The paper shows problems of the economic, political, social, and cultural relations between Russia and Kazakhstan which are important for the sustainable development of both countries. In particular, it is necessary to create and develop border and inland resort areas and destinations, to introduce an integrated transport system and interstate structures to manage tourist flows as well as to regulate issues emerging in this area. All these will require significant joint efforts of specialists from various spheres. The expected results imply significant progress in the economic and social development of the border and inland regions or settlements involved in corresponding programs and projects as well as a significant increase in the level and quality of life.

The article explores the possibility of applying tensor method of dual networks for analysis of transport and tourism components in sustainable development of territories. The tensor method of dual networks, in contrast to other methods allows to consider the structure of the large-scale intelligence system and the processes occurring in it as one whole. Thus, we have the possible to complex analyze all the components of a large-scale system even when its structure, the number of its elements and the connections between them will be changed. Tensor equations make it possible to accurately calculate the parameters of a system when simulating various ways of connecting its elements. On the example of the analysis of the tourist transport system, the advantages of using the method of double networks to assess the impact of the system on the sustainable development of the territory are shown.

The world economy as an integrated system has limited growth limits, natural resources are limited, so a new concept of sustainable economic development has emerged, based on a balance of the economy, social goals and ecology. Sustainable development is the development of the country's economy and the global system in which current needs are met without compromising future opportunities. The rapid development of transport infrastructure creates the prerequisites for the sustainable development of centers of macro and microeconomic growth and helps to reveal their potential in the future. The article considers the role of transport as an additional priority for sustainable development at the macro level and the types / functions of connectivity of economic growth centers in the sectoral and regional aspects. In turn, the concept of sustainable development of the transport system involves taking into account the features of the transport system as an object of increased danger and a high degree of influence on the main priorities of sustainable development (economic growth, social system and ecology) of the macroeconomics. It was noted that, on the one hand, the transport system, being part of the country's macroeconomic system, affects the priorities of its sustainable development, and on the other hand, has independent priorities for sustainable development in the field of economic growth and efficiency, social potential and environmental aspects, including issues of ensuring security.

Personal light electric vehicles (PLEVs) are a phenomenon that can currently be observed in cities, intended to be an ecological form of transport. The authors of the paper make an attempt to determine electricity consumption by PLEVs in the context of managing a large city in accordance with the concept of sustainable development. The article is of a cognitive nature. Research questions posed against the background of the goal formulated are as follows: how strong will the demand for PLEVs be (in the example of e-motor scooters, taking into consideration the number of vehicles) and for the electricity consumed by PLEVs. The method used is a simulation model. The conducted analyses demonstrate that a dynamic growth of PLEVs will result in an increased energy demand, which must be taken into account by the cities, developing according to the sustainable development conception.

Building low-carbon public transport system is an important part of low-carbon urban transport sector. On the basis of analysis of the concept, meaning and significance of low-carbon transport, this paper analyzed the need to build low-carbon public transport system, and from the aspects of planning, technical, management and travelers, proposed appropriate measures to build low-carbon public transport system. Finally, the paper guided the traveler to consciously low-carbon travel. Through taking more measures to build low-carbon public transport system, we can achieve the sustainable development of urban transport.

Electric vehicles have great potential in dramatically reducing environmental pollution, which has become an important strategic direction for future sustainable development. With the influence of policy support and market, the construction of new energy supply infrastructure in China has achieved remarkable outcomes. However, according to the actual use of the new energy supply facilities, there is still a severe imbalance between long queues and unattended charging stations in some areas. Therefore, this paper aims to establish a fuzzy demand-profit model to accurately optimize new energy supply from the perspective of the three-level service chain. Then, based on authoritative historical sales data of electric vehicles in China in 2011–2018, the model is used to analyze the fuzzy demand for electric vehicle charging capacity. The research results indicate that the fuzzy demand-profit model is an effective tool to promote the coordination of new energy supply, which will provide support for the sustainable development of electric vehicles in China.

Abstract The article analyzes the dynamics and structure of freight transport in Ukraine. It is established that container transportation in Ukraine occupies a small share in the total volume of cargo transportation compared to EU countries. In order to optimize the realization of trade, economic and transit potential of the country, multimodal schemes of cargo transportation are considered. One of the key issues in ensuring the sustainable development of the country’s transport system is to reduce emissions of CO2 and other pollutants. To achieve a set of environmental goals in Ukraine, it is necessary to intensify the formation of a sustainable transport system based on the development of multimodal container transportation with the involvement of “clean” modes of transport, primarily rail. Conceptual requirements for the formation of an environmentally sustainable system of multimodal container transportation in Ukraine are determined. Based on the calculations of the scenario, it was proved that the development of container rail transportation allows to obtain environmental and economic effects as a result of reducing CO2 emissions.

The article highlights the current problems of the transport system of Ukraine, as well as identifies areas for the development of relevant legislation. It is noted that current geopolitical conflicts, the challenges of world trade, the pandemic caused by COVID-19, have affected global supply chains, led to the transformation from traditional approaches for doing business to digital ones. It is highlighted that Ukraine as a logistics hub between the Europe and Asia faces the global economics challenges and needs to realize comprehensively its export and transit potential. However, according to the International Trade Administration data, only 25-30 % of the country's transit potential is currently used. In terms of the Association Agreement between the European Union and its Member States, of the one part, and Ukraine, of the other part, Ukraine's transport system should ensure synergy of all modes. The current trends for smart-port infrastructure development, uberization in the transport industry, new mode of logistics management – 4th generation logistics (4PL) are being discussed. The author emphasizes that the development of domestic legislation on public-private partnership is the priority task concerning transport industry. In addition, the author states that the priority development areas’ model should be applied for developing ports and logistics hubs in Ukraine providing non-fiscal incentives. The researcher concludes that a balanced legal policy is needed, taking into account the interests of the state, private investors, the environment and society. In addition, the appropriate legal basis should be provided for the sustainable development of Ukraine's transport system. It is concluded that the priority tasks are as follows: The proposed steps are as follows: adopting the specific Laws of Ukraine “On Railway Transport”; “On Multimodal Transport”, “On Inland Waterway Transport”, forming an independent regulatory body for natural monopolies in the field of transport, providing fair economic competition in the field of rail freight transportation.
