In the article the author scientifically justified the choice of strategic directions of environmental activities in the region, which provide the formation of a real trend of gradual improvement of the environmental situation. The author uses a variety of methodological tools. The tools include methods of analysis, generalization, design, statistical methods. Aggravation of environmental problems requires regionalization of environmental policy, regulation and management of natural resources in the long term. Currently, the need to develop an effective strategy for environmental protection in the region is being actualized. Environmental consequences of economic activity arise and manifest themselves in a particular area. The local nature of anthropogenic impact on the processes of reproduction of natural resources and the state of the environment require the search for ways to effectively solve environmental problems, taking into account the characteristics of natural factors and conditions of the territory. It is necessary to analyze the specifics of the production and spatial structure of the regional production complex. The development of the environmental strategy provides for the definition of the environmental mission of the region and its ecological image of the future. When developing the strategy, priority environmental goals and objectives are selected. These tasks are then detailed in specific environmental programs. Further, the mechanism of their implementation is developed, the analysis and evaluation of the results and consequences of the implementation of programs are carried out. At the same time, the ecological mission of the region and its ecological image of the future are based on the analysis of internal and external factors that affect the formation of the ecological situation in the region. Further opportunities and threats for ensuring ecological safety of development of regional economy and habitat of people are revealed. The authors consider the regional environmental program as the main tool for planning, forecasting and practical implementation of regional environmental policy. The regional environmental programme facilitates the coordination of environmental activities in the region. Regional programs are developed within the framework of long-term forecasting and include strategic interests of Ukraine. The conditions of implementation of the environmental strategy in the region and the problems of creating economic tools to stimulate environmental protection measures, modern legal support of environmental policy are analyzed. The authors identify the features of financing environmental activities in Ukraine and explore innovative aspects of environmental safety of the national economy. The researchers revealed the place of the ecological subsystem in the structure of programs of socio-economic development of the region, analyzed the basic methodological and methodical bases of formation of the strategy of environmental protection in the region. The authors scientifically justified the choice of strategic directions of environmental activities in the region, which provide the formation of a real trend of gradual improvement of the environmental situation. The recommendations on improving the management mechanism of the regional ecological and economic system are substantiated.

Article 191(1) TFEU provides the objectives of the EU’s environmental policy. These are the preservation, protection, and improvement of the quality of the environment, the protection of human health, the prudent and rational utilization of natural resources, and, in an external dimension, the promotion of international measures to deal with environmental problems. The specific reference to climate was added by the ToL. Not mentioned in the Environment Title, but separately in Article 13 TFEU, the EU, furthermore, expresses a commitment to animal welfare, ‘since animals are sentient beings’, which one could equally consider an aspect of environmental policy.

It is established that sustainable development is the basis of Ukraine's environmental policy, which contributes to the balanced use of natural resources, environmental protection and human needs. The definition of the concept of "sustainable development", the main principles of the concept of sustainable development, the elements of the concept of sustainable development are studied. The definition of sustainable development as the interaction of man and nature on the basis of balance and interdependence, provides for rational and efficient consumption of natural resources, minimization of negative impacts on them in the process of meeting the needs of the individual. It is determined that global environmental issues require joint efforts and the implementation of appropriate policies at the state level. It is proved that the environmental policy of Ukraine is based on the principles of sustainable development and regulatory documents approved at the international, regional and national levels. The focus is on regulations governing the implementation of the main provisions of the concept of sustainable development. Important for humanity is the document approved in 2015 at the UN Summit, "Transforming our world: the agenda for sustainable development until 2030", which approved 17 Sustainable Development Goals. The signing of the Association Agreement between Ukraine, on the one hand, and the European Union, the European Atomic Energy Community and their Member States, on the other hand, confirmed Ukraine's intentions to further cooperate at the regional level in the field of environmental protection. It has been established that Ukraine is building its policy in view of the relevant commitments. At the national level, the concept of sustainable development is enshrined in the legislation of Ukraine, which lays the foundations of environmental policy and sets indicators for assessing the implementation of state environmental policy in the future.

Nowadays environmental protection and the rational use of natural resources have become priorities of the state-building strategy in almost all developed countries of the world.  Effective financing of these activities is required for the development and adoption of national targeted, local programs for environmental protection, for the sustainable development of society, for the rational use and reproduction of natural resources.  The article is devoted to the research of the current tendencies of the use of fiscal policy measures in the implementation of the national environmental policy in the sphere of atmospheric air protection in Ukraine.  The ways of improvement of environmental taxation and development of the main ways of development and expansion of the system of ecological taxation and ecological governance in Ukraine were discovered. Organic farming owes its emergence, existence and principles to the nature itself, while the fundamental rule of its practice is to be in harmony with it, without harming it. In fact, it is a new perception of the environment and a new attitude towards its protection, both now and in the future. Organic farming combines the best environmental practices, high biodiversity, the conservation of natural resources and high production standards based on natural substances and processes. It also corresponds to a specific market that responds to specific consumer demands while at the same time it provides public goods that are in terms with environmental protection, animal welfare and rural development.

Рассматриваются проблемы формирования компетентности экологической безопасности у курсантов факультета тыла. Представлено определение компетентности экологической безопасности. Основываясь на исследованиях отечественных авторов, выделяются три основных компонента компетентности экологической безопасности: когнитивный как система экологических знаний; ценностно-мотивационный, выражающийся в осознании важности сохранения окружающей среды и природных ресурсов; деятельностно-практический, проявляющийся в способности практически решать возникающие природоохранные задачи. Проведен анализ, на основании которого установлено, что в перечень компетенций, формируемых в результате освоения профессиональной образовательной программы по специальности 56.05.01 «Тыловое обеспечение», не входит компетенция экологической безопасности. Установлены учебные дисциплины, изучение которых способствует формированию мировоззрения, знаний, умений, навыков, опыта для обеспечения экологической безопасности. Предстоит провести исследование с целью получения ответов на следующие вопросы: как измерить компетентность экологической безопасности у курсантов и как обеспечить формирование компетентности экологической безопасности выпускников. The problems of environmental safety competence formation among the cadets of the logistics faculty are considered. The definition of environmental safety competence is conducted. Based on the research of Russian authors, there are three main components of the competence of environmental safety: cognitive, as a system of environmental knowledge; value-motivational, expressed in the awareness of the importance of preserving the environment and natural resources; activity-practical, manifested in the ability to solve practically arising environmental problems. The main academic subjects are analyzed, during mastering of which the competences necessary for environmental protection in the performance of official duties are developed. An analysis was carried out on the basis of which it was established that the list of competencies formed as a result of mastering a professional educational program in the specialty 56.05.01 Logistics does not include the competence of environmental safety. Educational disciplines have been established, the study of which contributes to the formation of a worldview, knowledge, abilities, skills, experience to ensure environmental safety. It is necessary to conduct a study in order to obtain answers to the following questions: how to measure the competence of environmental safety among cadets and how to ensure the formation of competence in environmental safety of graduates.

This paper considers certain proposals made by the European Commission on environmental liability, particularly in its White Paper on Environmental Liability. Civil liability has made a relatively minor contribution to environmental policy in recent decades, given its many well-known shortcomings when applied to environmental problems. Its usefulness, however, is being reassessed, given something of a consensus that traditional forms of regulation are reaching the limits of their effectiveness and that new approaches to environmental law are necessary. This paper will consider how the White Paper would move beyond the limitations of existing civil liability frameworks, in particular the fundamental incompatibility between the interests recognised in English tort law and the interests at stake in environmental protection. The Commission's recent retreat from the more ambitious elements of the White Paper may be a matter of concern.
