Provision of safe drinking water by water utilities is challenged by disturbances to water quality that have become increasingly frequent due to global changes and anthropogenic impacts. Many water utilities are turning to adaptable and flexible strategies to allow for resilient management of drinking water supplies. The success of resilience-based management depends on, and is enabled by, positive relationships with the public. To understand how relationships between managers and communities spill over to in-home drinking water behavior, we examined the role of trust, risk perceptions, salience of drinking water, and water quality evaluations in the choice of in-home drinking water sources for a population in Roanoke Virginia. Using survey data, our study characterized patterns of in-home drinking water behavior and explored related perceptions to determine if residents’ perceptions of their water and the municipal water utility could be intuited from this behavior. We characterized drinking water behavior using a hierarchical cluster analysis and highlighted the importance of studying a range of drinking water patterns. Through analyses of variance, we found that people who drink more tap water have higher trust in their water managers, evaluate water quality more favorably, have lower risk perceptions, and pay less attention to changes in their tap water. Utility managers may gauge information about aspects of their relationships with communities by examining drinking water behavior, which can be used to inform their future interactions with the public, with the goal of increasing resilience and adaptability to external water supply threats.

Abstract West Virginia has had a history of water quality issues. In parallel, the world is facing a plastic pollution crisis. In order to better understand behavioral responses to perceived water quality, a survey was conducted at a major research university to ask participants about water quality perceptions and drinking water behaviors. A total of 4,188 students completed the survey during the Spring 2017 semester. Logistic regression analyses were used to predict behaviors. Results indicated that a third of the student population primarily used bottled water for drinking purposes at home, while 39% used a filter at home and 26% drank water directly from the tap. On campus, bottled water use was reported by 36% of the students, water fountain use represented 31%, and 29% of the students brought their own water with reusable cups/bottles. Health risk perceptions, organoleptic perceptions (i.e., taste, odor, color), and environmental concern were predictors of the different behaviors. Students originally from West Virginia had a higher propensity of using bottled water. We argue that bottled water consumption should be reduced in areas where water quality is not an issue. In this sense, there is a need for education among the student population in West Virginia.

An inventory is made of the possibilities to recover sustainable energy from the water cycle by identifying different water flows in a municipal environment as a sustainable energy source. It is discussed what role public water utilities should play in the market of energy from water. This is done for Waternet, the public water utility of Amsterdam, by describing experiences on two practical applications for aquifer thermal energy storage and energy recovery from drinking water. The main conclusion is that public water utilities can substantially contribute to the production of sustainable energy, especially by making use of heat and cold from the water cycle. Public water utilities have the opportunity to both regulate and enter the market for energy from water.

Protection of the water environment has become a modern socio economic issue in which the sociological pressures for a healthy water environment must be balanced with affordability. Reconciliation of these aspects requires clear political thinking and rigorous methodologies. It also requires a shift in mind-set which considers members of the public as customers. Water utilities are the major users of the water environment and potentially its greatest threat – so good delivery of water services is very important. The presentation addresses the topic through the experience of Anglian Water, a privatised water utility serving Eastern England.

This paper comments on the strengths and weaknesses of different methodologies for risk assessment, appropriate for utilisation by Australian Water Utilities in risk assessment for drinking water source protection areas. It is intended that a suggested methodology be recommended as a national approach to catchment risk assessment. Catchment risk management is a process for setting priorities for protecting drinking water quality in source water areas. It is structured through a series of steps for identifying water quality hazards, assessing the threat posed, and prioritizing actions to address the threat. Water management organisations around Australia are at various stages of developing programs for catchment risk management. While much conceptual work has been done on the individual components of catchment risk management, work on these components has not previously been combined to form a management tool for source water protection. A key driver for this project has been the requirements of the National Health and Medical Research Council Framework for the Management of Drinking Water Quality (DWQMF) included in the draft 2002 Australian Drinking Water Guidelines (ADWG). The Framework outlines a quality management system of steps for the Australian water industry to follow with checks and balances to ensure water quality is protected from catchment to tap. Key steps in the Framework that relate to this project are as follows: Element 2 Assessment of the Drinking Water Supply System• Water Supply System analysis• Review of Water Quality Data• Hazard Identification and Risk Assessment Element 3 Preventive Measures for Drinking Water Quality Management• Preventive Measures and Multiple Barriers• Critical Control Points This paper provides an evaluation of the following risk assessment techniques: Hazard Analysis and Critical Control Points (HACCP); World Health Organisation Water Safety Plans; Australian Standard AS 4360; and The Australian Drinking Water Guidelines – Drinking Water Quality Management Framework. These methods were selected for assessment in this report as they provided coverage of the different approaches being used across Australia by water utilities of varying: scale of water management organisation; types of water supply system management; and land use and activity-based risks in the catchment area of the source. Initially, different risk assessment methodologies were identified and reviewed. Then examples of applications of those methods were assessed, based on several key water utilities across Australia and overseas. Strengths and weaknesses of each approach were identified. In general there seems some general grouping of types of approaches into those that: cover the full catchment-to-tap drinking water system; cover just the catchment area of the source and do not recognise downstream barriers or processes; use water quality data or land use risks as a key driving component; and are based primarily on the hazard whilst others are based on a hazardous event. It is considered that an initial process of screening water quality data is very valuable in determining key water quality issues and guiding the risk assessment, and to the overall understanding of the catchment and water source area, allowing consistency with the intentions behind the ADWG DWQM Framework. As such, it is suggested that the recommended national risk assessment approach has two key introductory steps: initial screening of key issues via water quality data, and land use or activity scenario and event-based HACCP-style risk assessment. In addition, the importance of recognising the roles that uncertainty and bias plays in risk assessments was highlighted. As such it was deemed necessary to develop and integrate uncertainty guidelines for information used in the risk assessment process. A hybrid risk assessment methodology was developed, based on the HACCP approach, but with some key additions and modifications to make it applicable to varying catchment risks, water supply operation needs and environmental management processes.

Purpose Although access to safe drinking water is one of the most important health-related infrastructure programs in the world, drinking water remains a large problem in China today, especially in rural areas. Despite increased government investment in water resource protection and management, there is still an absence of academic studies that are able to document what path the investment has taken and whether it has had any tangible impact. The purpose of this paper is to analyze the impact of drinking water investment on drinking water in China. Design/methodology/approach The authors make use of nationally representative data from 2005 and 2012 to measure the impact of drinking water investment among 2,028 rural households in 101 villages across five provinces. Both ordinary least squares regression and probit regression are used to analyze the correlates and the impact of drinking water investment. Findings The authors demonstrate that water quality was likely a significant problem in 2004 but that China’s investment into drinking water appears to have resulted in initial improvements during the study period. The authors show that the most significant change came about in terms of hardware: villages that received more drinking water investment now have more piped tap water and more access to water treatment infrastructure (disinfecting and filtering facilities). High rates of rural resident satisfaction with drinking water suggest the effects of drinking water investment are being felt at the village level. Originality/value To the authors’ knowledge, this is the first empirical study on drinking water investment over time in rural China using nationally representative data.

AbstractMany people prefer to drink bottled water instead off the tap water. The bottled water is stored in the plastic bottles sometimes for long time. These plastic bottles might leach out some harmful materials into the water especially when exposed to temperature alteration, which may affect human health. This research work focused on investigating the effect of changing temperature on the bottled water quality. The work studied the effect of heating water in plastic bottles by sun, oven, and microwave. The study included also the impact of cooling and freezing the bottled waters. Results showed that temperature alterations caused changes in some physicochemical properties of bottled waters such as decreasing the values of pH and TDS and increasing levels of fluoride and chloride. In addition, the concentration levels of some physiochemical parameters exceeded the permissible values for drinking water. With temperature alterations, all levels of heavy metals in bottled waters were minimal except some small concentrations of copper and zinc. Results confirmed also differences in behavior between the bottled water brands exposed to the same temperature alterations. Heating bottled waters above 50 °C is alarming problem on the water quality. This is because above this degree, many alternations were observed in the water content. The outcomes of this work are useful for improving the current legislation on bottled waters and their storage.

The public water supply played a major role in the urbanization of Debrecen city, just like in the case of many other cities. We had plenty of water and so we wasted it. However nowadays we experience a considerable decrease in the level of groundwater which causes an increasing need of energy for pumping. Beside the above mentioned the ecological threat and the decreasing water quality are also major problems. This study attempts to draw attention to the possibilities and the future of the regional water supply, by showing the history of the water supply, the sanitation systems of Debrecen and their present day activities.

If consumers detect an off-flavor in their drinking water, they are likely to believe that it probably is not safe. Water utilities will be defeating their best efforts to provide safe drinking water if they only meet health-related regulations and do not provide water that is free of off-flavor problems. The purpose of this paper is to explore the current U.S. regulatory environment and discuss how these regulations can adversely impact the control of off-flavors in drinking water. Utilities should adopt a water quality goal that allows them to not only meet the minimums of the regulations, but also meet the customer's highest standards - water that is free of off-flavors.

Source water quality is of major concern to all drinking water utilities. The accidental introduction of contaminants to their source water is a constant threat to utilities withdrawing water from navigable or industrialized rivers. The events of 11 September, 2001 in the United States have heightened concern for drinking water utility security as their source water and finished water may be targets for terrorist acts. Efforts are underway in several parts of the United States to strengthen early warning capabilities. This paper will focus on those efforts in the Ohio River Valley Basin.
