It is reasonable to use digital technologies to organize and support an innovation system that simplify and promote interactions between innovation activity participants by performing a situational analysis of big volumes of structured and unstructured data on innovation activity subjects in the regions. The aim of the article is to substantiate the essence, peculiarities and features of integrating blockchain platforms with Big Data intelligent analytics for regional innovation development. The study was carried out as based on materials describing the development of this concept both in the whole world and its spread in the Russian economy.

This article is an enhancement of the authors chapter "Critical Review about Aquaponics is non-boring sciences, as a base of competence" about conceptual platform for the work of a network of regional experimental sites that work out various aspects of the implementation of design and research activities in the study of aquaponics. The chapter contains a description of the experience of creating a new component of the regional education system "Aquaponics in Education", the construction of the content of education in the educational organization, taking into account the new component; Designing a unified network of interaction between educational organizations of various types for the implementation of the author's experimental program "The Academy of non – boring Sciences. Aquaponics ". Methodical recommendations on the inclusion of innovative equipment Fish Plant Family Unit and Fish Plant Production in the educational system, the direction of design and research activities of students in the field of aquaponics are proposed.

The purpose of the article is to show that the most honest crystallisation of piety and humanity is creation. At the same time, the history of creation shows that the Creator created the world as a single family, the centre of which is man. The Christianity accepts sin as a reality, as an existing inconsistency between man and God. According to this, sin is as a product of human society's behaviour and morals or as a kind of disease. The enormous references in ecclesiastical bibliography, in addition to their unique goals, are designed to reflect on the need to be aware of the mystery of creation, to rediscover the vital connection between the absolute and the moral, and to guarantee the historical memory. In this article Human creation and the role of the family authors see as aspects of Theological theory in Bioinformatics for Human history

The article proposed interdisciplinary research should contribute to understanding the attitude of the population to the ongoing processes of digital transformation of the means of interaction with authorities, the level of their confidence in the widespread introduction of artificial intelligence technologies in the provision of public services. Understanding the psychology of the user, the specifics of information flows in public administration, the capabilities of modern IT systems - all this together will make it possible to significantly improve the corresponding communication processes. The scientific task posed within the framework of the topic is to develop a conceptual model for optimizing one of the main elements of modern e-government systems - "intelligent chat bots" designed to make the interaction of citizens with government bodies more efficient. The results of the article is contribute to the implementation of the goals, objectives and strategic guidelines of the programs of scientific and technological development of both the region and Russia as a whole.

The article considers the problem of political discourse transformation as exemplified by European (British&Russian) political rhetoric of the 20th century. Considered is the complex nature of political discourse comprising both its variable and invariable aspects reflecting discursive constancy and change which are regarded as manifestations of the sliding mode usually applicable to exact sciences phenomena. The major factors of transformation depend on social change caused by dramatic events in history, namely political conflicts. The invariable part of political discourse is concentrated around the text structure with dicteme as the main information and structure unit of the text and discourse. The variable part is determined by factors of speech regulation including target content of the utterance, status of the speaker and the listener, pre-supposition and post-supposition. Genre and register specificity of political discourse as its constant characteristics reflect the change. Conclusions offer some generalizations Virtual Learning offer for Biologic Informatics aspects

In this paper, authors are interested in the problem of lossless compression of unlabeled semi-ordered trees. Semi-ordered trees are a class of trees that present an order between some sibling while some other sibling are unordered. They offer a wide possibility of applications especially for the representation of plants architecture. Authors show that these trees present remarkable compression properties covering those of ordered and unordered trees. To illustrate this approach, authors apply these notions to a particular class of semi-ordered trees which is the most studied branching structure particularly for a botanical motivation, namely axial trees.

The protein molecules are considerate in the space of the highest dimension with a change in dimension with demand at the conformation of the molecules. It was shown that the widespread quasi-plane model of the Pouling protein structure do not reflect and even contradict the spatial structures of the protein in various conformations. It was found that the linear structures and folded structures of the protein in space of the highest dimension have translational symmetry. The elementary elements of protein translational symmetry were determined, their dimensions were calculated (9 for the linear structures and 23 for folded structures).

Single nucleotide polymorphisms (SNPs) are the most common type of genetic variation in people. SNPs are valuable resource for exploring the genetic basis of disease. The XPA gene provides a way to produce a protein used to repair damaged DNA. This study used the computational methods to classify SNPs and estimate their probability of being neutral or deleterious. The purpose of this analysis is to predict the effect of nsSNPs on the structure and function of XPA proteins. Data was collected from the NCBI hosted dbSNP. The authors examined the pathogenic effect of 194 nsSNPs in the XPA gene with computational tools. Four nsSNPs (C126S, C126W, R158S, and R227Q) those potentially effect on structure and function of the XPA protein were identified with combination of SIFT, PolyPhen, Provean, PHD-SNP, I-Mutant, ConSurf server and Project HOPE. This is the first comprehensive analysis in which XPA gene variants studied using in silico methods and this research able to gain further insight into XPA protein variants and function.

THE COVID-19 halted the education system throughout the world, Colleges, Schools across India were shut down to contain the spread of the virus. Now there was an immediate need to respond to this situation and colleges, schools, and coaching centers throughout India and the world started moving online for conducting classes, giving homework and assignments to the students, thereby not stopping the learning. The purpose of the research is to investigate the closure of schools, colleges due to COVID-19 and its impact on online websites, certification courses Both Primary and Secondary research sources would be used to collect relevant information throughout the research, Primary research was taken from a Questionnaire, Surveys, and Interviews while secondary sources articles, previous research papers, newspapers, etc. It was found that students found online learning necessary during the lockdown and that there was a significant relationship between the closure of colleges and schools during the lockdown and an increase in online course takers.

This Avatars Control System use Based Bioinformatics in E-Business Research & deals with issues related to the construction and development of the digital economy in one particular region -Republic of Armenia. This country is considered, the digital sector of which may become the largest in the country in the next five years. The digital revolution affects all areas of the Armenian economy. Prior to this, the Armenian economy was known as the mining industry, a food producer and a food. Today, according to statistics, Armenia's leading mining and energy companies are already one step ahead of their colleagues in the economically successful implementation of digital technology. Naturally, in such successes of digital transformations, there are key components. The authors hope that the examples of development and thought about the driving springs of these transformations, chosen in consideration of the interests of the development of the Russian E-Business Research of Entrepreneurs , can be interesting and useful for Russian enterprises that have started their digital transformations.
