This paper proposes a model of a legislature, formed by several parties, which has to vote for or against a certain bill in the presence of a lobbyist interested in a certain vote outcome. We show that the ease with which the lobbyist can manipulate a legislature decision increases with the number of elected parties, and, consequently, decreases with an electoral threshold. On the other hand, a lower electoral threshold increases the representativeness of a legislature. We combine these two effects in a notion of fairness. We show the existence of an electoral threshold that optimizes the fairness of a political system, which is close to 1–5%. Namely, the optimal threshold (in our sense) is close to thresholds that exist in most parliamentary democracies.

Similar to other fields, also in the military one, the Artificial Intelligence has become recently an evident solution for optimizing specific processes and activities. Therefore, this research paper aims to highlight the potential uses of Artificial Intelligence in the military operations carried out by the Land Forces. In this regard, analysing the framework of the operations process and applying suitable research methodology, the main findings are related to AI’s contributions in optimizing commander’s decisions during the progress of planning and execution. On the other hand, picturing the AI upgrated combat power of the Land Forces is another significant result of this study.

Abstract The disagreement over what was responsible for arriving at consensual positions, in traditional African polities, is best captured in the classic debate between Kwasi Wiredu and Emmanuel Eze. The former holds that rational persuasion was the sole informant of decision-making while the latter argues that non-rational factors played a crucial role in securing a consensual decision. If Wiredu is correct then consensus could work in modern society as it can be argued that it does not rely on traditionalistic scaffoldings. If, on the other hand, Eze is correct, then consensus cannot work in modern largely urbanised Africa as its traditional underpinnings have largely disappeared. While Emmanuel Ani’s intervention in this debate is welcome for its earnest search for a system that could work, his support for Eze is not bold enough to undermine Wiredu’s rationalistic orientation in consensus.

Walter Bagehot is an excellent example of the mid-Victorian polymath. He was a banker, journalist, editor, biographer, literary critic, economist and political analyst. The educated reader of today remembers him as the author of The English Constitution, which, though published in 1867, remains one of the best introductions to the workings of the Westminster political system. Economists, on the other hand, vaguely recall him as the monetary commentator who wrote Lombard Street (1873b) and edited The Economist (1861–1877). Only a few historians of economic thought cite Bagehot for his participation in the English Methodenstreit. He played a significant role in this largely forgotten Victorian debate between the historical and orthodox economists. He was one of the first orthodox economists to respond to the historicist challenge, and, in doing so, he articulated a highly controversial relativist interpretation of the orthodox doctrines. The use of a variety of instruments for quality assurance, management, and enhancement in higher education is well recognized. This article investigated the instruClose Panelments used by Higher Education Institutions (HEIs) in Oman to measure, control, and manage the quality of their services in alignment with the standards set by Oman Academic Accreditation Authority (OAAA). Quality Assurance Managers (QAMs) from five HEIs were interviewed to identify the instruments used by them to fulfil the requirements of each standard and the way they make use of the data gathered by using these instruments. Findings from the study reveal that questionnaires and meetings are the most common instruments used by these institutions to measure, control and assure the efficacy of their current quality activities. In addition, HEIs use summary statistics to analyse data and then present them in meetings or through reports. On the other hand, it was found that substantial efforts are made to collect data but the efficient usage of data is missing. The QAMs reported a lack of awareness among the staff on the importance of collecting data since the staff members believe that these data are collected for documentation purposes only. This study emphasizes the importance of using the data gathered from different instruments in decision making and enhancing the quality of HEIs.

ABSTRACTAfter signing the MoU between the Indonesian government and the Free Aceh Movement, a lot of interesting dynamics going on in Aceh, which is the Qanun KKR Aceh. As an independent agency, the Aceh TRC duty to disclose the truth on the alleged past human rights violations in Aceh. This paper examines the nature of the independence of Aceh TRC is based on theoretical characteristics of an independent institution. Based on the results of the study found that the Aceh TRC has a number of independent properties include: an odd number of members, the independent election commission members, the election and dismissal of members of the commission are closely regulated and has the authority to regulate themselves (self-regulated bodies). However, on the other hand also found two other things that escape is set regarding the nature of the independence of Aceh TRC is concerning institutional decision-making procedures and functions of the commission as well as regarding filling positions that are not members of the commission be gradual (staggered terms) but simultaneously. Keywords: Independency, Komisi Kebenaran dan Rekonsiliasi Aceh. INTISARIPasca penandatanganan MoU Helsinki antara Pemerintah Indonesia dengan GerakanAceh Merdeka, banyak dinamika menarik yang terjadi di Aceh, salah satunyaadalah pengesahan Qanun KKR Aceh. Tulisan ini berusaha mengkaji sifat independensi KKR Aceh berdasarkan ciri teroritik suatu lembaga independen. Berdasarkan hasil kajian ditemukan bahwa KKR Aceh memiliki sejumlah sifat independenmeliputi: jumlah anggota yang ganjil, proses pemilihan anggota komisi yang independen, pemilihan dan pemberhentian anggota komisi diatur jelas serta memiliki kewenangan untuk mengatur dirinya sendiri (self regulated bodies). Namun, di sisi lain juga ditemukan dua hal lain yang luput diatur berkenaan sifat independensi KKR Aceh, yaitu menyangkut prosedur pengambilan keputusan kelembagaan dan fungsi komisi serta perihal pengisian jabatan anggota komisi yang tidak dilakukan secara bertahap(staggered terms) melainkan bersamaan. Kata Kunci: Independensi, Komisi Kebenaran dan Rekonsiliasi Aceh.

Any attempt at the formulation or critical review of American policies in Europe is conditioned by our historical conceptions. Whether we try to define American policy with regard to Germany, the economic recovery of Europe, or the protection of western Europe against further Russian inroads, we are consciously or unconsciously influenced by what we consider to be the “normal” organization of Europe, and are thereby led to direct our political actions as much as possible toward the restoration of the traditional order. There exists, on the other hand, a general awareness of radical changes in world politics and especially European affairs, and our practical political experiences demonstrate that we are constantly driven to adopt unprecedented measures which run counter to what we still envisage as the historical pattern of Europe.

Purpose: To compare the tactical-technical behavior of volleyball players according to the manipulation of court size in small-sided games. Method: We analyzed the tactical-technical behaviors of 16 male players (12.2  ±  0.5 years and 1.2  ±  0.8 years of practice) using the components of the GPAI instrument (Adjustment, efficiency, decision-making and effectiveness) validated for volleyball. To this end, we examined 1614 transition actions (defense, setting and attack) from games played in four court dimensions (3.0 × 3.0m, 4.0 × 4.0m, 4.6 × 4.6m and 5.2 × 5.2m). Altogether 96 Volleyball games were analyzed. Results: The smaller area per player favored technical skills development, specifically defensive and offensive ones. On the other hand, a larger area per player promoted higher scores in decision-making and effectiveness. Conclusion: Our findings indicate that the players’ behaviors in small-sided games depend on the game configurations, since modifications in the tactical-technical behavior emanate from the game ecology. Thus, the court size manipulation is a powerful pedagogical tool that deeply relates to learning outcomes. Coaches must consider such constraints in the teaching-learning process, since small-sided games manipulations should be linked with clear learning goals.

With statin-based therapies to prevent or delay atherosclerotic progression, the reductionist approach of strict guidelines for treating dyslipidemias resulted in remarkable low-density lipoprotein transported cholesterol reduction. The precise estimation of residual cardiovascular diseases risk, on the other hand, remains a significant challenge that necessitates the development of new integrated approaches. The application of a network medicine approach could lead to the development of novel strategies. This is unquestionably a multidisciplinary strategy that will be difficult to put into practice in a clinical setting. We must dissect a patient with dyslipidemia to the level of single cell analysis and then reconstruct the puzzle to get a complete picture of nodes and disease modules. These efforts are critical for fully comprehending the molecular networks that underpin dyslipidemia and atherosclerosis. Furthermore, computer-aided decision-making is becoming more common in the clinical evaluation of subjects with suspected coronary heart disease. Physicians, on the other hand, should keep in mind that machines lack a "sense of reasoning" and should therefore question the reliability of a clinical decision made solely by robots. As a result, AI should be referred to as "augmented intelligence," which can aid physicians in decision-making but should leave the final strategy in their hands.

Empowerment is considered one of the best managerial approaches to foster employees’ effectiveness, creativity, commitment, performance, and other positive work-related attitudes and behaviors while providing an essential tool for leadership development and succession planning. Empowerment involves delegation of authority, sharing of information and resources, and allowing employees to participate in decision-making processes. Empowerment practices result in positive outcomes through psychological empowerment, which comprises meaning, impact, self-determination, and competence. However, empowerment should be exercised with care, and before doing so, leaders should understand their employees’ competences, willingness, and characteristics, as well as the organizational culture and industrial dynamics. With the increasing use of information and communication technologies, inevitable influence of globalization, and continuously changing dynamics of interconnectedness among industries, the business environment has become more volatile, uncertain, complex, and ambiguous (VUCA). In order to survive in this environment, companies try to increase diversity in their workforce to make the best use of a broad variety of skills, experiences, and opinions, thus boosting creativity and innovativeness, which makes leadership more difficult than ever. With empowerment, the concept of delegation of power is important. Therefore, comparing the concept of personal empowerment with managerial empowerment helps in understanding that these concepts are different, although interconnected. Delegation of authority ensures that the manager transfers decision-making authority to subordinates under certain conditions. In delegation, authority is retained by the manager, who has the ultimate responsibility. On the other hand, in empowerment, authority is fully transferred to the person who is already doing the job, with all the rights and responsibilities to take the initiative as necessary. Empowerment is also closely related but different from the concept of motivation. In motivation, decision-making authority and control stays with the manager. Empowerment, on the other hand, gives employees the opportunity to participate in management, solve problems, and participate in decision-making processes. In this context, the concepts of delegation of authority, motivation, participation in management, and job enrichment are the domain dimensions of personal empowerment, and thus they are interrelated, yet different. It is important to create a common vision and to have common values in order to establish the empowerment process. Subordinates and supervisors need to trust each other, and empowerment needs to be seen as a philosophy, not a technique. It is necessary to create business conditions that enable the development of knowledge and skills in personnel empowerment. These conditions affect the perceptions and attitudes of the staff, such as, support, loyalty, identification, and trust. Empowering employees promotes organizational commitment, increases engagement, and reduces turnover intentions of key personnel. Because empowerment involves encouraging participation of subordinates in the decision-making process, it also helps to enhance the effectiveness of the decisions and reduce decision-making time. In the VUCA world, limited decision making could be a critical obstacle to establish and maintain sustainability in highly competitive business environments.

Mitarbeiter sind zwar Kostenfaktor und Risikofaktor jedes Unternehmens, aber vor allem auch Leistungs-, Kreativ- und Wertschöpfungsfaktor. Legt man zugrunde, dass Humankapital und Wissen als zentrale Eckpfeiler der Innovations- und Wettbewerbsfähigkeit zu werten sind, ist die entscheidungsorientierte Steuerung von Personalinformationen geradezu ein Muss für eine zukunftsorientierte Unternehmensentwicklung. Kenngrößen sollten Intuition und Erfahrung von Unternehmern sowie Führungskräften bei der Entscheidungsfindung und Entscheidungsdurchsetzung unterstützen. Dabei ist zweierlei zu bedenken: Zum einen sind unternehmensspezifische Bedürfnisse in das Berichtswesen und das Kennzahlencockpit zu integrieren und zum anderen bedeutet die Umsetzung von Personalmaßnahmen vor allem auch Transparenz zu schaffen und Kommunikation zu pflegen. Employees are considered as cost and risk factors but most importantly represent creative and value adding potential for companies. Since personnel and know-how are cornerstones of the company´s innovative and competitive capabilities, utilization of relevant personnel information is absolutely essential for a future orientated development of companies. Key performance indicators support intuition and experience of entrepreneurs and managers in decision making. While doing so company specific needs have to be taken into account in designing reporting and data cockpits on the one hand. On the other hand implementation of personnel related activities always demands transparency as well as timely and continuous communication.
