Due to the global coverage and real-time access advantages of the Tracking and Data Relay Satellite System (TDRSS), the demonstration platform based on TDRSS can satisfy the new technology verification and demonstration needs of the space information network (evolution from sensorweb). However, the comprehensive evaluation research of this demonstration platform faces many problems: complicated and diverse technical indicators in various areas, coupling redundancy between indicators, difficulty in establishing the number of indicator system layers, and evaluation errors causing by subjective scoring. Concerning the difficulties, this paper gives a method to construct this special index system, and improves the consistency of evaluation results with Analytic Hierarchy Process in Group Decision-Making (AHP-GDM). A comprehensive evaluation index system including five criterions, 11 elements, more than 30 indicators is constructed according to the three-step strategy of initial set classification, hierarchical optimization, and de-redundancy. For the inconsistent scoring of AHP-GDM, a high-speed convergence consistency improvement strategy is proposed in this paper. Moreover, a method for generating a comprehensive judgment matrix (the aggregation of each judgment matrix) aggregation coefficient is provided. Numerical experiments show that this strategy effectively improves the consistency of the comprehensive judgment matrix. Finally, taking the evaluation of TDRSS development as an example, the versatility and feasibility of the new evaluation strategy are demonstrated.

An indicator system is established for the suitability of projects linked to the increase/decrease in urban and rural construction land based on the field surveys for the old areas to be dismantled in three administrative villages such as Niulandian Village, Tianjiagou Village and Nanchongsi Village of Tianchi Town in Lezhi County of Sichuan Province, and the fuzzy comprehensive evaluation method is used to evaluate indicators. The analysis of evaluation results provides reference for the efficient implementation of projects linked to the increase/decrease in urban and rural construction land.

Based on the analysis of nine factors, which influencing mostly the sustainable attraction of Ecological Countryside Resort, this paper builds an index system for evaluating the attraction of Ecological Countryside Resort. Considering the attribute of the evaluation of sustainable attraction of ecological countryside resort, which is multi-gradation, multi-factor, and qualitative-and-quantitative-index-concentrating, this paper develops a multilevel fuzzy comprehensive evaluation method for assessing sustainable attraction of Ecological Countryside Resort. Thus, this paper provides a basis for improving the sustainable attraction of Ecological Countryside Resort, prolonging the life of Ecological Countryside Resort, optimizing the development and service marketing of Ecological Countryside Resort.

By researching the printing equipment manufacture and equipment applied enterprise of domestic, the data contained printing equipment energy use, emissions and product characteristic was obtained. By using the method of expert advice and factor analysis, clean production evaluation indicators and index system was determined.</p>

According to the characteristics of human resources managers’ competency and the research of relevant literatures at home and abroad, a competency evaluation method of human resources managers based on multi-granularity linguistic variables and VIKOR method is proposed. Firstly, the evaluation indicator system based on the competency of human resources managers is constructed. Then, by converting the evaluation information of different experts in different granularity to the same granularity by two-semantics, the comprehensive evaluation values can be obtained by integrating information of different experts. Further, the objective weights of the evaluation indexes were determined by the entropy method and an evaluation method were proposed based on the VIKOR method. Finally, an application example is given to illustrate the evaluation procedures of the developed approach and to demonstrate their practicality and effectiveness.

The National Aeronautics and Space Administration (NASA) Cyclone Global Navigation Satellite System (CyGNSS) mission was launched in December 2016, which can remotely sense sea surface wind with a relatively high spatio-temporal resolution for tracking tropical cyclones. In recent years, with the gradual development of the geophysical model function (GMF) for CyGNSS wind retrieval, different versions of CyGNSS Level 2 products have been released and their performance has gradually improved. This paper presents a comprehensive evaluation of CyGNSS wind product v1.1 produced by the National Oceanic and Atmospheric Administration (NOAA). The Cross-Calibrated Multi-Platform (CCMP) analysis wind (v02.0 and v02.1 near real time) products produced by Remote Sensing Systems (RSS) were used as the reference. Data pairs between the NOAA CyGNSS and RSS CCMP products were processed and evaluated by the bias and standard deviation SD. The CyGNSS dataset covers the period between May 2017 and December 2020. The statistical comparisons show that the bias and SD of CyGNSS relative to CCMP-nonzero collocations when the flag of CCMP winds is nonzero are –0.05 m/s and 1.19 m/s, respectively. The probability density function (PDF) of the CyGNSS winds coincides with that of CCMP-nonzero. Furthermore, the average monthly bias and SD show that CyGNSS wind is consistent and reliable generally. We found that negative deviation mainly appears at high latitudes in both hemispheres. Positive deviation appears in the China Sea, the Arabian Sea, and the west of Africa and South America. Spatial–temporal analysis demonstrates the geographical anomalies in the bias and SD of the CyGNSS winds, confirming that the wind speed bias shows a temporal dependency. The verification and comparison show that the remotely sensed wind speed measurements from NOAA CyGNSS wind product v1.1 are in good agreement with CCMP winds.

At present, various public emergencies occur frequently around the world, and the world has entered the stage of a “high-risk society”. Urban community as the carrier of all kinds of public emergencies, its role has become increasingly prominent and become the focus of the current research, but in the urban community emergency management capacity evaluation system, the related studies are still less. To more effectively identify the key internal and external factors that affect the emergency management ability of the urban community, and evaluate scientifically and effectively, on the basis of the existing studies, the evaluation index system of community emergency management capability was established according to the emergency management cycle theory. In view of the complexity and fuzziness of the emergency management capability of the urban community, a multi-layer fuzzy comprehensive evaluation model based on entropy weight was established, and the emergency management capability evaluation of community was carried out under the background of the public emergency event of COVID-19 epidemic. The results show that the evaluation results and improvement suggestions of the multi-layer fuzzy comprehensive evaluation model based on entropy weight are consistent with the actual situation, indicating that the index system and the selected method are reasonable and effective. This study provides a new decision-making idea and method for the evaluation of urban community emergency management capability, and has high application value.

In order to solve the problem of health evaluation of CNC machine tools, an evaluation method based on grey clustering analysis and fuzzy comprehensive evaluation was proposed. The health status grade of in-service CNC machine tools was divided, and the performance indicator system of CNC machine tools was constructed. On the above basis, the relative importance of each performance and its indicators were combined, and grey clustering analysis and fuzzy comprehensive evaluation was utilized to evaluate the health status of in-service CNC machine tools to determine their health grade. The proposed health status evaluation method was applied to evaluate the health level of an in-service gantry CNC machine that can be used for the machining propellers, and the results shown that the health status of the whole gantry CNC machine tool is healthy. The proposed evaluation method provides useful references for further in-depth research on the health status analysis and optimization of CNC machine tools.
