Indonesia’s new planned capital in East Kalimantan is being touted as a “smart, green, beautiful and sustainable city” but has stoked fears of massive environmental damage to the island of Borneo, one of the world’s most important biodiversity hotspots and carbon sinks. Precedents of other planned capitals can contribute to an understanding of the potential long-term impacts of Indonesia’s new capital. We used historical nighttime lights to quantitatively assess the spatial growth footprint of 12 previous planned capitals, and conducted land-use analyses to identify the potential environmental impacts on Borneo’s natural environment. Our assessment suggests that it is likely that the direct footprint of the new capital could grow rapidly, expanding over 10 km from its core in less than two decades and over 30 km before mid-century. We identified sensitive ecosystems which may be affected by the new capital’s direct and indirect footprint, such as forest reserves, mangrove and peat. Deforestation emissions from the new capital’s direct (30 km) and indirect (200 km) footprint could be approximately 50 MtCO2e and 2326 MtCO2e respectively, equivalent to 2.7% and 126% of Indonesia’s 2014 greenhouse gas emissions. We discuss how planned capitals can spatially restructure the socio-political geographies of cities and nation-states by interacting with meanings, symbolisms and power relations, which may aggravate environmental impacts but also be seized upon as a catalyst for improving environmental performance in Borneo and Indonesia. Finally, we recommend the use of best practices in impact assessment and sustainability as a necessary first step towards protecting Borneo.

There is increasing international concern about the environmental impacts of refugees on host areas, with governments calling for compensation for environmental damage, particularly concerning the loss of woodland resources as a result of demand for wood for fuel. In addition to an obvious increase in the population of host areas, concern about refugees' woodfuel-use centres on the notion that they are 'exceptional resource degraders'. Since they view their stay as temporary, it is argued, they therefore do not have any incentive to use resources in a way that is sustainable in the long term. This study examined refugee migration to the middle valley of the Senegal River, and compared woodfuel use by refugee and local populations. Drawing on a household survey and direct measurement of woodfuel use, little or no evidence is found to support the expectation that refugees use more wood for fuel than local people, or that they are more destructive in their collection or use of wood. This is important since it suggests that policy measures developed to reduce what is perceived as excess demand by refugees, notably through the introduction of fuel-efficient stoves, are unlikely to be successful. Reforestation schemes have been relatively unsuccessful in addressing supply or demand for wood.

Global environmental quality decline builds up through innumerable decisions at many scales that cause damage to ecological and social values. Environmental assessment (EA) is a relevant decision-making framework in this sense. Besides its technical role, EA has a cultural side we should consider in the pursuit of sustainable societies. Despite its limited reach, EA exemplifies and confronts some cultural implicit stances that may unwittingly favor the overall decline of environmental quality, and limit the advancement and efficiency of EA. Many of these cultural traits are well known and easier to point to than to reverse, namely: (1) too tolerant-to-damage standards of environmental protection and equality; (2) inadequate criteria to assess environmental performance; (3) tolerance of the net loss of environmental quality; (4) confrontation between ecological and social values in decision-making; and (5) neglect of full, in-kind compensation of environmental impacts. EA may have not only a technical or procedural, but also a cultural role to play in confronting these sources of unsustainability. A lack of attention to the cultural causes of environmental impacts neglects the deepest roots of environmental damage. This commentary addresses the topics above and brings attention to their disregard for environmental values, which should guide EA towards increased levels of sustainability.

Collaborations between academia and industry are growing in scope, duration, and sophistication. The best collaborations recognize the unique strengths and skill sets of both parties and are structured to leverage what each party does best. In many cases, these collaborations develop into long-term relationships, and it is important to develop the systems and structures needed to support these relationships to ensure that they meet the needs of both sides. Successful collaborations require the formulation of a governance structure to facilitate communication, decision-making, assessment of progress, and the inevitable changes of direction that accompany product development. This panel explored the pragmatic aspects of successfully structuring collaborations and managing the relationships after the deal is done. Several dominant themes associated with successful collaborative relationships emerged from the discussion, and these will be explored in this article.

In conditions of severe water-pollution and dormant community acceptance of accumulating environmental damage, the regulator's role goes beyond pollution prevention and more towards remediation and solutions based on the community's long-term expectations of economic benefits from clean water. This paper suggests a method to enable these benefits to become perceptible progressively, through participatory clean-up operations, supported by staggered pollution charges. It analyses the relevant literature on pollution prevention and applies a cost-based “willingness to pay” model, using primary basin-level data of total marginal costs. It develops a replicable demand-side approach imposing charge-standard targets over time in urban-industrial basins of developing countries.

The principle of ‘environmental integrity’ is a fundamental aspect of jus post bellum. Human life, economy, and culture depend on a healthy, functioning environment. However, environmental integrity is a complex concept to describe. Doctrinal thresholds for legally material environmental damage (significant, long-term, widespread) do not capture it. This chapter interrogates the jus post bellum literature and then turns to scholarship on wilderness management in the Anthropocene era, which also engages with the meaning of ‘environmental integrity’, ‘naturalness’, ‘unimpaired’, or, in the words of the Factory at Chorzów case which sets the international law standard for reparations of damage, ‘the situation which would, in all probability, have existed if that act had not been committed’. Recognition that pristine or historical conditions are often impossible to recover or maintain leads to the legal, ethical, and scientific analysis of evolving environmental norms that this chapter offers.

Activists have exposed startling forms of labor exploitation and environmental degradation in global industries, leading many large retailers and brands to adopt standards for fairness and sustainability. This book is about the idea that transnational corporations can push these rules through their global supply chains, and in effect, pull factories, forests, and farms out of their local contexts and up to global best practices. For many scholars and practitioners, this kind of private regulation and global standard-setting can provide an alternative to regulation by territorially bound, gridlocked, or incapacitated nation states, potentially improving environments and working conditions around the world and protecting the rights of exploited workers, impoverished farmers, and marginalized communities. But can private, voluntary rules actually create meaningful forms of regulation? Are forests and factories around the world being made into sustainable ecosystems and decent workplaces? Can global norms remake local orders? This book provides striking new answers by comparing the private regulation of land and labor in democratic and authoritarian settings. Nighttime lights (NTL) are a popular type of data for evaluating economic performance of regions and economic impacts of various shocks and interventions. Several validation studies use traditional statistics on economic activity like national or regional gross domestic product (GDP) as a benchmark to evaluate the usefulness of NTL data. Many of these studies rely on dated and imprecise Defense Meteorological Satellite Program (DMSP) data and use aggregated units such as nation-states or the first sub-national level. However, applied researchers who draw support from validation studies to justify their use of NTL data as a proxy for economic activity increasingly focus on smaller and lower level spatial units. This study uses a 2001–19 time-series of GDP for over 3100 U.S. counties as a benchmark to examine the performance of the recently released version 2 VIIRS nighttime lights (V.2 VNL) products as proxies for local economic activity. Contrasts were made between cross-sectional predictions for GDP differences between areas and time-series predictions of GDP changes within areas. Disaggregated GDP data for various industries were used to examine the types of economic activity best proxied by NTL data. Comparisons were also made with the predictive performance of earlier NTL data products and at different levels of spatial aggregation.
