Despite an international consensus for housing to be “built back better” (BBB) following disasters, and the considerable resources expended on reconstruction efforts globally, the management of post-disaster housing reconstruction programmes often leaves much to be desired. This research presents a framework for the management of post-disaster housing reconstruction in developing countries based on a comprehensive identification of the issues affecting the management of reconstruction programmes and the management measures which have proved effective in mitigating these issues and achieving the desired BBB outcomes. The framework highlights the strategic importance of preparedness measures that should be taken before the next disaster strikes and the cross-cutting nature of capacity building and beneficiary community engagement measures that are essential to all stages of the post-disaster reconstruction process. The research findings are limited to developing countries, as the evidence on which they are based is almost entirely from post-disaster housing experiences in the developing world. The framework may, however, be adapted to different, specific post-disaster reconstruction contexts. This research has compiled, extended and up-dated current knowledge regarding the management of housing reconstruction programmes and it provides practical guidance for policy makers and practitioners.

Resourcing post-disaster housing reconstruction (PDHR) entails many drawbacks creating bottlenecks to reconstruction projects. Understanding these vulnerable issues is of utmost to identify the appropriate interventions to mitigate their effects. The devastating aggression in 2014 in Gaza Strip served as a typical example of resources hampers. Based on the quantitative approach, the research employed a self-administrated questionnaire survey to identify the most significant challenges hindering the resourcing for post-2014 aggression housing reconstruction. The questionnaire targeted 55 of the key people in the implementing agencies of post-2014 aggression housing reconstruction. The data collected was analysed using descriptive statistics, through frequency distribution and effect index (EI); and using inferential statistics through one sample Wilcoxon signed rank test. Findings indicated that the challenges related to political issues have the most significant effect on resourcing the PDHR. The main key challenges are: (1) Difficulties to obtain permits from the Israeli side to flow the reconstruction materials into the Gaza Strip, (2) Insufficient funds for reconstruction efforts and (3) Refusal of the international community to contact the local de facto government. This research fills the knowledge gap relating to Gaza and provides the basis for more research on resourcing problems. This research has also extended, updated and confirmed the current knowledge regarding challenges hindering the resourcing for PDHR. The results draw attention of the implementing agencies in Gaza to the factors that creating bottlenecks to resource the reconstruction projects in order to overcome them and to mitigate their negative effects.

Intermediate Technology Development Group (ITDG) recently completed the systematisation of their reconstruction projects which were implemented between the early 1990s and the year 2003 in the poor areas of Peru affected by disasters or internal war. Within these projects, technological housing reconstruction schemes were designed and validated as part of an effort to reduce the vulnerability of the affected population. 1,300 houses were built during 5 years; 600 houses between April 1992 and April 1994 and 700 houses between July 2001 and July 2003. The key factors for successful risk reduction identified during post-disaster reconstruction were: the location of reconstructed housing, the construction procedures and materials employed, the improvement of people's self-construction techniques, and the improvement of local risk-management skills. ITDG's first experience in Alto Mayo during the early 1990s involved participatory management at a local level and the use of the so-called improved “wattle and daub technology” (i.e. structural reinforcement of mud, wood and cane buildings). This technique is more earthquake-proof than the construction technology predominating in Peru (i.e. cement and iron-based structures). The experience in Ayacucho, which concluded in 2001, provided the opportunity to apply the so-called “improved adobe technique” (i.e. structural reinforcement of mud buildings), as well as to install community water supply systems. The reconstruction work in Moquegua and Tacna, completed in 2003, was based on the organisation of workshops geared towards encouraging the participation of women in the use of various housing construction technologies and providing the facilities for them to adapt such technologies to traditional architecture. This article highlights the ITDG approach and experiences to post-disaster reconstruction: the main activities carried out in preparation for and during the implementation of the projects, the lessons obtained during these experiences, and the monitoring and evaluation procedures recommended for future reconstruction projects.

Abstract The 2004 Indian Ocean Tsunami triggered significant destruction to housing and related infrastructures across various coastal districts of south India. Research shows that tsunami reconstruction projects in Kerala experienced different degrees of success and failure. On this background, this study explored factors that contributed to the successful implementation of tsunami housing projects in Kerala by (1) consolidating various critical success factors (CSFs) for post-disaster reconstruction (PDR) projects under “project management success traits” through content analysis of existing literature; (2) deriving a conceptual model that envisages project success in PDR contexts; and (3) assessing the impacts of those success traits on tsunami housing projects using confirmatory factor analysis. Necessary data were gathered through a survey of various stakeholders involved in tsunami reconstruction projects in Kerala using structured questionnaires. The research revealed that PDR project success is attributed to critical dimensions of project management such as institutional mechanisms, reconstruction strategies, project implementation, and stakeholder management. A conceptual model with the interplay of project success, success traits, as well as their CSFs identified the project management actions that must be monitored during reconstruction. Since the project management approach is widely recognized for PDR projects, these success traits hold huge potential for effective organization and management of housing reconstruction projects. The study also helped to identify project management traits that need improvements for the successful implementation of post-disaster housing projects in Kerala. Thus the research findings can serve as a foundational study for formulating project management strategies appropriate to PDR projects in Kerala.

There is an urgent need to improve the management of housing reconstruction programmes. Post-disaster housing reconstruction represents a significant portion of global property investment but its management has often proved to be ineffective. Although the post-disaster context makes management more challenging, it also offers exceptional opportunities to invest in and develop a more resilient built environment. On the basis of a systematic review of the existing literature, characteristics of the housing reconstruction context and successes, failures and management issues arising from historical housing reconstruction programmes were identified. These were synthesized into a conceptual framework that relates the contextual characteristics with management strategies and with the desired outcomes for housing reconstruction initiatives. This framework will enable field data collection in order to better understand the interrelationships between context, management strategies and outcomes. Ultimately, it is intended to provide practitioners with decision support tools for selecting appropriate housing reconstruction management strategies.

Purpose This study aims to reframe the common concept of post-disaster reconstruction “building back better”, especially in the context of post-disaster housing design. Design/methodology/approach An Aceh post-tsunami housing reconstruction project is used as a case study with qualitative methodology through in-depth interviews of selected respondents. Findings The study findings have shown that the term “building back better” is not a familiar term for housing recipients. Whichever different personal background post-disaster survivors come from, whether they are housewife, civil servant, fisherman, university student, businessman or a professional, none have ever heard this phrase. All found it hard to understand the term. This study argues that the “building back better” concept is good in policy but not working in practice. As a result, housing recipients not only were dissatisfied with their new houses but also found that the new housing configurations profoundly altered their traditional way of life. In light of these findings, the paper argues that the concept of “building back better” needs to be reframed to take account of the cultural individual and communal needs and wants of post-disaster survivors. Research limitations/implications This study discusses only one aspect of post-disaster reconstruction that is the design of housing reconstruction. Practical implications Results from this study provide a practical contribution for reconstruction actors especially designers, architects and planners. It helps them to reconsider the common concepts they have used for post-disaster reconstruction processes particularly in designing housing reconstruction projects. Originality/value This study focuses on the question of how tsunami survivors in Aceh reacted to the design of their new post-tsunami houses and what they had done themselves to make their homes a better and nicer place to live within their own cultural needs. This study also sought to understand what motivated the opinions the respondents had about the design of housing reconstruction after the tsunami in Aceh generally. In addition, the study investigated whether survivors knew the phrase and the credo of “building back better” in a post-disaster context.
