Article 191(1) TFEU provides the objectives of the EU’s environmental policy. These are the preservation, protection, and improvement of the quality of the environment, the protection of human health, the prudent and rational utilization of natural resources, and, in an external dimension, the promotion of international measures to deal with environmental problems. The specific reference to climate was added by the ToL. Not mentioned in the Environment Title, but separately in Article 13 TFEU, the EU, furthermore, expresses a commitment to animal welfare, ‘since animals are sentient beings’, which one could equally consider an aspect of environmental policy.

In the article the author scientifically justified the choice of strategic directions of environmental activities in the region, which provide the formation of a real trend of gradual improvement of the environmental situation. The author uses a variety of methodological tools. The tools include methods of analysis, generalization, design, statistical methods. Aggravation of environmental problems requires regionalization of environmental policy, regulation and management of natural resources in the long term. Currently, the need to develop an effective strategy for environmental protection in the region is being actualized. Environmental consequences of economic activity arise and manifest themselves in a particular area. The local nature of anthropogenic impact on the processes of reproduction of natural resources and the state of the environment require the search for ways to effectively solve environmental problems, taking into account the characteristics of natural factors and conditions of the territory. It is necessary to analyze the specifics of the production and spatial structure of the regional production complex. The development of the environmental strategy provides for the definition of the environmental mission of the region and its ecological image of the future. When developing the strategy, priority environmental goals and objectives are selected. These tasks are then detailed in specific environmental programs. Further, the mechanism of their implementation is developed, the analysis and evaluation of the results and consequences of the implementation of programs are carried out. At the same time, the ecological mission of the region and its ecological image of the future are based on the analysis of internal and external factors that affect the formation of the ecological situation in the region. Further opportunities and threats for ensuring ecological safety of development of regional economy and habitat of people are revealed. The authors consider the regional environmental program as the main tool for planning, forecasting and practical implementation of regional environmental policy. The regional environmental programme facilitates the coordination of environmental activities in the region. Regional programs are developed within the framework of long-term forecasting and include strategic interests of Ukraine. The conditions of implementation of the environmental strategy in the region and the problems of creating economic tools to stimulate environmental protection measures, modern legal support of environmental policy are analyzed. The authors identify the features of financing environmental activities in Ukraine and explore innovative aspects of environmental safety of the national economy. The researchers revealed the place of the ecological subsystem in the structure of programs of socio-economic development of the region, analyzed the basic methodological and methodical bases of formation of the strategy of environmental protection in the region. The authors scientifically justified the choice of strategic directions of environmental activities in the region, which provide the formation of a real trend of gradual improvement of the environmental situation. The recommendations on improving the management mechanism of the regional ecological and economic system are substantiated.

Kazakhstan is a country experiencing tangible environmental problems. Currently, it faces numerous environmental problems such as air pollution, water pollution, exploitation of natural resources, negative consequences of mining, etc. In order to cope with environmental problems, a number of legislative acts have been enacted: the Environmental Code, the Water Code, the Forestry Code, a number of laws and government decrees that provide a legal basis for sustainable development. But, unfortunately, these laws and policies were not properly implemented due to issues such as inconsistency, weak enforcement, the presence of internal contradictions, gaps, and discrepancies, etc. As a result, the current legislation in the field of environmental protection does not meet the development objectives of our country, its lack of transparency hinders the development of the economy, and indistinctness reduces the competitiveness of domestic producers in the world market and the volume of investments attracted to the economy. Many aspects of the state's environmental activities remain unregulated from a legal point of view, which, on the one hand, leads to a deterioration in the quality of the environment and the plunder of natural resources, and on the other hand, creates conditions for the development of corruption. This study proposes individual solutions to problems in the environmental sphere by creating new legal norms, as well as eliminating contradictions between existing regulatory legal acts, systematizing legislation and establishing a unified practice of applying norms. It is concluded that the implementation of environmental human rights depends on the quality of regulatory legal acts and their effective application.

Tourism is interlinked with the natural environment and generates a lot of employment opportunities. The rapid growth of tourism industries has led to the destruction of nature because in most cases, tourism industry concentrates only on economic viability. The development of the tourism industry should balance with ecology, society, culture, and economy for their sustainability. The quality of nature is essential for tourism. The negative impact of tourism development can gradually destroy natural environmental resources on which it depends. In this paper, the authors describe the effects of tourism on natural resources, environmental pollution, and recent issues associated with Kerala tourism with specific reference of coastal areas.

This article is devoted to the study of instituting principles for the reproduction (restoration) of natural resources and complexes in the context of ensuring and protecting fundamental human rights. The paper analyses these principles and proposes dividing them into four groups according to their functional purpose: system- forming, organisational, preventive, and that of economic direction. The principle of legal provision for the ecosystem approach to the reproduction (restoration) of natural resources and complexes and the ‘net gain’ principle are of particular interest in the system for the reproduction (restoration) of natural resources and complexes. These two principles should be considered the most important ones and be the basis for the following: organising and implementing measures for the reproduction (restoration) of natural resources and complexes; recovering and improving the quality of ecosystems; preventing and eliminating harmful economic impacts on the environment and human health; ensuring the sustainable functioning of ecosystems by indissolubly linking and balancing all environmental objects. It is established that instituting principles for the reproduction (restoration) of natural resources and complexes are universal regulations of positive law, generally influencing the formation of state environmental policy and law-making, as well as litigation in Ukraine that is concerns environmental law principles.

Environmental health is referring to the health of people in relation to environmental quality. Due to rapid urbanisation, more people are living in urban neighbourhoods. Urban planning and design aspects including the neighbourhood environment are potentially affecting the human healthy lifestyle and health condition. Thus, the relationship between Malaysian neighbourhood environmental aspects and human health has become the concern of this research. One of the neighbourhood units in Shah Alam city had been chosen as the study area for this purpose. Questionnaire survey had been carried out to examine the health condition and physical activeness of residents. Besides, the perception of residents on the quality of neighbourhood environmental aspects also had been collected in the questionnaire survey. The health condition of residents was measured by non-communicable diseases (NCD) and the physical activeness was measured in duration as well as the frequency of physical exercise activities. The study found that the quality of neighbourhood environmental aspects significantly increased the physical activeness of respondents. The physical activeness was positively associated with human health as measured in NCD (heart diseases and high blood pressure, HBP). It shows that neighbourhood environmental (physical and social) aspects are potentially affecting the healthy life of people living in the neighbourhood. Keywords: Healthy life, Neighbourhood environment, Non-communicable diseases (NCD), Physical activeness, Quality.

Given the demographic realities in the developing world, it is not possible to solve the problems of poverty in these countries following the neoclassical model of economic growth. Since the majority of people are ruralites in these countries, the focus should be on rural development directly rather than on waiting for the benefits to trickle down to the rural poor. What is needed is to improve the quality of life and productivity of the small-holders or landless whose livelihood is based on natural resources which are depleting and require urgent attention. More options should be available for the rural people in their own area.
