It is the scientific way to promote the transformation and optimization of an industrial structure to promote the improvement of its green total factor productivity (GTFP) by formulating environmental regulation policies. Based on the GTFP panel data of 30 provinces in China from 2004 to 2017, this paper takes the “Air Pollution Control and Prevention Action Plan” (APCP Action Plan) as the proxy dummy variable of environmental regulation, and uses the difference-in-differences (DID) model to explore the impact of the implementation of the APCP Action Plan on GTFP. In addition, by constructing the industrial structure optimization index, this paper analyzes how the APCP Action Plan policy affects GTFP through the transformation and optimization of industrial structure. The following basic conclusions are obtained: First, environmental regulation policies like the APCP Action Plan can improve GTFP. Second, the APCP Action Plan has regional heterogeneity in promoting GTFP in different regions. The policy only significantly affects the GTFP in the Pearl River Delta region in southern China. Third, the “quantity” and “quality” of the optimization of industrial structure will weaken the promoting effect of the APCP Action Plan on GTFP. In contrast, the rationalization of industrial structure will aggravate this promoting effect.

A comparative analysis was conducted between the costs and health benefits of the Air Pollution Control Action Plan (APCAP), which can be implemented in any country to improve air quality and human health. In this study, air quality modeling was used to simulate several scenarios and implement the Kriging method to describe the PM2.5 reduction concentration instantly. Then, health benefits were estimated using the environmental benefit mapping and analysis program (BenMAP) with results from the air quality modeling and Kriging method. To estimate the priority of APCAP, 14 pollution control measures that cover point, mobile, and area sources of air pollution in Taiwan were analyzed. The results indicate that the health benefits of the Taiwan APCAP (TAPCAP) are generally greater than the technical costs. Thus, the implementation of this strategy may result in net benefits. In addition, the benefit-to-control cost ratio for health for the 14 pollution control measures was calculated. The results provide evidence to prioritize the implementation of air quality policies with a higher benefit-cost ratio.

To continuously improve air quality, after implementation of the “Clean Air Action Plan, 2013–2017” (CAAP), the “Three-year Action Plan to Fight Air Pollution” (TYP) was further conducted from 2018 to 2020. However, the effectiveness of the TYP remains unclear in one of the major city-clusters of China, the Sichuan Basin. In this study, the bottom-up method was used to quantify the emission reduction during TYP based on the emissions inventory in Sichuan Basin in 2017 and the air pollution control measures adopted from 2018 to 2020 in each city. The reduction of PM2.5 concentration and the avoided premature deaths due to implementation of air pollution control measures were assessed by using an integrated meteorology and air quality modeling system and a concentration-response algorithm. Emissions of SO2, NOx, PM2.5, and VOCs in the Sichuan Basin have been reduced by 42.6, 105.2, 40.2, and 136.6 Gg, respectively. The control of non-electricity industry contributed significantly to the emission reduction of all pollutants, accounting for 26–49%. In addition, the control of mobile sources contributes the most to NOx reductions, accounting for 57%. The results illustrate that the focus of air pollution control in Sichuan Basin is still industrial sources. We also found that the emission reduction of NOx, PM2.5, and VOCs in Chengdu is significantly higher than that of other cities, which were about 3.4~15.4 times, 2.2~40.1 times, and 4.3~24.4 times that of other cities, respectively. In Sichuan Basin, the average reduction rate of PM2.5 concentration due to air pollution control measures was 5% on average, with the highest contributions from industry, mobile source, and dust emission control. The decrease rate in each city ranges between 1~10%, and the decreasing ratios in Dazhou (10%), Chengdu (8%), and Zigong (7%) are relatively higher. The number of premature deaths avoided due to air pollution control measures in Sichuan Basin is estimated to be 22,934. Chengdu and Dazhou have benefitted most from the air pollution control measures, with 6043 and 2713 premature deaths avoided, respectively. Our results indicate that the implementation of TYP has achieved remarkable environmental and health benefits.

The environmental and resource constraints on economic growth are increasingly evident. China urgently needs to reshape its economic growth momentum. The increase in green total factor productivity is particularly necessary for the growth of the quantity and quality of the economy. This paper selects the provincial panel data of 30 provinces in China from 2001 to 2015, and establishes a panel exchangeable errors model to analyze the impact of eight indicators on green total factor productivity (GTFP) and verifies its effectiveness. Empirical analysis shows that inter-provincial government competition, environmental regulation, energy consumption, and capital stock have a significant impact on green total factor productivity. The influence of foreign direct investment, industrial structure, and industrialization level on the total factor productivity of green is not significant. Therefore, the government should adopt suitable, flexible and diverse environmental regulation policies, promote energy-saving emission reduction and technology innovations through policies such as taxes and subsidies, strengthen the linkage mechanism between industrial structure upgrading and energy efficiency, to increase green total factor productivity.

Abstract. Understanding the effectiveness of air pollution control policies is important for future policy making. China has implemented strict air pollution control policies since the 11th Five-Year Plan (FYP). There is still a lack of overall evaluation of the effects of air pollution control policies on PM2.5 pollution improvement in China since the 11th FYP. In this study, we aimed to assess the effects of air pollution control policies from 2005 to 2017 on PM2.5 using satellite remote sensing. We used the satellite-derived PM2.5 of 2005–2013 from one of our previous studies. For the data of 2014–2017, we developed a two-stage statistical model to retrieve satellite PM2.5 data using the Moderate Resolution Imaging Spectroradiometer (MODIS) Collection 6 aerosol optical depth (AOD), assimilated meteorology, and land use data. The first stage is a day-specific linear mixed effects (LME) model and the second stage is a generalized additive model (GAM). Results show that the Energy Conservation and Emissions Reduction (ECER) policy, implemented in the 11th FYP period and focused on SO2 emissions control, had co-benefits with PM2.5 reductions. The increasing trends of PM2.5 pollution (1.88 and 3.14 µg m−3 year−1 for all of China and the Jingjinji region in 2004–2007, p<0.005) were suppressed after 2007. The overall PM2.5 trend for all of China was −0.56 µg m−3 year−1 with marginal significance (p=0.053) and PM2.5 concentrations in the Pearl River Delta region had a big drop (−4.81 µg m−3 year−1, p<0.001) in 2007–2010. The ECER policy during the 12th FYP period was basically an extension of the 11th FYP policy. PM2.5 is a kind of composite pollutant which comprises primary particles and secondary particles such as sulfate, nitrate, ammonium, organic carbon, elemental carbon, etc. Since the ECER policy focused on single-pollutant control, it had shown great limitation for PM2.5 reductions. The PM2.5 concentrations did not decrease from 2010 to 2013 in polluted areas (p values of the trends were greater than 0.05). Therefore, China implemented two stricter policies: the 12th FYP on Air Pollution Prevention and Control in Key Regions (APPC-KR) in 2012, and the Action Plan of Air Pollution Prevention and Control (APPC-AP) in 2013. The goal of air quality improvement (especially PM2.5 concentration improvement) and measures for multi-pollutant control were proposed. These policies led to dramatic decreases in PM2.5 after 2013 (−4.27 µg m−3 year−1 for all of China in 2013–2017, p<0.001).

High air pollutant emissions in China have become serious environmental issues threatening public health. While spatial heterogeneity plays an important role in environmental regulation in China, it is necessary to analyze the spatial heterogeneity influences of air pollution control policies and informal environmental regulation on air pollutant emissions in China. Based on the quantification of air pollution control policies, this paper incorporates the central government’s policy formulation and local government’s policy implementation into the intensity of air pollution control policy. This paper uses the panel data of China’s 30 provinces to examine the spatial impact of air pollution control policy and informal environmental regulation on air pollutant emissions. The results show that (a) air pollutant emissions represented by soot and dust emission intensity has a significant positive spatial spillover effect; (b) air pollution control policy and informal environmental regulation play significant inhibitory roles in air pollutant emissions; (c) informal environmental regulation has a negative moderating effect on the negative relationship between air pollution control policy and air pollutant emissions. Other implications for environmental management have also been discussed.
