase the level of professional knowledge and communication of library and information science professionals.

A pesquisa propõe e objetiva um ambiente informacional digital inclusivo, visando apontar os elementos de acessibilidade que permitam a promoção da inclusão informacional digital, de forma a destacar os referenciais da Arquitetura da Informação Digital, de recomendações internacionais, com o olhar da Ciência da Informação e das novas tecnologias de informação e comunicação (TIC).Palavras-chave inclusão digital; web; acessibilidade; ciência da informação; arquitetura da informação.Abstract The current nature of the web, which highlights the collaborative participation of users in various digital informational environments, leads to the development of guidelines that focus on the digital inclusive information architecture for different audiences in diverse informational environments. La deserción estudiantil es un problema que los programas de educación superior deben atender con prioridad, dado que provocan inconvenientes a la hora de la acreditación universitaria, son fuente de frustración para los estudiantes y constituyen una pérdida de recursos económicos. El objetivo de este estudio fue determinar si el uso de tecnologías de la informática y comunicación, en su sentido más amplio, permite disminuir la deserción estudiantil en la maestría de Manejo de Recursos Naturales de la Universidad Estatal a Distancia UNED (Costa Rica) y aumenta su calidad y vinculación con las necesidades de la sociedad. Realizamos un análisis comparativo de indicadores de dicha maestría antes del establecimiento de dos medidas y después de ellas. Las medidas de la informática y la comunicación que se aplicaron son: 1) creación de un laboratorio de investigación y 2) generación de bases de datos de seguimiento del avance de los proyectos de investigación de estudiantes. Los periodos analizados van del 2002 hasta finales del 2007 y los acumulados del 2002 hasta finales del 2011. Los indicadores analizados se relacionan con la actividad académica de estudiantes y docentes, y con la proyección hacia la sociedad (medida por las tesis y publicaciones científicas producidas durante esos periodos). Se encontró que en el primer periodo el 61% de los egresados estabaninactivos; mientras que el segundo la inactividad descendió a 17%. La investigación realizada por los profesores pasó de cero a 36%. La proyección a la sociedad pasó de solo tres a 18 tesis, y de cero a 44 publicaciones divulgativas y 18 artículos científicos. Se concluye que las dos medidas de uso de tecnología de la informática y comunicación si apoyan los procesos de enseñanza, ya que disminuye la deserción de egresados y favorece la vinculación del programa con la sociedad.ABSTRACTComputer and communication technologies (ICT) help to reduce attrition in distance graduate education programs. Higher education dropout is a priority problem for university accreditation. It is also a frustration source for students and economic waste. The objective of this study was to determine whether the use of Information and Communication Technologies, in its broadest sense, can: reduce student dropout in the Master Program of Natural Resources Management at the Open University of Costa Rica, UNED, and increases its quality and linkage with society. We performed a comparative analysis of indicators before and after establishing two Information and Communication Technologies’ Innovations: 1) creation of a research laboratory and 2)generation student research project progress monitoring databases. Analyzed periods are: a) 2002 to late 2007 and b) 2002 to late 2011. Analyzed indicators are related to students and professors academic activities and society impact (theses, informative and scientific publications amount). We found that in the first period 61% of graduates were inactive, while in the second period inactivity decreased to 17%. Professors conducting research changed from zero to 36%. Society impact increased from three to 18 theses, and from zero to 44 informative publications and 18 scientific papers. We conclude that the two Information and Communication Technologies’ innovations applied, do support teaching, since attrition decreased and bonding with society increased.

The chapter “The Evolution of Virtual Currencies: Analyzing the Case of Bitcoin” by Manrique and Manrique was recently published in the book Information and Communication Technologies in Public Administration. It was written at the height of the bitcoin controversy when its value skyrocketed and waned. More than a year has passed since research on that was undertaken, and it seems that the issues with regards to bitcoin as a virtual acceptable currency has calmed down. It is the purpose of this chapter to give an update on the status of bitcoin as a currency and to determine its stability and ability to become a real currency.

In general terms, electronic government (or digital government) refers to the selection, implementation, and use of information and communication technologies in government settings (Dawes & Pardo, 2002; Fountain, 2001; Garson, 2004; Moon, 2002). E-government research is a transdisciplinary endeavor including traditions such as public administration, public policy, management information systems, operations management, and information science. Partially because of the novelty of the concept, but also because of its multidisciplinary nature, the concept of e-government is still a work in progress. The purpose of this article is to review different definitions and conceptual approaches to electronic government, analyzing their conceptual amplitude and distinguishing characteristics. The article presents a comprehensive definition of electronic government based on current definitions and a well-established theoretical framework in public administration. The article ends with a brief discussion of some future trends in electronic government.

This article summarizes results related to graduates in Library and Information Science (LIS) provided in a report on higher-education employability published by the Spanish National Statistics Institute (INE) in 2019. The data show that LIS graduates have a slightly lower employment rate than other graduates. Nevertheless, they enjoy greater job stability, with a higher percentage of permanent contracts instead of placements or internships. More than one-quarter of LIS graduates work part-time, and the Public Administration continues to be the sector providing more employment opportunities for them. A certain level of overqualification is observed, with significant percentages of LIS graduates stating that they hold positions for which their degree is not necessary. Salaries are lower than those of other graduates, with data showing the same gender pay gap that affects female graduates across all disciplines. LIS graduates are satisfied with their training, and most would study the same degree again. They are little inclined to international mobility during their studies and consider themselves advanced users of information and communication technologies. Se sintetizan los resultados relativos a los graduados en Información y Documentación recogidos en la Encuesta de inserción laboral de titulados universitarios 2019 del Instituto Nacional de Estadística. Los datos indican que los graduados en Información y Documentación trabajan en una proporción ligeramente inferior al resto de titulados. Sin embargo, disfrutan de una mayor estabilidad laboral, con un porcentaje superior de contratos permanentes en detrimento de los contratos en prácticas y becas. Más de la cuarta parte de los graduados trabaja a tiempo parcial y la Administración Pública continúa siendo el ámbito que proporciona mayores oportunidades de ocupación. Se observa un cierto grado de sobrecualificación, con porcentajes significativos de graduados que afirman estar ocupando puestos de trabajo para los que no es necesaria la titulación. Las retribuciones son inferiores a las de otros graduados, al tiempo que se constata la misma brecha salarial de género que castiga a las tituladas de todas las disciplinas. Los graduados en Información y Documentación se declaran satisfechos con la titulación cursada y mayoritariamente repetirían los estudios, se muestran poco proclives a la movilidad internacional durante sus estudios y se consideran usuarios avanzados de las tecnologías de la información y la comunicación.

This paper aims to discuss some of the specifics regardingthe use of Information and Communication Technologies (ICT) in school life, especially in pedagogical practices and exercise management, emphasizethe need for training of school managers for the effective use of these resources, contextualised, meaningful and critically. The methodological procedure that guided the development of this study was based on the realization of a systematic literature review in Scielo databases. The choice for this type of research was due to enable the researcher to have contact with the knowledge already produced in the "Technologies and School Management" as well as the possibility of understanding and identifying the main ideas that guide the theme in question here . It conducted a survey of scientific publications, producedin Brazil in the last 10 years between 2004 to 2014, discussing the use of information and communication technologies in school, especially articulated to the school management. The descriptors used were: "Technologies in School" and "School Management". The main results obtained from this study, which does not exhaust the wealth the theme, highlights the importance of developing training processes that promote service to school managers and their teams moments of reflections in pairs and the perceived need of building a collaborative and digital culture in schools.

The purpose of this work is to assess the societal value of a Service-Learning (SL) project carried out during the Covid-19 pandemic by the Faculty of Information Science of the *⁣** University of *⁣** in collaboration with two Senior Centers of the City of *⁣**. The aim of the project was to support elderly’s integration in the online activities carried out during the Covid-19 pandemic and to train them in the use of Information and Communication Technologies (ICT). The analysis of societal value is based on a case study and a varied range of data whose purpose is to provide multiple insights into the experience, emphasizing communicative processes. The results corroborate the educational value of experiential learning for students, although the impact on the community appears limited by the role of consumers of a service that participating elderly ended up playing. The evaluation of the project by the faculty leading the activities was corroborated by the institutional partner and provides evidence of the capacity for societal transformation of higher education institutions.
