The introduction of the National qualifications framework in Ukraine is considered to be one of the obligatory factors of its entering the European space under conditions of the Bologna process and assuring academic mobility. The paper describes the structure and functional possibilities of web-oriented intelligent information system “Comparison of qualifications frameworks” which contains the database of national qualifications frameworks of other countries, enables users to compare the frameworks and to output data. It is noted that the developed information resource allows to carry out the comparison of different national frameworks supporting user awareness of education in different countries. The mathematical model of the intelligent information system which provides the realization of the quantitative comparative analysis of qualifications standards of European countries is also presented.

The countries involved in the Bologna Process constitute the National Qualifications Framework for higher education in their own countries. National Qualifications Framework is a system in which the nationally and internationally recognised and associated competencies are structured in a specific order. In Turkey, ‘National Qualifications Framework for Higher Education in Turkey’ is constituted for increased transparency, recognition and mobility in higher education. The aim of this study is to research, regulate and improve the computer and instruction technologies education program competencies constituted within the National Qualifications Framework for Higher Education in Turkey in seven universities. The seven universities selected for the purpose of this study are selected to represent each region of Turkey. Regarding the competencies of the selected universities, it is seen that there is a general confusion about the writing of competencies and the writing of goals. Another mistake regarding the competencies is the false classification of competencies. In addition, there is no common attitude related to the writing of competencies. Therefore, in this study, a draft backbone regarding the writing of competencies in computer and instruction technologies education is tried to be created.Keywords: Bologna Process, Bologna information system, Turkish higher education competencies framework, computer and instruction technologies program competencies.

Based on a comparative analysis of the definitions of reliability and resistance, the article substantiates the possibility of using the probability of failure of radio-electronic equipment of an information system (REA IS) as an indicator of resistance to the effects of EMR. The interrelation of these definitions is shown and an analytical model is proposed for assessing the stability of equipment to the effects of a sequence of electromagnetic radiation. As an indicator of resistance, it is proposed to use the probability of failure of the REA during operation.

In the work the new concept of polar positioning system, alternative for Cartesian one, is presented. The mathematical model which allows calculation of the rotation angle of polar positioning system is considered. The Cartesian coordinates of formed points of object structure, received after discretization process of object are the inputs data to calculation. Output data however are rotation angles i.e. both working arm and rotation table angles. The influence of the stiffness of mechanical parts on the precision of instrument positioning and productivity of the presented polar device is defined.

National standards of education in the Bologna Process countries differ both in the structural and in the substantive parts of the documents. Automation of comparison of qualification levels of different countries allows to provide more effective interaction of university centers in the field of educational services and the labor market. In this article, using the method of Professor V. Osadchy, an expert system of ES for the comparative analysis of the qualification levels of the standards of European countries on the descriptor «Knowledge» was developed. The code of the program is based on the Windows Forms technology in the Microsoft Visual Studio Community 2017 software development environment. The algorithm for comparing the levels related to different standards is implemented in the form of the following operations: First step. In the studied subject area Q, which contains a textual description of the qualification levels of education, a universal set V is created from elementary semantic units vi with the indication of the measure of each element μ(vi). The semantic content of vi is presented in text form in such a way that the expert has the opportunity to characterize any level of the standard Pu with the help of a subset of Ru from the elements. The second step. From the list of participants in the Bologna Process, countries and their qualification levels are selected to carry out the comparison. The third step. Experts fill in the tables with an estimate of the probability of occurrence of elementary semantic units vi in the subset Ru for the chosen qualification level. The fourth step. We calculate the measures of the subset μ(Ru) and display the results of calculations on the display screen. The use of this algorithm made it possible to create a convenient software product for conducting a comparative analysis of the national standards of education in European countries. Efficiency tests were carried out in various modes of filling the initial forms. Using the example of comparing the NQFU standards and the EQF standard for the «Knowledge» descriptor, the reliability of the functioning of all forms of the program, the stability of the output of information with respect to unauthorized actions of experts, and the convenience provided to the user by the interface when filling out the tables are shown. It is shown that the zero level of the NQFU standard is consistent with the first level of the EQF standard, and the first, second and third levels of the NQFU standard are close, respectively, to the second, third and fourth levels of the EQF standard.

Through the establishment of the ship form coefficients and calculation conditions of the given Deep-sea installation workboat, and use the 2-d strip theory to build the mathematical model of working ship moving in waves, obtaining the significant height of heaving motion of ship, according to different wave directions and working conditions, then using the AQWA to achieve the modeling calculation, by which the response time registration curves of heaving motion under typical working conditions can be given, while making a comparative analysis of the results obtained by the two different methods, it is indicated that the differences between them are not so significant, thus satisfying the requirements of the engineering.

The traditional valve control hydraulic systems have serious challenges in the harsh environment underground. The mathematical model of this new form of "motor - quantitative pump" controll system was established and simulated by using AMESIM software in this paper. According to the results of comparative analysis of the orifice parameters and the way to input signal, related parameters was determined, which can meet the characteristics of the system.
