<p><em>The best user award is one of the awards given to increase visitors interest to visit the library. During this time, UPT central Library Andalas University, and most of the other libraries only used instrument of the transaction number of borrowing book as the criteria for selection. The development of library services and the utilization of information technology has demanded a review of the best selection system. In addition to the number of lending transactions, it is necessary to add the criteria of the number of visits, delay returning of borrowing and the contribution of the librarian towards the development of the library. The system involved 20 candidates based on the number of borrowing transaction and the visitation number. They were observed by the criteria delay of returning number, and scientific writing about the library. The result of assessment from each alternative which was converted into the Likert Scale in decision matrix form. The MCDM model was used for deciding the assessment result. This model is used to determine the final value of each alternative with the help of the TOPSIS method. This method is used to determine the criteria weight and calculate the value of alternative preferences. The best user is awarded by the highest references value.</em></p>

The selection of vendors to work on a project is an activity that must be carried out effectively and precisely so that the project is carried out in accordance with business needs and does not suffer losses. To get the best vendor ranking, you can use the TOPSIS (Technique for Order Preference by Similarity to Ideal Solution) calculation method. TOPSIS method is a method that generates rankings by calculating the distance between the best solution and the worst solution. The steps to calculate using TOPSIS are identification of alternatives and their values, create a decision matrix, normalize the matrix, calculate the normalization matrix, look for positive and negative solutions, calculate the distance between positive and negative solutions, and calculate relative closeness and sort preferences. In this study using 8 criteria and 5 alternative vendors. Research method using research and development. This method will produce a prototype. The results of the calculation of TOPSIS obtained vendor c who gets the highest score and vendor b with the lowest rank

Demand for energy is increasing due to the development of industries, expanding urbanization, and population growth which further increases the use of fossil fuel in large amount. This also affects an environmental pollution and engine sector too. In internal combustion (IC) engines, alternative fuel blends has one of the most important decision for balancing a number of opinions and criteria for making different strategic decision by an engine expert. Choice of alternative sources of suitable blending of biodiesel and biodiesel plays an important role in engine sector. In this paper, discuss the Multi Criteria Decision Making (MCDM) techniques is used for selecting the best alternative blend of Karanja methyl ester biodiesel to fulfil the demand in IC engine sector. Optimization was done by using of VIKOR (Visekriterijimsko Kompromisno Rangiranje) and TOPSIS (technique for order performance by similarity to ideal solution) techniques. The parameter considered for optimization includes brake thermal energy, brake specific fuel consumption at different load at different compression ratio as input. Emission parameters as carbon mono oxide un burnt hydrocarbon, carbon di-oxide, oxygen and oxides of nitrogen was also determined. A productive examination of the procedure and positioning of choices can be accomplished for enhancement blends choice through TOPSIS and VIKOR techniques. Starting with normalized and weighted normalized decision matrix, positive and negative ideal solution, the distance of alternative from positive and negative ideal solution was calculated and closeness coefficient of alternative in the form of ranking of alternative was done. It was found that a mix B75 was the most appropriate blend for Karanja biodiesel for best use in CI engine without influencing the emission and performance parameters.

In recent years several previous scholars made attempts to develop, extend, propose and apply Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS) for solving problems in decision making issues. Indeed, there are questions, how TOPSIS can help for solving these problems? Or does TOPSIS solved decision making problems in the real world? Therefore, this study shows the recent developments of TOPSIS approach which are presented by previous scholars. To achieve this objective, there are 105 reviewed papers which developed, extended, proposed and presented TOPSIS approach for solving DM problems. The results of the study indicated that 49 scholars have extended or developed TOPSIS technique and 56 scholars have proposed or presented new modifications for problems solution related to TOPSIS technique from 2000 to 2015. In addition, results of this study indicated that, previous studies have modifications related to this technique in 2011 more than other years.

Promotion is one way to Rumah Bermain Bilal to improve the performance of tutors in educating their students. The problem of leadership in decision-making still uses the choice of methods and assessment processes subjectively so that the process is not in accordance with the goals of the career path. Therefore, it is necessary to make a Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) Method to help make decisions. In this study, using the criteria set by the company, namely planning, learning, evaluation, and training. The ranking results obtained from testing the calculations that the alternative Tutor F is the best tutor with the results of the calculation of 0.804 when compared to the other twelve alternatives. The TOPSIS method has a data accuracy rate of 85% from thirteen alternatives and can be used as a support for leadership decisions to make recommendations for increasing the career path of tutors.

Dogs are the most populated animals in 2016 according to a survey of pet populations by the UK's association of animal food makers (PFMA). With so many types of dogs and different characteristics, not all humans can choose the type of dog that suits their situation and condition. These non-conformities cause dogs to be dumped on the streets or abandoned without proper care. Therefore the dog characteristics assessment system is made which aims to facilitate the user in choosing the type of dog that is suitable for the user's situation and condition. This system is made using the TOPSIS method (Technique for Order Preference by Similarity to Ideal Solution). This system is based on the data of dogs registered with the AKC (American Kennel Club). This system uses eight criteria, three criteria for the filter process and five criteria for the weighting process. Of the five weighting criteria, there are three cost attributes and two benefit attributes. In the TOPSIS method (Technique for Order Preference by Similarity to Ideal Solution) uses the principle that the chosen alternative must have the closest distance from the positive ideal solution and the longest (farthest) distance from the negative ideal solution. The results obtained from this assessment system are by theory-based testing 50 times with a 78% suitability match percentage. The conclusion obtained from this research is the TOPSIS (Technique for Order Preference by Similarity to Ideal Solution) method is quite efficient to be applied in a dog characteristic assessment system

This article aims to familiarize the reader with multi-criteria analysis as one of the methods of choice justification of engineering design solutions for urban highways intersections. This method is widely used abroad, as it allows to compare different quantitative and qualitative indicators with different vectors of "positive decision" (maximum or minimum). Multiple criteria decision analysis – MCDA, as fact-based quantitative method is more appropriate way to evaluate several indicators simultaneously for each of planning decisions – opposed to more popular in Ukraine “expert evaluation”. In transport planning, type of multicriteria analysis method, which should be used for evaluation of urban highways’ intersections planning decisions, depends on specific conditions and chosen scales of evaluations. Article includes description of one of MCDA’s types: TOPSIS (Technique for Order of Preference by Similarity to Ideal Solution) and illustrates algorithm of its calculation. As an example, four variants of planning decisions of right-bank approaches to the Podilsko-Voskresensky bridge intersection in the city of Kyiv are analyzed. As a result, a rating of design scenarios of intersection planning solutions according to the TOPSIS method was obtained.

The paper analyses the problem of multiple attribute decision‐making (MADM) under fuzzy environment. In some cases the crisp value is inadequate to model real‐life situations. For this reason some fuzzy MADM methods have been developed. The extended TOPSIS (Technique for the Order Preference by Similarity to Ideal Solution) to fuzzy environment is presented in the current paper. Weights and ratings of each criterion are described in triangular fuzzy numbers. The relative closeness to the ideal solution of each alternative is calculated applying different approaches that were presented in different scientific papers. A computational experiment is presented to compare the results of a multiple attribute analysis that uses three modifications of fuzzy TOPSIS method in a particular situation.

In this study we were interested in evaluating tablet PC device performances, as well as how the respondents perceived its usability. Usability of this kind of device is furthermore investigated in comparison to the other similar mobile devices. The Technique for Order Preferences by Similarity to an Ideal Solution (TOPSIS) is specifically implemented and its outcomes are compared with the calculated System Usability Scale (SUS) scores. One of the TOPSIS method advantages is its ability to identify the best alternative quickly and precisely, which is also one of the most important features of SUS scale.
