Conservation practitioners routinely work within complex social-ecological systems to address threats facing biodiversity and to promote positive human-wildlife interactions. Inadequate understanding of the direct and indirect, short- and long-term consequences of decision making within these dynamic systems can lead to misdiagnosed problems and interventions with perverse outcomes, exacerbating conflict. Participatory system dynamics (SD) modeling is a process that encourages stakeholder engagement, synthesizes research and knowledge, increases trust and consensus and improves transdisciplinary collaboration to solve these complex types of problems. Tiger conservation exemplifies a set of interventions in a complex social-ecological system. Wild tigers remain severely threatened by various factors, including habitat constraints, human-wildlife conflict, and persistent consumer demand for their body parts. Opinions differ on whether commercial captive tiger facilities reduce or increase the threat from poaching for trade, resulting in policy conflict among diverse stakeholder groups. This paper explains how we are working with international conservation partners in a virtual environment to utilize a participatory SD modeling approach with the goal of better understanding and promoting coexistence of humans and wild tigers. We highlight a step-by-step process that others might use to apply participatory SD modeling to address similar conservation challenges, building trust and consensus among diverse partners to reduce conflict and improve the efficacy of conservation interventions.

Abstract We present a theory of identity politics that builds on two ideas. First, when policy conflict renders a certain social divide—economic or cultural—salient, a voter identifies with her economic or cultural group. Second, the voter slants her beliefs toward the stereotype of the group she identifies with. We obtain three implications. First, voters’ beliefs are polarized along the distinctive features of salient groups. Second, if the salience of cultural policies increases, cultural conflict rises, redistributive conflict falls, and polarization becomes more correlated across issues. Third, economic shocks hurting conservative voters may trigger a switch to cultural identity, causing these voters to demand less redistribution. We discuss U.S. survey evidence in light of these implications.

Abstract Background As Arab countries seek to implement the ‘Guideline on Good Pharmacovigilance Practice (GVP) for Arab countries’, understanding policy implementation mechanisms and the factors impacting it can inform best implementation practice. This study aimed to explore the mechanisms of and factors influencing pharmacovigilance policy implementation in Arab countries with more established pharmacovigilance systems (Jordan, Oman), to inform policy implementation in a country with a nascent pharmacovigilance system (Kuwait). Results Matland’s ambiguity-conflict model served to frame data analysis from 56 face-to-face interviews, which showed that policy ambiguity and conflict were low in Jordan and Oman, suggesting an “administrative implementation” pathway. In Kuwait, policy ambiguity was high while sentiments about policy conflict were varied, suggesting a mixture between “experimental implementation” and “symbolic implementation”. Factors reducing policy ambiguity in Jordan and Oman included: decision-makers’ guidance to implementors, stakeholder involvement in the policy’s development and implementation, training of policy implementors throughout the implementation process, clearly outlined policy goals and means, and presence of a strategic implementation plan with appropriate timelines as well as a monitoring mechanism. In contrast, policy ambiguity in Kuwait stemmed from the absence or lack of attention to these factors. Factors reducing policy conflict included: the policy’s compliance with internationally recognised standards and the policy’s fit with local capabilities (all three countries), decision-makers’ cooperation with and support of the national centre as well as stakeholders’ agreement on policy goals and means (Jordan and Oman) and adopting a stepwise approach to implementation (Jordan). Conclusions Using Matland’s model, both the mechanism of and factors impacting successful pharmacovigilance policy implementation were identified. This informed recommendations for best implementation practice in Arab as well as other countries with nascent pharmacovigilance systems, including increased managerial engagement and support, greater stakeholder involvement in policy development and implementation, and undertaking more detailed implementation planning.

This article investigates the relationship between policy conflict and trust-erosion. It concludes that in a context of trust-erosion, practices to deal with conflict may backfire and lead to further conflict escalation. The article draws on an in-depth analysis of 32 interviews with key actors in the conflict over a contested multibillion-euro highway project in Antwerp (Belgium). It concludes that while all actors draw on the policy repertoire of “managing public support” to explain the conflict, their perspectives of what it means for a policy to have public support differ. Practices to “manage public support” that made sense from one perspective, contributed to the erosion of trust from those holding a different perspective, thus further escalating the conflict. Practices intended to end conflict proved to be fatal remedies.

Maintaining the quality and reliability of electricity transmission lines is central to effective energy governance. However, transmission line siting is often a contentious policy decision since permitting and constructing lines may involve private and public property, residents and communities, and localized and national concerns. Yet, policy conflict in transmission siting across cases and over time has remained largely understudied. This article derives and tests hypotheses about policy conflict in the context of transmission lines completed or constructed between 2017 and 2018 in the United States. In exploring the full population of transmission lines, we find that a majority exhibit relatively low and moderate levels of conflict and attention rather than high levels. We further examine a subset of six of these cases that represent a range of conflict and attention intensity. We describe variation in the diversity of actors and frames, advocacy coalitions, and the volume of discourse associated with transmission line siting over time. As problems related to energy governance have become more complex, energy siting disputes are likely to remain a fruitful area for research on policy conflict.

Although the blockchain-based Internet of Things (BC-IoT) has been applied in many fields, it still faces many security attacks due to lacking policy-based security management (PbSM). Previous PbSM is usually time-consuming, which is difficult to integrate into BC-IoT directly. The high-latency policy conflict resolving in traditional PbSM cannot meet the BC-IoT’s low-latency requirement. Moreover, the conflict resolution rate is low as the PbSM usually neglects the runtime information. Therefore, it is challenging that achieving an efficient PbSM for BC-IoT and overcomes both time and resource consumption. To address the problem, we propose a novel PbSM for BC-IoT named FPICR to realize fast policy interpretation and dynamic conflict resolution efficiently. We first present policy templates based on system log to interpret policy in high speed in BC-IoT. Benefiting from matching the characteristics of the system processing, FPICR supports interpreting a policy into the smart contract directly without complex content parsing. We then propose a weighted directed policy graph (WDPG) to evaluate the importance of the deployed policies more accurately. To improve the policy conflict resolution rate, we implement the resolution algorithm through reconstructing the WDPG. Taking the traits of these properties, FPICR thus can also remove the redundant data to compress storage space by the WDPG. Experiment results highlight that FPICR outperforms the baseline in all measure metrics. Especially, compared with the state-of-the-art method, the speedup of interpretation in FPICR is about up to 2.1 × . The conflict resolution rate in FPICR can be improved by 6.2% on average and achieve up to 96.1%.
