This chapter looks at the topic of health services quality from a commissioning and whole population perspective. Quality is noted to be a multidimensional concept and dimensions of quality are considered. The role of the commissioner in maintaining and improving quality of services is explored, and this is seen within a wider backdrop of a health system with commissioner and provider functions (if there are such distinctions in the system). Commissioners need to know whether they are securing quality care for their population for the money spent. They also need an understanding of how this dovetails with the provider perspective on this topic. Commissioners also need to be able to articulate what they wish to assess in practice under the guise of quality. Finally, at a system level there are also bearings on how to compile and interpret a picture of a population’s health if needed.

The role of Canadian Child Advocates has been under-researched by academics and civil society alike, and the following paper addresses this knowledge deficit with findings from a graduate study (Bendo, 2016) reviewing their legislative and professional roles through a sociology of childhood lens. The aim was to investigate the Canadian Council of Child and Youth Advocates (cccya), and data was derived through a discourse analysis of legal, policy and media documents, and in-depth interviews with five current and former Advocates. This exploratory, qualitative study employed a critical ethnographic methodology, and findings indicate that child advocacy is a complex phenomenon with ample opportunities, although numerous barriers exist hindering the work and affecting the quality of outcomes. The study’s main argument suggests the role of the Advocates is not well understood by Canada’s children, youth or the public at large, and may be hampered by a continued lack of cross-national, multi-systemic implementation of the United Nations Convention on the Rights of the Child at federal, provincial and territorial levels.

The exclusive role of culture and education in the modern strategy of sustainable development is emphasized. For so many centuries, culture and education had a distinct flavor of luxury and were available, as a rule, to a select few. Currently, there is a widespread expansion of culture and education, and indicators of upbringing and training have become the primary condition for the sustainable existence of society and the individual. The question arises: what is the hidden primacy of culture and education today? The authors call the answer to it moral postulates and enlightenment, which affect not only the human mind, but feelings and soul, giving rise to desires and actions that obey the will. It is concluded that ideals, beliefs and other qualitative characteristics of a person are the main regulators of sustainable social life. Thus, the role of culture and education is to implement social harmony and ensure the quality of life of people.
