The purpose of this review was an objective evaluation of the textbook "Philosophy of Law" by the Professor Zhukov Vyacheslav Nikolayevich. For the achievement of this purpose there are the following objectives: 1) to show the advantages of the presented work; 2) to draw the author 's attention to the shortcomings, they are concerning: A) inconsistency in the determining of the status of the philosophy of law; B) position of the dominance of the legal psychology over the legal ideology within the legal consciousness; C) often unwarranted identification of such concepts as legality and legitimacy; D) other provisions of work. The result. The author of this article concluded that, despite the shortcomings which may be controversial and debatable, the work of the Professor Zhukov Vyacheslav Nikolayevich deserves attention of students, teachers and scientists, who takes an interest in studying of the difficult problems on the philosophy of law.

During the construction of a democratic legal state in the Russian Federation, the chosen topic is particularly relevant which is viewed through the prism of the problem of modern legal education and education of students (future specialists) of higher educational institutions in the context of modernization of the educational system, as well as the need for a deeper analytical study of trends in this area. The original meaning of the concept of “legal culture” is that it is a social phenomenon that defines the traditional legal status and human society, also demonstrate the increased efficiency of the legal activities, legal acts and level of legal consciousness of the individual.

The article analyzes the legal problems of the integration of science and education, offers an assessment of various organizational forms of integration of science and higher education over the past 30 years. The main provisions, stages of implementation and the results of the implementation of various scientific and educational state programs are studied, statistical data are provided that emphasize the increase in the volume of scientific activities carried out in educational organizations (higher educational institutions). The authors investigate the status of educational organizations as subjects of scientific law, emphasize the imperfection of Russian educational legislation regarding the differentiation of educational institutions of higher education and scientific organizations. The article focuses on the study of the positive and negative consequences of the introduction of a new category of higher educational institutions – flagship universities. After analyzing the problems of legal regulation of flagship universities, the authors come to the conclusion that the logical conclusion of the reform of flagship universities can be the establishment of the status of flagship universities in the legislation on education and a clear separation of flagship and federal universities.

The article discusses some of the features of teaching translation in regional higher educational institutions. The factors influencing the organization of the learning process are considered, and the possibilities of using modern approaches in the preparation of professional translators are analyzed. Today, life itself dictates the need to create a new system of personal and professional development of modern specialists in the field of intercultural communication. The following factors can be identified as the main ones affecting the efficiency and success of the educational process: geographical, social and economic and educational. Geographic refers to the growing number of universities that train translators not in the capital but in regional higher educational institutions. Higher educational institutions, which yesterday were technical, economic and even agricultural have recently received the status of universities and today are actively engaged in the training of future translators. Under the socio-economic component, the problem of the material and technical base of the university and the provision of such faculties and departments with qualified specialists is considered. Educational factor means the level of foreign language proficiency and it should be mentioned that it is not enough profound for translation activity. The training of translators is based on the position that training in translation and interpretation should be carried out by different methods. It is necessary to provide practice in this activity to each student Practice shows that significant difficulties in teaching translation arise due to a lack of understanding of the textual nature of the translation process, due to the inability to isolate nationally specific features, and also due to insufficient knowledge of the algorithm of translation actions. Therefore, from the very beginning, the training of future translators should be aimed at the formation of professional translation competence. The inclusion of the educational process in real life, allows the teacher to demonstrate clearly what the knowledge and training in the classroom turned out to be successful and useful, and what needs correction and improvement for successful work.

In 2014, as a result of the military conflict in the East of Ukraine and the annexation of the Republic of Crimea, a new phenomenon has emerged in the country’s educational space – the movement of higher educational institutions from the occupied territories to areas controlled by the Ukrainian authorities. This process was accompanied by a number of psychological, social, economic, intellectual, property and legal problems. The greatest negative influence of the listed reasons is experienced by the scientific and pedagogical workers of the displaced higher educational institutions. The purpose of the article is to study the number of losses incurred by displaced institutions of higher education and the contribution that scientific and pedagogical workers with the status of internally displaced persons add to the scientific and educational potential of Ukraine due to the temporary occupation of a part of the territory of Donetsk and Luhansk regions, the annexation of the Republic of Crimea. The main research methods were questionnaires, systematization and generalization of information. The article concretizes the problems of displaced higher educational institutions of Ukraine due to the temporary occupation of a part of the territory of Donetsk and Luhansk regions, the annexation of the Republic of Crimea: loss of teaching staff; lack of basic funds and documentation for previous years of work; difficulties of various kinds in the organization of the educational process; declining living standards and quality of life of scientific and pedagogical workers. An expert assessment of the possible loss of the scientific and educational potential of the displaced higher educational institutions due to the military conflict was carried out by questioning the scientific and pedagogical workers who quit after the moment of evacuation. The contribution of internally displaced scientific and pedagogical workers to the results of the activities of the higher education institutions in which they work is evaluated. This assessment was carried out based on the results of a questionnaire survey of scientific and pedagogical workers with the status of internally displaced persons.

Introduction: from the perspective of a synergetic approach, the article attempts to reflect the conditions for the formation of the legal culture of young people, as a state of legal awareness, legality, perfection of legislation and legal practice, expressing the status of law as a certain social value realized in the process of modern education in a pedagogical university, which allows us to implement a system of legal attitudes that reflect the attitude of Russian citizens to the current law, to legal practice, to human rights, freedoms and duties. Materials and methods: the use of the method of humanitarian expertise determines the direction of human activity in modern society, clearly identifies the main discourses of the assignment of the subject of education to the norms of legal culture; legal ideology; types of legal consciousness according to the degree of their generality and content. Results of the study: as a result of the rapid examination, which includes the generalization and systematization of reflexive knowledge about the state of legal culture of Russian students, their ideas about the rule of law and legality, lawful and illegal behavior, updated law enforcement acts, conclusions are drawn about the unfolding of certain aspects of public and individual consciousness, the object of which is legislation as a whole, from the standpoint of intentionality, performativity, media; on the identification of risks in the organization of training of modern pedagogical personnel-the main translators of law, freedom and duties of the individual; on the actualization of the norms of legal psychology that express the attitude of various social groups to the law, to the system of legal institutions operating in society; on the formation of a different legal ideology from the existing legal phenomena of public life; on the generation of samples of purposeful activities of state bodies and the public to form a legal culture among citizens.

Introduction. The important factors affecting health and performance of young people are the conditions of education, in particular, a comfortable microclimate in the classrooms of higher educational institutions. Materials and methods. In view of the urgency of this problem, an analysis was made of the microclimate parameters of educational organizations of different profiles (Ufa city, the Republic of Bashkortostan). 294 classrooms were studied in 22 buildings of 4 leading universities in Ufa. A total of 3,822 measurements were taken to determine the parameters of the microclimate. The analysis of ionizing radiation in the aerial environment of classrooms. There was performed determination of radon and its affiliated products content. In order to assess the conditions and lifestyle of students of 4 higher educational institutions of the city of Ufa, we conducted an anonymous survey of 1,820 students of I and IV years of education. Results. The average temperature in the classrooms of all universities studied was 23.9±0.09 C. The average relative humidity in all classrooms was 34.2 ± 0.42%. Analysis of ionizing radiation (radon and its daughter products decay) in the aerial environment of the classrooms and sports halls located in the basement determined that the average annual equivalent equilibrium volumetric activity of the radon daughter products (EROA ± Δ222Rn) ranged from 28 ± 14 to 69 ± 34.5 meter, which meets the requirements established by SanPiN. Conclusion. The hygienic assessment of the microclimate parameters of educational institutions of various profile revealed a number of deviations from the regulated norms. The results indicate the need to control the parameters of the microclimate, both from the administration of universities, and from the professors. According to the results of the study, recommendations were prepared for the management of higher educational institutions in Ufa.
