The majority of smallholder farmers in Sub-Saharan Africa face myriad challenges to participating in agribusiness markets. However, how the spatially explicit factors interact to influence household decision choices at the local level is not well understood. This paper’s objective is to identify, map, and analyze spatial dependency and heterogeneity in factors that impede poor smallholders from participating in agribusiness markets. Using the researcher-administered survey questionnaires, we collected geo-referenced data from 392 households in Western Kenya. We used three spatial geostatistics methods in Geographic Information System to analyze data—Global Moran’s I, Cluster and Outliers Analysis, and geographically weighted regression. Results show that factors impeding smallholder farmers exhibited local spatial autocorrelation that was linked to the local context. We identified distinct local spatial clusters (hot spots and cold spots clusters) that were spatially and statistically significant. Results affirm that spatially explicit factors play a crucial role in influencing the farming decisions of smallholder households. The paper has demonstrated that geospatial analysis using geographically disaggregated data and methods could help in the identification of resource-poor households and neighborhoods. To improve poor smallholders’ participation in agribusiness, we recommend policymakers to design spatially targeted interventions that are embedded in the local context and informed by locally expressed needs.

This study explores the innovation intermediaries’ landscape in sub-Saharan Africa, considering Science Granting Councils (SGCs) as the key intermediaries in the system. Based on extensive desk research, personal interviews, and an online survey, the study discusses the roles and functions performed by SGCs as intermediators and influences of science, technology, and innovation (STI) policy. The results of the analysis corroborate the need for institutional and systemic changes to enable SGCs to perform their role. The realities, resources, and constraints at the local level cry out for the adaptation of current and future partnerships to the local context. The study concludes that only by tailoring partnerships to the development of capacity at the local level can SGCs perform effectively as influencers of national STI policy and mediators of partnerships with foreign development actors.

Land use in much of sub-Saharan Africa is dominated by legislative frameworks based on a strong colonial legacy, focusing strongly on state control and minimal devolution of management responsibilities to local communities. However, attempts to reconcile conservation and socio-economic development by increasing stakeholder engagement in community-based natural resource management (CBNRM) have been undertaken since the late 1980s. Based on a review of published literature on historical land-use trajectories, the evolution of CBNRM, and key respondent interviews with NRM experts in Ghana and Zambia, this paper asks: What lessons can be learned from CBNRM to inform integrated landscape approaches for more equitable social and ecological outcomes? The paper discusses the positive characteristics and persistent challenges arising from CBNRM initiatives in both countries. The former being, improved rights and resource access, an established institutional structure at the local level, and a conservation approach tailored to the local context. The latter include the absence of multi-scale collaboration, inadequate inclusive and equitable local participation, and limited sustainability of CBNRM initiatives beyond short-term project funding timelines. The paper argues that integrated landscape approaches can address these challenges and improve natural resource management in Ghana and Zambia. We urge landscape practitioners to consider how the lessons learned from CBNRM are being addressed in practice, as they represent both challenges and opportunities for landscape approaches to improve natural resource management.

AbstractCommon bean (Phaseolus vulgaris L.) is perhaps the most important grain legume in sub-Saharan Africa (SSA) smallholder systems for food security and household income. Although a wide choice of varieties is available, smallholder farmers in western Kenya realize yields that are low and variable since they operate in risky production environments. Significant seasonal variations exist in rainfall and severity of pests and diseases. This situation is worsened by the low and declining soil fertility, coupled with low capacity of farmers to purchase production inputs such as fertilizers, fungicides and insecticides, and land scarcity. The objective of this study was to investigate whether growing multiple-bean varieties instead of a single variety can enable farmers enhance yield stability over seasons and ensure food security. Five common bean varieties were evaluated in multiple farms for 11 seasons at Kapkerer in Nandi County, western Kenya. Data were collected on grain yield, days to 50% flowering and major diseases. In addition, daily rainfall was recorded throughout the growing seasons. The five varieties were combined in all possible ways to create 31 single- and multiple-bean production strategies. The strategies were evaluated for grain yield performance and yield stability over seasons to determine the risk of not attaining a particular yield target. Results indicated that cropping multiple-bean varieties can be an effective way for reducing production risks in heterogeneous smallholder systems. Yield stability can be greatly enhanced across diverse environments, leading to improved food security, especially for the resource-poor smallholder farmers operating in risk-prone environments. Although the results show that some of the single-bean variety strategies were high yielding, their yield stability was generally lower than those of multiple strategies. Resource-poor risk averse farmers can greatly increase the probability of exceeding their yield targets by cropping multiple-bean varieties with relatively low yields but high grain yield stability. Trading-off high grain yield for yield stability might be an important strategy for minimizing bean production risks.

Sustainable farming practices are required to address the persistent problems of land degradation and declining crop productivity in Sub-Saharan Africa. Approaches such as reducing tillage and retaining crop residues as mulch are potential entry points for smallholder farmers to move towards sustainability. In this study, we assessed the impact of reduced tillage (RT) compared with conventional tillage (CT), each combined with crop residue reapplication, on soil quality indicators and crop yields under an 8-year trial in western Kenya. Our results indicate that RT combined with crop residue reapplication enhanced soil physical quality through increased macroaggregate (>2000µm) proportions and mean weight diameter. Similarly, lower respiratory quotient values indicate that soil microbes under RT have better substrate-use efficiency than those under CT. Nevertheless, soil organic carbon (C), potentially mineralisable C, microbial biomass C and mineral nitrogen contents were all higher under CT with crop residue incorporated into the soil. Maize grain yield and aboveground biomass were also higher under CT. Thus, despite RT showing potential to improve soil physical properties, CT performed better. A stepwise approach is proposed towards the practice of conservation agriculture under resource-constrained smallholder farming conditions, starting with increased biomass production to provide crop residue for soil cover, followed by RT approaches.

Using quantitative data from a household survey carried out in Rubanda district, Southwestern Uganda among smallholder farmers of potato, this paper examines determinants of intra-household decision-making of women in relation to pest and disease management in a cropping season. Pests and diseases cause significant crop losses and contribute to household food insecurity in most of sub-Saharan Africa. Their management is therefore key in enhancing food security. While there are many pest and disease management practises, little is known about women's autonomy in decision-making on this topic. The survey collected quantitative data from 260 households (130 men and 130 women). To get a more accurate proxy for decision-making power, a weighted index and linear regression models were used to examine the relationship between decision-making power of women in pest and disease management and socio-demographic characteristics. We found that farming experience, use of hired labour and membership to a farmers group, were positively associated with woman's autonomy in decision-making during pest and disease management. Our data also show that higher levels of education, farm income and age consistently improve women authority. The implications of the study are that, women should equally be targeted during pest and disease management interventions such as training.

Recurrent droughts due to climate change has led to vulnerability of the pastoralist communities, leading to loss of assets and food insecurity. Climate change will have different impacts on women and men’s livelihoods. Building resilience at individual, household and community level will largely depend on the suitability of interventions to the local context, particularly in relation to the social dynamics and power relations that create differences in vulnerability. Most of the research have focused on national and regional studies. The impact of climate change will not be uniformly distributed in countries within Africa or within the same country. This specific research focuses on two diverse ecological zones at the local level in the same County of Turkana in north western Kenya: agro-pastoral zone and primary pastoral zone. This paper aims to evaluate women and men’s adaptive capacity to climate variability in Turkana, north-western Kenya. It is evident that increasing resilience can be realised by reducing vulnerabilities and increasing adaptive capacity. The results revealed that agro-pastoralists are more resilient to climate change than primary pastoralists. Male headed household are more resilient than female headed households. Access to basic services is contributing more in the resilience score than assets, gender of house hold head and age. Generally, few families in this region have very high resilience score.

Central to food security interventions in Sub-Saharan Africa stands the value chain approach. The underlying idea is that connecting farmers to input and output markets and sources of knowledge and technology will enhance their food security status. In spite of positive impacts measured in especially food supply, there is scant evidence of the long-term effects on food security. For a better grasp of the impacts of a maize value chain intervention in North Ghana, we have experimented with an approach that focuses on interactions and feedback loops between the value chain and its local context. Such approach allowed us to identify dynamics that affect food security in the long run. In the case of Northern Ghana farming systems, household income and diets are increasingly dependent on maize, which increases risk of food insecurity in case of climate setbacks or market shocks. The exercise reveals how a linear value chain approach obscures the dynamic effects cascading from the intervention that may actually hamper food security in the long run. A systems approach may help to better grasp the consequences of external interventions at the local level.

Abstract A sufficient intake of fruits can alleviate micronutrient deficiencies and reduces the risks of a number of associated diseases. In many parts of sub-Saharan Africa, however, the production and consumption of fruits are inadequate on average and in particular so in specific seasons. To better incorporate fruits into local food systems while addressing the challenge of seasonal availability, World Agroforestry (ICRAF) has developed a methodology based on “fruit tree portfolios” that selects socio-ecologically suitable and nutritionally important fruit tree species for farm production, to meet local consumption needs. We here present this approach and illustrate it with data from a case study involving Western and Eastern Kenya. The approach uses mixed methods to capture on-farm fruit tree diversity and seasonality at a household level (n = 600 in our case study), the months of household’s food security and insecurity (n = 600) and food consumption patterns at an individual level, to identify dietary gaps (n = 294 women and child pairs in our example). In our case study, 31 fruit tree species were reported on farms in our Western Kenya sample (9 of which were indigenous) and 51 (27 indigenous) in Eastern Kenya. In addition, the median number of food-insecure months per household was four (ranging from 0 to 9 months) in Eastern Kenya and three (0 to 12 months) in Western Kenya. Finally, using 24-h recalls the proportion of women that had consumed a fruit the day before the interview was around 55% in Western Kenya and 80% in Eastern Kenya, with consumption averaging 93 and 131 g, respectively. Using these parameters for each site and fruit tree phenology and food composition data sets, we derived context-specific recommendations that involve promoting 11 fruit tree species to address micronutrient gaps.

Opportunities exist for adoption of precision agriculture technologies in all parts of the world. The form of precision agriculture may vary from region to region depending on technologies available, knowledge levels and mindsets. The current review examined research articles in the English language on precision agriculture practices for increased productivity among smallholder farmers in Sub-Saharan Africa. A total of 7715 articles were retrieved and after screening 128 were reviewed. The results indicate that a number of precision agriculture technologies have been tested under SSA conditions and show promising results. The most promising precision agriculture technologies identified were the use of soil and plant sensors for nutrient and water management, as well as use of satellite imagery, GIS and crop-soil simulation models for site-specific management. These technologies have been shown to be crucial in attainment of appropriate management strategies in terms of efficiency and effectiveness of resource use in SSA. These technologies are important in supporting sustainable agricultural development. Most of these technologies are, however, at the experimental stage, with only South Africa having applied them mainly in large-scale commercial farms. It is concluded that increased precision in input and management practices among SSA smallholder farmers can significantly improve productivity even without extra use of inputs.

Abstract Background In 2015 the US President’s Emergency Plan for AIDS Relief (PEPFAR) initiated its Geographic Prioritization (GP) process whereby it prioritized high burden areas within countries, with the goal of more rapidly achieving the UNAIDS 90–90-90 targets. In Kenya, PEPFAR designated over 400 health facilities in Northeastern Kenya to be transitioned to government support (known as central support (CS)). Methods We conducted a mixed methods evaluation exploring the effect of GP on health systems, and HIV and non-HIV service delivery in CS facilities. Quantitative data from a facility survey and health service delivery data were gathered and combined with data from two rounds of interviews and focus group discussions (FGDs) conducted at national and sub-national level to document the design and implementation of GP. The survey included 230 health facilities across 10 counties, and 59 interviews and 22 FGDs were conducted with government officials, health facility providers, patients, and civil society. Results We found that PEPFAR moved quickly from announcing the GP to implementation. Despite extensive conversations between the US government and the Government of Kenya, there was little consultation with sub-national actors even though the country had recently undergone a major devolution process. Survey and qualitative data identified a number of effects from GP, including discontinuation of certain services, declines in quality and access to HIV care, loss of training and financial incentives for health workers, and disruption of laboratory testing. Despite these reports, service coverage had not been greatly affected; however, clinician strikes in the post-transition period were potential confounders. Conclusions This study found similar effects to earlier research on transition and provides additional insights about internal country transitions, particularly in decentralized contexts. Aside from a need for longer planning periods and better communication and coordination, we raise concerns about transitions driven by epidemiological criteria without adaptation to the local context and their implication for priority-setting and HIV investments at the local level.
