DEVELOPMENT OF SUBURBAN RAILWAY TRANSPORT INFRASTRUCTURE IN IRKUTSK REGION

This paper examines the nexus between the main forms of transport, related investments, specific air pollutants, and sustainable economic growth. The research is important since transport may act as a facilitator of social, economic, and environmental development. Based on data retrieved from Eurostat, Organisation for Economic Co-operation and Development (OECD), and World Bank, the output of fixed-effects regressions for EU-28 countries over 1990–2016 reveals that road, inland waterways, maritime, and air transport infrastructure positively influence gross domestic product per capita (GDPC), though a negative link occurred in the case of railway transport. As concerning investments in transport infrastructure, the empirical results exhibit a positive impact on economic growth for every type of transport, except inland waterways. Besides, emissions of CO2 from all kind of transport, alongside other specific air pollutants, negatively influence GDPC. The fully modified and dynamic ordinary least squares panel estimation results reinforce the findings. Further, in the short-run, Granger causality based on panel vector error correction model pointed out a unidirectional causal link running from sustainable economic growth to inland waterways and maritime transport of goods, albeit a one-way causal link running from the volume of goods transported by air to GDPC. As well, the empirical results provide support one-way short-run links running from GDPC to investments in road and inland waterway transport infrastructure. In addition, a bidirectional short-run link occurred between carbon dioxide emissions from railway transport and GDPC, whereas unidirectional relations with economic growth were identified in the case of carbon dioxide emissions from road and domestic aviation. In the long-run, a bidirectional causal relation was noticed between the length of the railways lines, investments in railway transport infrastructure, and GDPC, as well as a two-way causal link between the gross weight of seaborne goods handled in ports and GDPC.

Urban railway transport that connects suburbs and city areas is characterized by uneven temporal and spatial distribution in terms of passenger flow and underutilized carrying capacity. This paper aims to develop methodologies to measure the carrying capacity of the urban railway by introducing a concept of the express-slow mode. We first explore factors influencing the carrying capacity under the express-slow mode and the interactive relationships among these factors. Then we establish seven different scenarios to measure the carrying capacity by considering the ratio of the number of the express trains and the slow trains, the station where overtaking takes place, and the number of overtaking maneuvers. Taking Shanghai Metro Line 16 as an empirical study, the proposed methods to measure the carrying capacity under different express-slow mode are proved to be valid. This paper contributes to the literature by remodifying the traditional methods to measure the carrying capacity when different express-slow modes are applied to improve the carrying capacity of the suburban railway.

The features of management of domestic railway transport at different stages of its development have been disclosed. The main principles and conditions of structural reform in the industry have been formulated. The main models of management of the railway complex, principles and features of the organization of suburban railway communication in different countries have been characterized. Statistical data on suburban rail transport on the infrastructure of JSC «Russian Railways», confirming their importance and significance for the Russian Federation, have been adduced. The economic results of the activity of domestic suburban passenger companies have been considered. The shortcomings of the existing methodology for assessing the financial condition of suburban passenger companies have been indicated. The proposals to improve the current methods of calculations taking into account the conditions of prospective development of companies have been given. The scheme of scientific and methodical approach to the analysis of economic condition of the suburban passenger companies, including set of procedures of calculated and analytical character, has been offered.

Digital transformation in the railway industry is an important element in the development of railways and should benefit commuters, railway operators, infrastructure managers and rolling stock manufacturers. The process of digitization applies to two domains, i.e. customer service and railway companies’ operation. This paper aims to present previous eff orts regarding the use of digital technologies in customer relations and in the field of operations and maintenance, which translates into the quality of services provided. This paper highlights important concepts of this domain with respect to passenger and freight transport, infrastructure, railway rolling stock and railway traffic management. It is also argued that the process of digitization needs properly trained staff . Examples of innovative initiatives of Polish and European railway companies are covered. The purpose of the study is definition and substantiation of the main development points of assessment and planning functions in the cost management system of railway transport infrastructure. Methods used in the study include general scientific analysis and synthesis, dynamic and structural analysis of economic indicators, as well as textual analysis of regulatory documents. Such approach enables to formulate industry-specific peculiarities of cost assessment based on general theoretical concepts of effective use of factors of production. The result of this study is an author's developed approach to cost management system for railway transport infrastructure.

The article addresses the issues of solving a number of planning and forecasting problems of managing socio-economic development. The material presented is based on the general principles of regional planning and reflects the provisions formed taking into account international experience and on the basis of the domestic history of the development of macroeconomic process control systems using modern information technologies. An economic-mathematical model of two key processes of the region’s socio-economic system «basic education, health care, social protection» and «transport infrastructure» has been developed. The results of the calculations are illustrated by the example of the Irkutsk region. The practical use of the developed methodological approaches will make it possible to justifiably solve the tasks of strategizing the rapid development of the regions.

Background: The active development of commodity-transport ties makes the issues of the influence of the situation on commodity markets on the directions and structure of freight traffic particularly important. Scientific understanding of the prospects for the development of transport communications in order to increase the efficiency of goods distribution in accordance with the growing requirements of the economy for its speed, reliability and cost allows us to determine economic indicators for the development of transport infrastructure and the need for investment in fixed assets of transport companies. Aim: Development of methodological tools for assessing the impact of commodity markets on the processes of updating fixed assets of a transport company. Methods: The methodological basis of the study is the work of domestic and foreign scientists, which examined the formation of a system of economic indicators - indicators of the state of technical means and systems, the problems of the development of railway transport in the context of macroeconomic changes, as well as the features of innovative activity in railway transport. To solve the tasks, the method of system analysis, methods of statistical analysis, methods of technical and economic calculations, etc. were used. Results: A methodological approach to the determination of economic indicators reflecting the need for investment when updating the fixed assets of a transport company is proposed taking into account the dynamics of the transport market. Conclusion: The economically feasible renewal of fixed assets of railways not only plays an exceptional role in creating the conditions for the efficient use of their production resources and their development in general, but also helps to create conditions for satisfying solvent demand in the transport market.
