Railway transport and its infrastructure operate as a sophisticated technological complex, charac-terized by a convergence of industrial, social and environmental norms and requirements. In order to comply with them, along the right-of-way for the railway tracks themselves, protected zones are formed with a limited regime of land use, defined, according to modern standards of urban develop-ment, as zones with special conditions for the use of territories (ZSCUT). The formation of such zones that represent the subject of cadastral engineers' activities is a composition of technological processes that are determined by spatial data, the volume and content of which is determined by the type and complexity of the object-the property complex, in this case represented by a railway section with the corresponding infrastructure. The ambiguity of regulatory requirements for the establishment of these zones on complex sections of the route determines the need to use additional data, in particular, de-scribing geological and other natural factors. This aspect allows us to consider the situation as infor-mation-uncertain, which is noted in the title of this work, and in its content to assess the safe function-ing of railway transport on the basis of information (cartographic) modeling of the parameters of the required zone. Taking into account the complexity of solving the problem of boundaries ZSCUT de-termination, the results of the presented study include: assessment of the adequacy of regulatory data for establishing such zones, new opportunities for cartographic modeling in their formation and moni-toring, recommendations for improving the regulatory framework.

Abstract The article discusses the issue of innovation activities of companies in railway transport in Poland in the context of the development of tourism. Transport infrastructure and organization, along with economic, social, ecological and political factors, are the basic stimulators for the development of tourism. In literature on the subject, this problem is rarely discussed. This article is of a review and research nature. The aim of it is to consider the condition of innovativeness of railway transport companies in Poland in the context of its role in the development of tourism in Poland. To attain the goals of this research, a critical analysis of literature on the subject and desk research have been carried out, the latter drawing on the unpublished data of Statistics Poland, referring to Polish companies from section Transportation and storage, class Passenger rail transport, interurban (according to NACE rev.2). The data derive from the three latest editions of the Community Innovation Survey (CIS). In the article, there was used data concerning: innovation activity, types of innovation, co-operation during innovative activity, importance of the source of information for innovation activity, importance of the reasons and barriers to not innovate. The data analysis reveals a rather low level of innovativeness of railway transport companies in Poland. In the authors’ opinion, this state of affairs is connected with historical and political factors: the structure and failed reforms in this sector and granting development priority to other branches of transport during the structural transformation in Poland.

In the future, in Ukraine it is planned to increase the sown area for cereals, legumes and oilseeds, to increase the gross grain harvest to 80 million tons, and its export abroad was increased twice. Intensive construction in the southern ports of Ukraine of grain transshipment terminals with large metal silos will solve the problem of increasing grain export in the future. At these powerful terminals, the bulk of the grain comes mainly by rail, and is shipped to water. The aim of the work was to study the characteristics of the grain receiving from railway transport to the grain transshipment terminal of LLC “Ukrelevatorprom” in order to improve its works efficiency. The object of the study was the development of technology of grain receiving at the grain transshipment terminal; the subject of research is cereals, legume sand oil crops, as well as data from daily volumes of receiving and dispensing operations at the grain transshipment terminal of LLC “Ukrelevatorprom” for 2015-2016. The studies were carried out on the basis of processing data from the consignment notes for 2015-2016, according to which there was a summed amount of grain (net) daily transported by the railway. Further processing of the obtained data was carried out by a combined graphoanalytical method, for which, on the basis of tabular values for each studied year, the corresponding histograms and graphs were built and the necessary indicators were determined. Analysis of the structure of grain crops supplied by railway to LLC “Ukrelevatorprom” in 2015 and 2016 and their ratio showed that the main share was occupied by cereal crops (78.0 % and 73.1 % respectively), which were mainly represented by corn, share which was significantly dominated by other crops (wheat of various classes and barley) and amounted to 45.8 % and 44.5 %, respectively, which can be explained by its high demand in the international grain market, in which Ukraine occupies a leading position. Oilseeds (rapeseed) were taken in accordance with 19.1 % and 14.9 %, and legumes (soybeans) — 2.9 % and 12.0 %. An analysis of the timing of the unloading of grain wagons (hopper cars) showed that the total duration of this process, depending on the crops, averages 37...59 minutes. The longest steps for unloading wagons are to determine the grain quality indicators, especially rapeseed, and to spill grain from the wagons, therefore, to reduce their duration, it is necessary to form feeds of wagons with grain batches of the same quality and use more modern express analyzers to determine grain quality indicators, which will increase the productivity of the grain receiving line from the railway. According to the research results, the enterprise has the potential to increase by about 30 % the volume of grain intake. It was established that the periods of the grain receipt at the enterprise in 2015-2016 amounted to 349 and 353 days, respectively, the actual coefficients of the daily irregularity Kdaily for the grain receipt from the railway in these years are equal to 1.47 and 1.52, and the monthly irregularity Kmonth, respectively 1.33 and 1.21, does not exceed the standard values Kdaily = 2.5 and Kmonth= 2.0. This made it possible to clarify the database from the actual characteristics of the process of grain receiving by railway and can be used in design and verification calculations of equipment in technological lines for receiving grain from railway transport, and will contribute to increasing the efficiency of grain transshipment terminals.

The topic acquires its importance from a search in the strategies of the frivolous state and its characteristics with the ability to influence the regional, and what it revealed is a turning point in how to adapt from the variables and employ them to their advantage and try to prove their existence. Thus, the problem comes in the form of a question about the possibility of the frivolous state in light of the context of various regional and international events and trends. The answer to this question stems from the main hypothesis that (the aim which the frustrating state seeks to prove is that it finds itself compelled to choose several strategies that start from the nature of its characteristics and the goals that aim at it, which are centered in the circle of its interests in the field of its struggle for the sake of its survival and area of influence).

The approach of this research is qualitative and descriptive. In this study those who become the subject of research is an informant (key figure). The subject of this study is divided into two main components, consisting of internal public and external public that is from the Board of the Central Executive Board of Gerindra Party, Party Cadres, Observers and Journalists. The object of this research is the behavior, activities and opinions of Gerindra Party Public Relation Team. In this study used data collection techniques with interviews, participatory observation, and triangulation of data. The results of this study indicate that the Public Relations Gerindra has implemented strategies through various public relations programs and establish good media relations with the reporters so that socialization goes well. So also with the evaluation that is done related to the strategy of the party. The success of Gerindra Party in maintaining the party’s image in Election 2014 as a result of the running of PR strategy and communication and sharing the right type of program according to the characteristics of the voting community or its constituents.Keywords: PR Strategy, Gerindra Party, Election 2014

Within the presented article, taking into account already existing achievements of scientists, the concept, the main features of the principles of state administration of the executive system of Ukraine are defined. The principles of activity of executive bodies bodies according to the current legislation of Ukraine are determined. A brief description of the principles is presented, namely: the rule of law, legality, compulsory, independence, justice, impartiality and objectivity, discretion, transparency and openness of executive proceedings and its fixation by technical means, the reasonableness of the time limits for enforcement proceedings, the proportionality of enforcement measures and the amount of claims for decisions, the right to appeal decisions, actions or omissions of state executives, private performers. It is established that in general the principles of executive proceedings in the investigated normative acts are duplicated, in addition to the principles of independence and the right to appeal decisions, actions or inaction of state executives, private performers. The actual vision of the principles of public administration of the executive system of Ukraine is determined. The opinion on the need to supplement the list of principles with the following: the principle of equal competition between state and private performers through the balance between them; the principle of responsibility of the executive system bodies, their officials and private executors for damage caused as a result of violations of regulatory requirements; the principle of introducing effective incentives for voluntary implementation of decisions; the principle of professionalism and competence. Also, within the submitted article, it is stated that the use of the terms “principles” and “principles” in the Laws of Ukraine “On Bodies and Officials Performing Enforcement of Court Decisions and Decisions of Other Bodies”, “On Enforcement Proceedings”, which are adopted simultaneously and regulated, are unjustified, identical social relations.

Understanding of the causes and correlations for algorithmic decisions is currently one of the major challenges of computer science, addressed under an umbrella term “explainable AI (XAI)”. Being able to explain an AI-based system may help to make algorithmic decisions more satisfying and acceptable, to better control and update AI-based systems in case of failure, to build more accurate models, and to discover new knowledge directly or indirectly. On the legal side, the question whether the General Data Protection Regulation (GDPR) provides data subjects with the right to explanation in case of automated decision-making has equally been the subject of a heated doctrinal debate. While arguing that the right to explanation in the GDPR should be a result of interpretative analysis of several GDPR provisions jointly, the authors move this debate forward by discussing the technical and legal feasibility of the explanation of algorithmic decisions. Legal limits, in particular the secrecy of algorithms, as well as technical obstacles could potentially obstruct the practical implementation of this right. By adopting an interdisciplinary approach, the authors explore not only whether it is possible to translate the EU legal requirements for an explanation into the actual machine learning decision-making, but also whether those limitations can shape the way the legal right is used in practice.
