The article analyzes the legal problems of the integration of science and education, offers an assessment of various organizational forms of integration of science and higher education over the past 30 years. The main provisions, stages of implementation and the results of the implementation of various scientific and educational state programs are studied, statistical data are provided that emphasize the increase in the volume of scientific activities carried out in educational organizations (higher educational institutions). The authors investigate the status of educational organizations as subjects of scientific law, emphasize the imperfection of Russian educational legislation regarding the differentiation of educational institutions of higher education and scientific organizations. The article focuses on the study of the positive and negative consequences of the introduction of a new category of higher educational institutions – flagship universities. After analyzing the problems of legal regulation of flagship universities, the authors come to the conclusion that the logical conclusion of the reform of flagship universities can be the establishment of the status of flagship universities in the legislation on education and a clear separation of flagship and federal universities.

The article generalizes the existing approaches to the definition of the term “financial control”. A detailed analysis of the Law of Ukraine “On Education”, the Regulation “On State Audit Office” and the Concept of Development of State Internal Financial Control are carried out. The state and prospects of internal and external financial control in higher educational institutions are investigated. It is substantiated that the legal department, in the state of which the specialist with special knowledge in the field of budget institution activity is desirable, is responsible for the legality and legal validity of the decisions taken. The specified person has the authority and responsibility for receiving and using funds from the budgets with the maximum achievement. In the framework of internal financial control, it is expedient to build an information and communication system for monitoring and processing of common methodological and organizational control principles through the development of the Regulations on the implementation of internal control, job descriptions of employees and the Guidelines for the implementation of internal control. It is noted that financial control, as a separate field of research has always been in demand and caused considerable interest. Given the cross-cutting nature of financial control, it is logical that it is unique and unique in various areas of implementation. Uniform unified financial control knowledge can not be applied — each industry has its own nuances. It is determined that financial control occupies the leading place in the activity of the University and, subject to its high quality, results will surpass all expectations. The existence of a legislative framework regulating the procedure for the implementation of financial control, the rights and powers of controlling bodies is not a guarantee of success. First of all, it is necessary that the specified laws be fulfilled and the controlling entities deliberately comply with the requirements of the legislation not because of the fear of negative consequences, but because of the desire for effective, economical use of funds in order to achieve the best result.

The article deals with burning issues of legal regulation and methodological provision for the academic subjects “Life Safety” and “Civil Protection” at Higher Educational Institutions at present time. It is suggested that the safety education standards have to build the basis for legislation of safety education. These standards are to be developed and put into operation under the Articles 39 and 41 of Civil Protection Code of Ukraine, Clauses 20 and 23 of Order of the Cabinet of Ministers “About approval of the procedure for training the population to act in emergencies”, Ukrainian Act “On Higher Education”. According to these legal acts, the main tasks have been defined which are stated in the “Regulation on functional subsystem of preschool children, pupils and students training to respond to emergencies (on life safety issues) of the National Integrated System of Civil Protection”, and safety education standards in relation to academic subjects “Life Safety” and “Civil Protection” were developed. October, 20, 2010, the Ministry of Health and the Ministry of Emergency together with the State Service of Mountain Supervision and Industrial Safety of Ukraine represented the corporate Legal Act “On organization and improvement of education in occupational safety, life safety and civil protection at Higher Educational Institutions of Ukraine”. Clause 1 of the Legal Act states that normative subjects “Life Safety”, “Occupational Safety” and “Civil Protection” are studied by all students, cadets and learners of Higher Educational Institutions. Order of the Cabinet of Ministers № 590 dated 30.05.2014, withdrew the mentioned above legal act which, in fact, resulted in suspending the fourth typical program on Life Safety. Educational community of Ukraine was left without the documents of the Ministry of Education and Science which regulate the teaching of subjects on general and special safety issues at Higher Educational Institutions, such as “Life Safety”, “Occupational Safety”, and “Civil Protection”. This approach to teaching students build the ground for creating future leaders and specialists of the national economy with low level of knowledge on occupational safety, industrial, fire and natural safety. There has been imbalance in a structure and a number of higher education specialists’ training considering the person’s needs, interests of the country, local societies and employers, especially in obtaining knowledge in the fields of life safety, occupational safety, and civil protection. This paper analyses the findings of the Ukrainian researchers P. Volianskyi, S. Osypenko, O. Zaporozhets, S. Poteriaiko, О. Barylo, E. Lytvynovskyi, V. Grechaninova, V. Shamshur, V. Mykhailov and others. These works investigate the issues of legal regulation and methodological provision for training the population in the field of civil protection and life safety. Taking into account the considerations above, the purpose of this paper is to substantiate the need to restart the compulsory subjects “Life Safety” and “Civil Protection” for junior specialists, bachelor’s and master’s students, and, at the same time, the introduction of modern forms, methods and content of training that meet the requirements of safety management.

The aim of the paper is a comprehensive study and analysis of the limits of exercising the rights by the public institutions of higher education to leasing out their own property. To achieve this goal the following tasks should be solved: 1) to define the limits of exercising the rights by the public institutions of higher education to leasing out their own property; 2) to determine the legal consequences of concluding lease agreements by the public higher educational institutions in violation of current legislation. Article’s main body. The article conducts a general study and analysis of the right of the public institutions of higher education to lease property. The author emphasizes that public higher educational institutions have the right to lease out only real estate and other individually identified property. The legal consequences of concluding lease agreements by public higher educational institutions in violation of the current legislation have been studied. Conclusions and prospects for the development. Summarizing the results of the study we can formulate the following conclusions. The public institutions of higher education have the right to lease out real estate and other individually determined property in the manner prescribed by law and subject to statutory restrictions (without the right of redemption and sublease, when it does not worsen the social and living conditions of persons studying or working in the educational institution). While leasing the property, the public higher educational institution realizes primarily their own property interests, at the same time, indirectly realizing the property interests of the state. If the lease agreement of real estate and other individually determined property of higher educational institutions is recognized as invalid, it may be recognized as invalid only for the future.

One of the significant factors affecting the condition of the students’ visual apparatus is an illumination level in the premises of educational organizations. Electromagnetic radiation arising from computers also has an essential influence on a state of health. Taking into account the urgency of this problem, an analysis of illumination indices and EM radiation was made in audiences of higher educational institutions of various profiles (Ufa, the Republic of Bashkortostan). The total number of illumination measurements was 3528. The measurement methods met the requirements of the interstate standard. According to the results of the illumination indices estimation in the studied universities, a significant deviation from the regulated norms was revealed: in 71.5% of the measurements the index was below the norm. It should be noted that indices differed significantly depending on the type of educational organization. The best situation is in the “Financial University under the Government of the Russian Federation,” where only 13.3% of the measurements are inconsistent with the normative indices. Pulsation coefficient also was determined. It turned out that 88.8% of the measurements do not correspond to the norm. The analysis of illumination measurements in computer classes was carried out. Only one-fifth of them in the computer table working area in the of the document placement corresponded to SanPin. An anonymous questionnaire was also organized for students from four leading universities in Ufa, the Republic of Bashkortostan. According to respondents’ answers, out of seven students, one was revealed to be suffering from myopia. On the basis of “Center for Hygiene and Epidemiology in the Republic of Bashkortostan”, a study of non-ionizing radiation from video terminals located in computer classes was made. 1145 measurements were made in 20 buildings of four universities studied. It was found out that the intensity of the electrostatic field did not meet the requirements of SanPiN in 5.7% of the measurements. Hygienic assessment of the environment of educational organizations of various profiles revealed a number of significant deviations from the regulated norms. The obtained results testify to the need to monitor the illumination and EMR indices both from the administration of higher education institutions and from teachers. Based on the results of the study, recommendations were prepared for the management of higher educational institutions in Ufa.

It is shown that the specifics of the status of a military educational organiza-tion determines the features of legal regulation of educational activities of these educational institutions. It is proved that civil legal relations in which military educational organizations participate belong to the category of "secondary", that is, providing the process and result of educational activities.
