The analysis of the epidemiological situation of measles in the Kyrgyz Republic was conducted, against the background of a decrease in the possibility of using laboratory confirmation of the diagnosis of measles, which negatively affects the timely conduct of anti-epidemic measures to isolate patients and monitor contact. Among suspicious patients on measles the group of children at which strew is formed disappears in 1–2 days and the measles diagnosis is excluded without laboratory inspection. Most often they stop with a diagnosis of ARI, an allergic rash, and patients are discharged home. In this group, a retrospective blood test was performed in 20 patients with rubella ELISA, which made it possible to identify this infection in 10 patients. During the period of the epidemic rise in measles, there is an increase in the incidence among children and rubella, so children suspicious for measles should also be examined for rubella.

To date, the search for the most informa-tive and simple methods for diagnose of adaptive capabilities is an urgent problem of veterinary medicine and adaptive physiolo-gy. The direction of the animal body's re-sponse to the hypoxic factor has not been sufficiently studied. Objective: the analyze of the dynamics of changes of the main indi-cators in the leukogram under the influence of hypoxia, as well as the study of the role of leukocyte, indices the analysis of the level of resistance in rats. The animals were divided into two groups: in the first case, the animals were injected with cytoflavin at a dose of 135 mg/kg before the hypoxia ses-sion, and in the second case, saline was ad-ministered at an equivalent dose. The blood test was performed on a hematological auto-matic analyzer, and the clinical parameters of peripheral blood were determined. Mathe-matically, the leukogram was used to deter-mine: the white blood cell shift index (ISLC), the lymphocyte-monocyte ratio in-dex (ISLM), and the lymphocyte-granulocyte index (ILG). The results of the study showed that the course of hypoxia contributes to a number of changes in the blood composition, for 21 days. There was an increase in the number of white blood cells in both groups, a change in the parame-ters of the leukocyte formula-a decrease in the content of lymphocytes, with a simulta-neous increase in the proportion of mono-cytes. The use of interval hypoxia caused a decrease in the content of red blood cells in animals of the first group, a decrease in the concentration of hemoglobin and hematocrit in both groups studied. The number of plate-lets increased, which also indicates the start of adaptive reactions in the body of rats. The use of leukocyte indices is the assess to the level of resistance of the body and showed their high significance and informa-tive value in modeling experimental hypoxia.

The highest risk of the disease is observed among the contacts of the patients with tuberculosis in the clusters with a long-term contact. The aim of the research was to study the particularities of tuberculosis clusters (TC) depending on the degree of epidemiological danger and to assess the eff ectiveness of anti-epidemic measures in these TC. 384 tuberculosis clusters were analyzed in patients with sensitive evolutive tuberculosis admitted for the treatment in the Municipal Clinical Hospital of Phthisiopneumology. According to the criteria for the TB clusters classifi cation, they were divided into 3 groups: 1st group – 279 (72,7%) clusters, 2nd group – 104 (27,1%) and 3rd group – a single (0,2%) cluster. In the 1st group TC children 163 (58.4%) were established; pregnant women were identifi ed in 11 (3.9%) TC and were TB/HIV co-infected cases in 18 (6.5%) TC. Tuberculosis was confi rmed microbiologically by sputum smear in 263 (94.3%) patients. Contacts examination detected 15 children and 7 adults with tuberculosis. In the 2nd group TC the optimal living conditions predominated as a clasifi cation criteria. Positive culture for tuberculosis mycobacteria was identifi ed in 53 (51.0%) patients, and 4 contact from TC were diagnosed with tuberculosis. Conclusion: the high rate of the 1st groups TC showes an unfavorable epidemiological situation, despite the steady decreasing trend of the epidemiological indicators. Optimizing anti-epidemic measures in clusters through the enlargement of the actively investigated groups will contribute to the precocious detection and reducing the transmission of the tuberculous infection.

The article discusses government policy in the field of digital transformation of the country. The concept of public policy and digitalization is considered. It is noted that a properly constructed legal and state policy is the key to achieving success in the intended goal in the development of the country. An attempt is made to highlight the positive aspects of both competent public policy and the development of the state at the rate of using innovative technologies. The author tried to highlight the positive impact of the transition to digital technologies on the quality of human life and government activities in the future. Several examples of the implementation of automated information systems are given.

The article presents an analysis of the prevailing architectural and planning structures of the cities of Kyrgyzstan at the present stage of development. The types, character, and direction of development are described. A review of studies and authors who conducted their research on the formation of the planning structure of small and medium-sized cities of Kyrgyzstan is presented. Modern conditions for the development of cities have a strong impact on the state of the architectural and planning structure, in the economic, socio-cultural, environmental and regulatory aspects, which is reflected in the territorial development of the city. The cities of Kyrgyzstan, at the present stage of development of the architectural and planning structure, “outgrew” their administrative borders and formed territorial urban planning systems.
