There has been a rapid development of Information and communication Technologies (ICTs) globally, and this includes the Geographic Information Systems (GISs) which has evolved over the years and aimed at solving many geographic problems as fast and efficiently as possible. The importance of GIS to students and lecturers in higher educational institutions is it’s ability to easily analyse locations together with the conventional database systems. This paper assessed the correlation between the availability and use of GIS in Higher Educational Institutions (HEIs). The study is exploratory in nature and employed the use of questionnaires as instrument to collect data. Simple random sampling technique was used to select one hundred and ten (110) lecturers one thousand five hundred and seventy-nine (1579) students from a university. Findings revealed that GIS for analysis is still at its lowest ebb and hence calls for an action to motivate or encourage lecturers and students to use it. Though there are indications that GIS will be of great value in schools, students and lecturers they will be happy to use it for their teaching and learning.   The study also revealed availability of GIS was not tied to its usage.

Informatization of postmodern society is a promising path to economic, social and educational development. The informatization of education is aimed at the formation and development of the intellectual potential of the nation, the improvement of the forms and content of the educational process, the introduction of computer teaching and testing methods, allows solving problems at the highest level, taking into account world requirements. One of the important directions in the development of informatization of education in the context of a pandemic is new computer technologies. Interactivity, intensification of the learning process, feedback - are the real advantages of these technologies, which necessitated their application in various fields of human activity, primarily in those related to education and professional training. Now, in a pandemic, the number of studies has noticeably increased, the subject of which was the use of information and communication technologies in the educational process. The article deals with the problem of psychological and didactic aspects of the introduction of information communication technologies in the process of teaching students of higher educational institutions. An analysis of the problems and prospects of using information communication technologies in higher educational institutions was carried out, as a guarantee of building an intensive process of assimilating knowledge, skills, and abilities of students of higher educational institutions.

In the European Union there is solid legal support for the use of information and communication technologies associated with geographic information systems in favour of the environment. Digital technologies not only shape the way we live but they can be a lever for environmental awareness and protection. The potential of the association between information and communication technologies and geographic information systems is huge in order to deepen the European democracies and to promote sustainable development. The ultimate demonstration is the 2007 Inspire Directive. The advantages of the Inspire Directive for the citizens, the Member States and the European Union in what concerns democracy, environmental justice and sustainability in the EU will be briefly analysed.

This paper reflects on where e-planning has been and speculates on its future. It begins by briefly reviewing forty years of efforts to use advanced information and communication technologies in planning research and practice. It then considers current efforts to develop planning and decision support systems (PSS/DSS) that adopt current geographic information systems technology to meet the unique needs of planning. It concludes with the hope that the journal will take the first word of its title seriously and share the wealth of exciting e-planning research that is being conducted in all corners of the increasingly interconnected world.

The article presents the problem of forming professional competence of the students of higher educational institutions while teaching science of law. By means of studying and analyzing science and methodical literature the concepts “competence” and “professional competence” are defined. To form professional competence the author offers the tasks to solve which it is necessary to use information and communication technologies. It is noted that the offered means give additional opportunities to form professional competence, contribute to improving information literacy of the students of higher educational institutions and realizing their legal possibilities. The relevance of the article is determined by the necessity of forming professional competence of the students of higher educational institutions by means of using information and communication technologies while teaching the course of science of law. An experiment was conducted on the basis of the Donbas National Academy of Building and Architecture.

This article studies the problem of distance teaching in the pandemic of spring and autumn 2020. The topic of the necessary transition to the computer-mediated interrelation between university teachers and students gains important nowadays, as the worldwide events lead to an inevitable transformation of the educational structure. The changes in the higher educational institutions make students and teaсhers review their attitude to the system and methods of education. We can find the analysis of distance learning in many sources, but the remote learning in state of emergency has not been fully examined. The purpose of this article is to analyze the situation, connected with the distance learning in higher educational institutions, its impact on the level of students’ knowledge and skills. This article gives the perspectives of education taking into consideration information and communication technologies. The authors have conducted the theoretical and comparative analysis of literature, observed the learning process at university, and offered a questionnaire to university teachers and students. The researchers have revealed that, in spite of the technologies being a part of our lives, the quality of education depends on teachers who can use these technologies to their best. A technology without a person does not work. According to the majority of the respondents, the principles of teaching dominate over technologies. However, some elements of teaching should be definitely automated. The pandemic revealed the specific mistakes and weaknesses of high education in Russia, and the authors suggest some ways for its improvement in the period of sanitary and epidemiological restrictions.

В статье проведен анализ нормативных актов по организации обработки и защите персональных данных на предмет размещения баз данных, используемых в информационных системах российских учреждений научно-образовательной сферы. С 2015 года законодательством Российской Федерации определена необходимость размещения баз персональных данных на территории нашей страны. Однако есть случаи, когда хранение персональных данных возможно и за пределами нашей страны. В работе рассмотрены такие исключения, применимые к сфере деятельности научно-образовательных учреждений. На основе автоматизированного анализа реестра операторов персональных данных определено соотношение высших учебных заведений, представивших сведения о месте нахождения своих баз данных в соответствии с Российским законодательством. Более 24% высших учебных заведений такие сведения не предоставили, что может говорить о необходимости оказания университетскому операторскому сообществу методической помощи по вопросам порядка обработки и защиты персональных данных. В ходе проведения контроля за порядком обработки персональных данных по требованию Роскомнадзора необходимо представить, в том числе, документы, подтверждающие расположение баз персональных данных информационных систем в пределах границ Российской Федерации. В работе разработаны рекомендации по размещению и документальному оформлению местонахождения баз данных, использующихся в информационных системах научно-образовательных учреждений, при использовании собственной и предоставляемой третьими лицами ИТ-инфраструктуры. The article analyzes normative acts on the organization of processing and protection of personal data for the location of databases used in information systems of Russian institutions of the scientific and educational sphere. Since 2015, Russian legislation has provided for the placement of personal data bases on the territory of our state. However, there are cases when the storage of personal data is possible outside our country. The paper considers such exceptions applicable to the field of activities of scientific and educational institutions. On the basis of an automated analysis of the register of personal data operators, the ratio of higher educational institutions that provided information about the location of their databases in accordance with the legislation of the Russian Federation was determined. More than 24% of higher educational institutions did not provide such information, which may indicate the need to provide the university operator community with methodological assistance on organizing the processing and protection of personal data. In the course of state control over the organization of personal data processing, it is required to submit, among other things, documents confirming the placement of databases of personal data of information systems on the territory of the Russian Federation. Recommendations have been developed for placing and documenting the location of databases, when processing them in the information systems of research and educational institutions using their own and provided by third parties IT infrastructure.
