Abstract Micro, Small and Medium Enterprises (UMKM) have a strategic role in development and have chosen as the main work program of the government. In order to compete, the SMEs must make technology as the main supporting infrastructure for UMKM activities. The importance of knowledge as a strategic asset in UMKM encourages the need for a knowledge management system (KMS). Knowledge and experience are sustainable resources as competitive advantages. Therefore, it is necessary to build a Knowledge Management System information system that is used to store and utilize the knowledge possessed to find solutions to problems that should be addressed by UMKM. The KMS will help UMKM to share their experiences and knowledge. User Centered Design (UCD) is the method chosen because each stage involves the UMKM Diskop and the UMKM users. Through the use of mobile technology, that is widely used by the community, an android-based knowledge management system was created to support the development of UMKM in the city of Bekasi.   Keywords:  Business Actors, Knowledge Management, SMEs, System Design, UCD   Abstrak   Usaha Mikro Kecil dan Menengah (UMKM) mempunyai peranan strategis terhadap pembangunan, sehingga dijadikan program kerja utama pemerintah. Agar dapat bersaing para pelaku UMKM harus menjadikan teknologi sebagai infrastruktur pendukung utama kegiatan UMKM. Pentingnya pengetahuan sebagai aset strategis di UMKM mendorong dibutuhkannya sistem manajemen pengetahuan (Knowledge Management System). Knowledge dan pengalaman merupakan sumber daya yang berkelanjutan (sustainable resources) sebagai daya saing kompetitif (competitive advantages). Oleh karena itu perlunya membangun sistem informasi Knowledge Management System (KMS) yang digunakan untuk menyimpan dan memanfaatkan knowledge yang dimiliki untuk menemukan solusi dari masalah yang di hadapi UMKM. KMS yang dibuat akan membantu pelaku UMKM untuk berbagi pengalaman maupun pengetahuan yang dimiliki. User Centered Design (UCD) merupakan metode yang dipilih karena setiap tahapannya melibatkan Diskop UMKM dan pelaku UMKM sebagai user. Melalui pemanfaatan mobile teknologi yang banyak digunakan masyarakat, maka dibuat sistem pengelolaan pengetahuan berupa KMS berbasis Android yang mendukung kegiatan perkembangan UMKM kota Bekasi.   Kata kunci: Desain Sistem, Knowledge Management, Pelaku Usaha, UCD, UMKM

Knowledge is power, and when managed efficiently, it generates optimum outcomes. Knowledge management is an established phenomenon, applied across various disciplines for transformational growth. In the year 2015, the Government of India launched Digital India Programme with the vision to “transform India into a digitally empowered society and knowledge economy.” The program aims to benefit every section and sector of the country by creating an ecosystem for delivery of user centric and qualitative digital services. It weaves together a large number of ideas and thoughts into a single, comprehensive vision so that each of them is seen as part of a larger goal. To foster such knowledge economy, Capacity Building Scheme Phase II has been approved under Digital India Programme with one of the key components being knowledge management (KM) in the area of e-governance. This chapter highlights the multi-dimensional aspects of deploying KM for e-governance in a federal government system, along with its key objectives, core features moving on to framework and implementation structure.

Purpose The potential for the adoption of a knowledge management system (KMS) is becoming a crucial matter in small and medium enterprises (SMEs); however, there is a scarcity of studies related to KMS adoption in SMEs. Therefore, the purpose of this paper is to advance further our understanding of the factors that influence the KMS adoption process among SMEs. Design/methodology/approach The collected sample size was 247 respondents. For statistical analysis, Smart partial least square (PLS) (a structural model-based tool) was used to build, run and validate the process model. PLS regression techniques were used to analyze the latent constructs. Smart PLS exhibits both the measurement model and the structural model. Findings The results indicate that knowledge management capabilities, knowledge sharing, organizational learning capabilities and IT capabilities are the significant factors which influence KMS adoption. This study also identifies some unexpected results. Research limitations/implications The number of responses obtained from the survey was rather small. However, a larger number of responses would probably have resulted in a more accurate finding. Additionally, this study should be verified via a larger sample to increase its generalization. Practical implications The result of this study will provide SMEs with valuable guidelines to better understand what factors should be considered as highly important and thus providing decision makers and managers with valuable insights to increase the adoption level of KMSs. Originality/value The study addresses the research gap by developing and empirically validating a research model of KMS adoption from a different perspective that incorporates critical issues which have never been simultaneously examined.

E-Government performance in the application of quality management information communication technology is very necessary. A website-based system is also used to improve the quality of services and community participation in development. The context that becomes the material that needs to be examined is public service, the quality of websites managed by the government and user satisfaction so that there is a two-way interaction between the government and the community. The purpose of this study consisted of three stages which were first to determine the role of E-government by utilizing technology to support the development of a reliable information system in South Tangerang Regency. The second is to find out the extent to which the system is used in South Tangerang E-government through Usability Evaluation using SUMI (Software Usability Measurement Inventory). The method used in this study is a method adopted from the Knowledge Management System Life Cycle. The stages of the method are Evaluate Existing Infrastructure, Form The KM Team, Knowledge Capture, Implement the KM system. The results of this study are in the form of usability values on the E-Government website of South Tangerang and usability testing which becomes a benchmark for the success of a system with score scores for 85 effectiveness categories, 81.5

Organisasi yang hidup pada saat ini telah dihadapkan pada suatu lingkungan kompleks yang menuntut organisasi harus bersaing dengan cara yang cerdas, suatu cara dimana organisasi mampu membaca dan merespon tanda - tanda perubahan yang terjadi dalam lingkungan kompetisi secara cepat, tepat dan efisien. Salah satu cara cerdas yang dapat dilakukan organisasi adalah dengan cara memanfaatkan knowledge sebagai kekuatan yang dapat mendorong produktivitas dan meningkatkan inovasi. Universitas XYZ melalui subunit Office Of International Affair memiliki potensi untuk memperoleh dan menciptakan knowledge - knowledge baru melalui kerjasama internasional dengan Universitas Youngsan di Korea Selatan yang mana knowledge - knowledge baru tersebut nantinya dapat dimanfaatkan untuk menciptakan inovasi dan meningkatkan competitive advantages. Selaku anggota organisasi, kurangnya kontribusi dan kesadaran knowledge worker dalam berbagi knowledge yang dimilikinya baik itu kepada sesama knowledge worker ataupun kepada organisasi menjadi suatu permasalahan yang dapat menghalangi Universitas XYZ dalam memperoleh potensinya tersebut. Untuk mengatasi permasalahan tersebut maka perlu dilakukan perancangan suatu knowledge management system (KMS) yang dapat menanamkan suatu pola pikir bahwa knowledge bukan hanya sebagai possession object yang hanya dimiliki setiap knowledge worker tetapi juga menjadikan knowledge sebagai practice object yang dapat ditransfer dan digunakan kembali oleh knowledge worker lain untuk menciptakan knowledge baru agar knowledge itu menjadi berkembang. The 10-Step Knowledge Management Roadmap yang dikemukakan oleh Amrit Tiwana menjadi panduan yang digunakan untuk melakukan perencanaan, perancangan dan penerapan KMS dalam organisasi. Analisis infrastruktur, menghubungkan knowledge management dan strategi organisasi, merancang KMS platform, identifikasi knowledge yang ada dalam organisasi, merancang tim KMS dan membuat blueprint KMS berdasarkan 7 layer KMS arsitektur adalah 6 dari 10 langkah yang dilakukan untuk menciptakan suatu rancangan KMS. Blueprint knowledge management system adalah hasil dari penelitian yang dilakukan. Blueprint dirancang sesuai dengan hasil analisis terhadap beberapa aspek yang telah dijabarkan dalam The 10-Step Knowledge Management Roadmap. Dengan adanya blueprint knowledge management system ini diharapkan dapat meningkatkan inovasi dan mempermudah Office Of International Affair dalam pengambilan keputusan guna memecahkan masalah yang sering terjadi ataupun masalah unik yang akan terjadi nanti.

Knowledge management is an activity that organizations use to achieve goals and gain competitive advantages. This study features a systematic literature review that discusses the implementation of knowledge management in organizations covering 39 articles published from 2015 to 2020. This study aims to answer four research questions. The results show that the trend of knowledge management research in Indonesia is dominated by research related to the designing of knowledge management systems. The application of knowledge management in Indonesia has been applied in various fields. There are various models and methods that can be used in creating a knowledge management system

Knowledge management is many things to different people. Within complex organizations, this reality needs to be acknowledged. For an organization to utilize and enhance knowledge for competitive advantages, systems and culture need to be analyzed within the context of an organization’s strategy. Once analyzed, an honest appraisal of the knowledge systems in place and those needed to fulfill the strategic goals of the organization will have to be performed. For everyone within an organization to be able to “pull in the same direction” and achieve maximum value from a knowledge management system, that system will have to mean the same thing to all. If a knowledge management system is to be central in maintaining a competitive advantage for organizations, it will engulf the organization. To understand financial systems, audits are undertaken to ensure that systems provide the information as expected. It is well understood that for financial information to be meaningful, it must be understood. To be understood, it must be logically prepared and presented in a manner useful and timely to the end user. Through an audit process of this nature performed on knowledge management systems within the context of business strategy and culture, an organization learns what is needed to get their divergent individuals on the same page, as it were, to fulfill the promise of enhancing its most valuable resource in a competitive world. This chapter examines how to systematically conduct a knowledge management audit. By design, the audit was simplified and designed around a single specific issue. By breaking apart where the organization needs to go and combining it with a study of what it will take to get there from a knowledge management systems standpoint, individuals can come together to build the framework literally from the ground up. Companies can use this framework to assess how they plan with knowledge management as the central, differentiating factor in their business strategy.
