Experiments using the public goods game have repeatedly shown that in cooperative social environments, punishment makes cooperation flourish, and withholding punishment makes cooperation collapse. In less cooperative social environments, where antisocial punishment has been detected, punishment was detrimental to cooperation. The success of punishment in enhancing cooperation was explained as deterrence of free riders by cooperative strong reciprocators, who were willing to pay the cost of punishing them, whereas in environments in which punishment diminished cooperation, antisocial punishment was explained as revenge by low cooperators against high cooperators suspected of punishing them in previous rounds. The present paper reconsiders the generality of both explanations. Using data from a public goods experiment with punishment, conducted by the authors on Israeli subjects (Study 1), and from a study published in Science using sixteen participant pools from cities around the world (Study 2), we found that: 1. The effect of punishment on the emergence of cooperation was mainly due to contributors increasing their cooperation, rather than from free riders being deterred. 2. Participants adhered to different contribution and punishment strategies. Some cooperated and did not punish (‘cooperators’); others cooperated and punished free riders (‘strong reciprocators’); a third subgroup punished upward and downward relative to their own contribution (‘norm-keepers’); and a small sub-group punished only cooperators (‘antisocial punishers’). 3. Clear societal differences emerged in the mix of the four participant types, with high-contributing pools characterized by higher ratios of ‘strong reciprocators’, and ‘cooperators’, and low-contributing pools characterized by a higher ratio of ‘norm keepers’. 4. The fraction of ‘strong reciprocators’ out of the total punishers emerged as a strong predictor of the groups’ level of cooperation and success in providing the public goods.

Contributions in the public goods game—a classical social dilemma situation—have been shown to depend strongly on the presence versus absence of punishment or sanctions for free riders. Also, there appear to be noteworthy individual differences in the degree to which decision makers cooperate. Herein, we aimed to bring these two lines of research together. Firstly, we predicted that both presence of punishment and high dispositional Honesty–Humility (as conceptualized in the Honesty–Humility, Emotionality, eXtraversion, Agreeableness, Conscientiousness, Openness to experience model of personality) should yield higher contributions. Secondly, and more importantly, we expected an interaction, such that only those low in Honesty–Humility would condition their behaviour on the presence versus absence of punishment, thus employing cooperation strategically. In line with the hypothesis, the results of two experiments (one of which comprised a longitudinal design) corroborated that the degree to which decision makers shift towards higher contributions when punishment is introduced depends on their dispositional level of Honesty–Humility. Expulsion has been found to promote cooperation in social dilemmas, but only if it does not incur costs or is applied unilaterally. Here, we show that removing both conditions leads to a spontaneous resolution of the costly expulsion problem. Namely, by studying the public goods game where cooperators and defectors can expel others at a personal cost, we find that public cooperation thrives as expulsion costs increase. This is counterintuitive, as the cost of other-regarding behaviour typically places an additional burden on cooperation, which is in itself costly. Such scenarios are referred to as second-order free-rider problems, and they typically require an additional mechanism, such as network reciprocity, to be resolved. We perform a mean field analysis of the public goods game with bilateral costly expulsion, showing analytically that the expected payoff difference between cooperators and defectors increases with expulsion costs as long as players with the same strategy have, on average, a higher frequency to interact with each other. As the latter condition is often satisfied in social networks, our results thus reveal a fascinating new path to public cooperation, and they show that the costs of well-intended actions need not be low for them to be effective.

Although punishment can promote cooperative behavior, the evolution of punishment requires benefits which override the cost. One possible source of the benefit of punishing uncooperative behavior is obtaining a positive evaluation. This study compares evaluations of punishers and non-punishers. Two hundred and thirty-four undergraduate students participated in two studies. Study 1 revealed that, in the public goods game, punishers were not positively evaluated, while punishers were positively evaluated in the third-party punishment game. In Study 2, where the non-cooperator was a participant of a public goods game, we manipulated the punishers participation in the game. The results showed that punishers received no positive evaluations, regardless of their participation in the game, indicating that negative evaluation may not be a reaction toward aggression with retaliatory intentions.

The importance of cooperation is self-evident to humans, yet the existence of corruption where law violators can avoid being punished by paying bribes to corrupt law enforcers may threaten the maintenance of cooperation. Although powerful monitoring has been used to resolve such matters, existing studies show that the effects of such measures are either transient or uncertain. Thus how to efficiently control the occurrence of corruption for the emergence of cooperation remains a challenge. Here, we introduce social exclusion into the public goods game, and respectively propose three measures to control corruption, namely, the exclusion of corrupt punishers, the exclusion of corrupt defectors, and the exclusion of both corrupt punishers and corrupt defectors. Our results show that the system dynamics driven by these three measures can exhibit many interesting dynamical outcomes including the dominance of defectors, rock-scissors-paper cycle, heteroclinic cycle, or interior attractor. We further demonstrate that excluding corrupt punishers can improve the situation of corruption more efficiently than excluding corrupt defectors. In addition, excluding both corrupt defectors and corrupt punishers can more effectively promote the emergence of cooperation for a broad parameter range.

Research using the public goods game to examine behaviour in the context of social dilemmas has repeatedly shown substantial individual differences in patterns of contributions to the public good. We present here a new method specifically designed to capture this heterogeneity in play and classify participants into broad categories or types. Players in groups of four made initial, simultaneous contributions to the public good. Subsequently, players were sequentially told the current aggregate contribution to the public good and allowed to change their decision based on this information. The game continued, with players updating their contribution decision until the game ended at an unknown point. By looking at the relationship between players' contributions and the aggregate value they observed, we were able to cleanly classify 82% of our players into three types: strong free riders (28%), conditional cooperators of reciprocators (29%), and strong cooperators (25%). We also found that scores on some of the personality dimensions we investigated (self‐monitoring, self‐esteem, neuroticism, and conscientiousness) correlated with player type. Finally, males were found to be more likely to be strong cooperators than females. Copyright © 2001 John Wiley & Sons, Ltd.

Abstract With a linear public goods game played in six different variants, this article studies two channels that might moderate social dilemmas and increase cooperation without using pecuniary incentives: moral framing and shaming. We find that cooperation is increased when noncontributing to a public good is framed as morally debatable and socially harmful tax avoidance, while the mere description of a tax context has no effect. However, without social sanctions in place, cooperation quickly deteriorates due to social contagion. We find ‘shaming’ free-riders by disclosing their misdemeanor to act as a strong social sanction, irrespective of the context in which it is applied. Moralizing tax avoidance significantly reinforces shaming, compared with a simple tax context.

AbstractControllability of complex networks aims to seek the lowest number of nodes (the driver nodes) that can control all the nodes by receiving the input signals. The concept of control centrality is used to determine the power of each node to control the network. The more a node controls the nodes through connections in the network, the more it has the power to control. Although the cooperative and free-rider strategies and the final level of cooperation in a population are considered and studied in the public goods game. However, it is yet to determine a solution to indicate the effectiveness of each member in changing the strategies of the other members. In a network, the choice of nodes effective in changing the other nodes’ strategies, as free-riders, will lead to lower cooperation and vice versa. This paper uses simulated and real networks to investigate that the nodes with the highest control power are more effective than the hubs, local, and random nodes in changing the strategies of the other nodes and the final level of cooperation. Results indicate that the nodes with the highest control power as free-riders, compared to the other sets being under consideration, can lead to a lower level of cooperation and are, therefore, more effective in changing the strategies of the other nodes. The obtained results can be considered in the treatment of cancer. So that, destroying the tumoral cells with the highest control power should be a priority as these cells have a higher capability to change the strategies of the other cells from cooperators to free-riders (healthy to tumoral).
