The fusion of “innovation theory” and “ecology” gave birth to a large number of studies on “innovation ecology”, which mainly studies how to build an industrial ecological chain at the regional level, focusing on self-evolution, achieving ecological balance, and enabling the regional economy to take the path of sustainable innovation. This type of research borrows a lot of concepts from ecology and very vividly describes the competition and cooperation relationships formed by various agents in the innovation system, laying a good foundation for qualitative analysis of the inherent dynamics of innovation development. However, many studies focus on the analogous description of ecosystems and economic systems, lacking scientifically and rigorously quantitative empirical research as support. This paper uses network-based indicators such as degree, cluster coefficient, and betweenness centrality to measure the function and position of high-tech enterprises in the Z-Park of a business environment. In this way, we clarify the socioeconomic meaning of the topological structure of the regional innovation system. On this basis, it provides theoretical references for regional innovation development and sustainable development policy formulation.

It is reasonable to use digital technologies to organize and support an innovation system that simplify and promote interactions between innovation activity participants by performing a situational analysis of big volumes of structured and unstructured data on innovation activity subjects in the regions. The aim of the article is to substantiate the essence, peculiarities and features of integrating blockchain platforms with Big Data intelligent analytics for regional innovation development. The study was carried out as based on materials describing the development of this concept both in the whole world and its spread in the Russian economy.

The article deals with the role of knowledge in the development of micro- and macroeconomic systems in the new economic realities. The author examines the forms of knowledge in the organization, gives a detailed description of them. It is emphasized that knowledge can be formed not only in knowledge-intensive and high-tech industries. At the same time, there is a two-way dependence: knowledge acts as both a resource and a product with its specific properties. The article describes 4 stages of knowledge circulation, gives the characteristics of the conditions without which the circulation cannot be fully implemented. The author highlights the main tool of knowledge formation-the national innovation system and indicates the balance of its basic elements: the state, science, education and business. In conclusion, the importance of knowledge in the processes of economic development is emphasized.

The purpose of this study is to consider the main aspects of system security providing institutional concept within the technological & innovation systems research methodology development through institutional innovations. In this paper, we will consider how the new evolutionary institutional theory of economic systems in the context of the space-time approach can help in organizing strategic management of development path of the innovation system, increasing system security, and effectiveness of its activities through the balance of system structure. Methodology. The scientific novelty of the research and the solution of its tasks deals, first of all, with the application of the non-system approach, which allows one to consider the factors and results of functioning of such complex economic systems as innovation macro projects, innovation processes, institutional and informational environments, etc. within the framework of providing national security. Involvement on a systematic basis of spatiotemporal analysis allows us to consider in the interrelation processes the distribution of flows of innovation resources and functions, on the one hand, and the distribution in time of similar flows. To solve the tasks of research, the classical scientific methods (analysis and synthesis, logical generalization, analogies, comparative comparison, and grapho-analytical methods), and specific methods of high technologies economy and innovation management were used. Results. As a result of the study, the features of the systemic socio-economic patterns of the functioning of innovation system institutions and the mechanism of management of innovation development in the conditions of modern global technological transformations have been determined. In the future, this makes possible the substantiation of promising areas of state regulation (participation) aimed at activating innovation processes in the economy according to the priorities related to scientific and educational, cluster and network development, and the development of a set of models for the harmonization of the system of priorities of national security and sectoral priorities of innovation development. Using the gained knowledge in practice will help to improve the state of national security, resource saving, improve conditions, and increase labour productivity, as well as the transition to sustainable development of the national economy. Practical implications. Systemic coordination of innovation components of state programs, stimulation of innovation activity, involvement of financial strategies in the innovation economy, expansion of international cooperation and activation of demand for high-tech products, increasing the effectiveness of innovation development programs of companies, and launching of national projects have been proposed as the objectives of forming institutional innovations. The proposed institutional and technological design methodology provides for the selection of institutional tools and scaling of the most effective development tools. Value/originality. The proposed network mechanisms for systemic security ensuring provide the improvement of implementing innovative development programs for the largest companies with state participation; further development of priority technological platforms and innovation networks; harmonization of technological priorities and projects formed within the framework of technological platforms, with the tools of state strategies.

The article discusses the problems of involving the innovative potential of enterprises of the military-industrial complex in the implementation of innovative projects for the non-defence high-technology production, as well as determining the role and place of the regional innovation infrastructure in their implementation. The aim of the study is to justify the role of a region in the implementation of innovative projects for the non-defence high-technology production, to determine features and formulate requirements for the development of the regional innovation infrastructure that provides support for these innovative projects based on the interaction of the regional innovation system enterprises with the military-industrial complex and infrastructure facilities at the national and international levels. As a result of the study, the authors highlighted the most important areas of interaction between the enterprises of the military-industrial complex and the region’s innovative infrastructure facilities (raising funds, promoting high-tech civilian products to national and international markets, etc.) and formulated the requirements for its formation. The results of the study can be used in managing the innovative development of the regions where high-tech enterprises of the militaryindustrial complex are located

AbstractDuring 15 years of implementation of the Regional Innovation Strategy of South Moravia, the support of innovative business evolved into a set of interconnected programmes for startups and innovative companies with a potential of growth and foreign expansion. Programmes of the South Moravian Innovation Centre (JIC) facilitate creation and development of technology oriented companies in the region, highly concentrated in prioritised high-tech branches corresponding with specialisation of the regional economy (IT, mechanical engineering etc.). Growth of highly qualified jobs (mainly in R&D) in these companies contributes to the increasing orientation of the region on knowledge intensive branches of economy. Emerging companies supported by the JIC show in average a longer lifespan and growth dynamics than comparable newly established companies in the region without this support. Realisation of the programmes also significantly contributes to building of high quality business environment in the region. Problematic aspects of support to innovative business in the South Moravian Region are linked mainly with poor network of investors able to stimulate faster growth of startups, with low motivation of university students to start their own business or with emerging dichotomy in the support of knowledge intensive businesses concentrated in Brno and insufficiently supported businesses with lower knowledge intensity, also operating in priority branches of the regional economy.

The article analyzes innovation communications (InCo) as a factor for the innovation networks development. It is shown that the necessity to use InCo practice is due to the complexity of processes in high-tech sectors and the relevance of the development of appropriate organizational and economic tools for marketing relations. The main goals of the innovation networks development are determined. In the context of the study of factors for the innovation networks development, the role of relationship marketing, which involves the constructing long-term mutually beneficial relations with key partners of the economic entity, should be noted. It is determined that relationship marketing acts as a tool for practical implementation of the concept of joint creation of value in modern institutional forms of interaction in the innovation system (innovation networks, in particular virtual, international clusters, alliances, etc.). It was emphasized that in order to achieve the network aspect of innovation development of the economy, it is necessary to use models of open innovation, that is, combining efforts of economic entities in the scientific and technical field and exchange of operating results. The main communication problems, which cause the blocking of innovation development are determined. The analysis made it possible to distinguish between the groups of methods and mechanisms that are most often considered in the InCo practice. InCo practices are considered in terms of the possibility of organizing and self-regulating systems.

The aim of the work was to evaluate the dynamics of regional innovation development and compare the Russian regions according to their innovation efficiency, used resources, and achieved results. To estimate direct and indirect innovation effects, this study used the data on Russian regions according to variables of the innovative product volume, the share of high-tech products in the gross regional product (GRP) structure, the number of used patents, and investment in innovation activity for 2006–2017. To obtain a representative sample, a cluster analysis was applied as a preliminary step, which made it possible to select a group of regions that were most advanced in terms of their innovative development. Output-oriented data envelopment analysis models were applied for Malmquist Productivity Index calculation. The obtained results indicate the average growth of total factor productivity of regional innovation development over time. The main source of innovative development is largely derived from the economy of scale, while the effectiveness of regional innovation systems is basically increasing through broader resource bases, rather than through its effective utilization. The research findings can be applied to diagnose regional innovation effectiveness, justify public investment in research and development (R & D), and identify the priorities of regional innovation policy for specific regions.
