The paper focuses on assessing the level of digitalization in several developing maritime business environments in Albania, Bosnia and Herzegovina, Montenegro, and Serbia. The assessment has been done in reference to Holtham’s and Courtney’s Intelligent Information and Communication Technologies (ICT) Exploiter Model. The dimensions as maritime business system effectiveness, roles, and skills of information technology personnel, ladders of knowledge, ICT strategy, organizational culture, and manager’s mindset are analyzed. In addition, benchmarking with findings from developed maritime business environments in Croatia, Greece, Italy, and Slovenia, which belong to the European Union (EU), by using the same model, has been conducted. This is done with the aim to outline directions for improving the quality and speed of digitalization in non-EU countries, which have been functioning for decades in transitional conditions. The maritime ecosystem naturally has a tendency to be unique and to function smoothly as such. Alleviating the differences in the level and effectiveness of digitalization in developed and developing European countries is a path towards achieving this goal. By sharing their own expertise in the rational and intelligent use of ICT, developed EU countries can support developing non-EU countries towards ensuring sustainability in the entire European and worldwide maritime business ecosystem.

The widespread use of information and communication technologies and subsequent transformations have led to the formation of a digital economy (DE). The European Union, as an international organization, has become the subject of building such an economy, striving to bring member countries closer in the field of digitalization.The aim of this paper is to compare the DE development parameters of the EU countries based on cluster analysis and determine the most significant of them to solve the problems of bridging the digital divide between countries. For clustering, a feature DE vector of 20 indicators was created and the k-means algorithm and the Euclidean distance metric were used. For classification, the decision tree method was applied.Three clusters of EU countries were identified by the level of DE development (leaders, followers and outsiders), which allowed assessing their positions relative to each other. Key parameters that determine countries’ positions in the general rating are identified. A parameter chart is generated to control the establishment of DE in the EU countries, which, in addition to key parameters, includes maximum, minimum and harmonic mean values of these parameters by cluster. This characterizes the landscape of DE development in the EU countries, assesses the digital divide and is the basis for decision-making in the area of bridging this divide.

Vietnam is one of the top information and communication technologies (ICT) exporters globally, and the ICT products constitute nearly one-fifth of Vietnam’s total exports to the European Union (EU). This study empirically investigates the determinants of Vietnam’s ICT exports to the EU by applying the gravity model for trade with panel data from 2000 to 2019. Besides the traditional variables of the gravity model, we added gross capital formation, patent application and exchange rates as explanatory variables. The results show that among factors affecting Vietnam’s ICT export to the EU, market size, patent applications, and exchange rate are the most significant determinants. The article also suggests some policy implications for the development of ICT exports between the two parties. JEL Codes: F14, C2

This paper focuses on determining the current state of adoption of new information and communication technologies by the population of EU countries from the Central and Eastern parts of Europe (referred in the paper as CEE-EU countries). We have conducted a detailed analysis between Romania and Bulgaria because there are historical, geographical, political and economic similarities between these two neighbouring countries. In order to objectively reflect the results of the comparative analysis at the regional level, we have used the data provided by the World Economic Forum through the Competitiveness Index, the International Institute for Management Development through the Competitiveness Yearbook and the International Telecommunication Union through the ICT Development Index. The results of the comparative analysis reflect many regional disparities. At the same time, it can be noticed that both Romania and Bulgaria are the countries with the weakest results regarding the penetration rate of Internet accessibility in their populations, a fact which leads to a low degree of adaptability of the human capital to new information technologies and, implicitly, a low rate of adoption of the Internet in the sphere of business and public services. This is explained by the insufficient development of ICT infrastructure in the rural area, caused by numerous factors such as insufficient economic development and the low purchasing power of the population, but also by the relatively low level of education in ICT use. Although the influx of information and communication technologies occurred after the 1990s, namely at a time when even countries like Romania or Bulgaria were already part of the free market economy, the gaps recorded during the communist regime (economic, but especially socio-cultural), were apparently difficult to recover in the years to come, therefore this upsurge in information technology has been somewhat delayed in the South-Eastern area of Europe.

During the past few years, information and communication technologies and especially the internet are increasingly used in a vast range of human activities, including citizens' interaction with government. In this context, advanced technologies are also being used to more actively engage citizens in democratic processes, which are termed as electronic participation (eParticipation). eParticipation has attracted considerable attention worldwide. In Europe, a large number of initiatives have been funded providing valuable lessons. The aim of this chapter is to map the current state of eParticipation in Europe and provide practical recommendations. More specifically, the authors first present the results of a review of policy documents in the European Union in order to understand how eParticipation fits into European policies. They then present an analytical framework to aid theoretical understanding of eParticipation, followed by the results of a European study on eParticipation initiatives. Based on all these, the authors propose a number of recommendations on eParticipation for policy makers, practitioners, evaluators and research funders.

The European Union is actively promoting the idea of “smart villages”. The increased uptake of new technology and in particular, the use of the internet, is seen as a vital part of strategies to combat rural decline. It is evident that those areas most poorly connected to the internet are those confronted by the greatest decline. The analysis in this paper is based on Poland, which at the time of EU accession had many deeply disadvantaged rural areas. Using fine-grained socio-economic data, an association can be found between weak internet access and rural decline in Poland. The preliminary conclusions about the utility of the smart village concept as a revitalisation tool for rural Poland point to theoretical and methodological dilemmas. Barriers to the concept’s implementation are also observed, although there is a chance they may be overcome with the continued spread of information and communication technologies in rural areas.

Although motivating electronic business (e-business) adoption and implemention by small- and medium-sized enterprises (SMEs) is endorsed by policies and initiatives introduced by the European Union (EU), a number of challenges arise as the result of a limited conceptual understanding of the relationship between SMEs and information and communication technologies (ICTs). Relatively little is known about how SMEs respond to the opportunities provided by ICTs, and even less is known about why and how small businesses use ICTs (Dixon, Thompson, & McAllister, 2002). In the first section of this critical review of the academic and government bodies of literature related to EU SMEs, e-business and policy initiatives and definitions of SMEs are explained, the unique characteristics of SMEs and entrepreneurial characteristics are outlined, and the case is made that there is a clear need for more comprehensive research on SMEs in the European Union. The second section concentrates on e-business. Many of the factors that compel organisations to adopt and implement innovation are pertinent to the adoption and implementation of e-business. These have hitherto largely been treated as separate bodies of literature, however. In this section, the benefits of e-business are explored, the factors that motivate or act as barriers to e-business adoption and implemention are outlined, and the organisational and management attributes that would seem to ensure the success of the innovation of adopting and implementing e-business are discussed. The third and penultimate section explores EU policy initiatives relevant to SMEs and to the promotion of e-business. The most wide-ranging and prominent initiatives directed at SMEs are examined here. The final section of the paper concludes with suggestions for further research.

Purpose – The main goal of this paper is to create a methodology for estimating public research and development (R&D) expenditures on Information and Communication Technologies (ICT) in the European Union (EU). The study further applies this methodology on business expenditures on R&D (BERD) data across all sectors and estimate ICT BERD within each of them. Then the study assesses the evolution of these expenditures in the context of the Digital Agenda for Europe (DAE) and its specific target to double them by 2020. Design/methodology/approach – The study assumes that the share of public ICT R&D expenditures in total public R&D expenditures is similar to the share of ICT R&D labour costs. The study bases its estimation on government budget appropriations or outlays on R&D (GBAORD). Findings – EU public ICT R&D expenditures grew steadily over the period 2004-2010 and in 2010 reached 5.9 billion. The study also estimates that the total EU ICT BERD in 2010 amounted to 15.8 billion. Regarding the DAE target about ICT R&D expenditures, the study shows that, in both public and private, the EU drops behind. Research limitations/implications – The study estimates that substantial ICT BERD can be found also in non-ICT sectors. Practical implications – The methodology allows for monitoring one of the DAE targets. Originality/value – The methodology currently represents the only way for measuring public ICT R&D expenditures in the EU.

Computer literacy affects all areas of human life, and our subsequent control is almost inevitable nowadays. Due to the rapid growth of scientific knowledge and development of information and communication technologies, significant changes are taking place in individual countries. New technologies are coming to the fore through which there is an increase in country's economy, employment as well as labor productivity. To some extent, this fact is influenced by the ability of basic computer skills. This aspect is also important in terms of regional development at the national, regional and local level. The aim of the paper is to characterize selected indicator of computer literacy - internet work at three levels of Slovakia (state, district and municipality). The paper will be based by data from the Statistical Office of the European Union and Statistical Office of the Slovak republic. The methods of analysis, synthesis as well as graphical and cartographic methods will be the main methods used in the paper. Based on the achieved results, it can be stated that Slovakia achieved an average of 51.4 % in the development of internet use. It is very just above the EU average. At the regional level, the highest rate of internet use is manifested in the western part of Slovakia. At the local level in the case of the Nitra district, the internet was mostly used in the hinterland of the city of Nitra.

Culture is not only an inherent part of human life but it also creates the potential for economic growth, employment and innovation. For this reason, the European Union considers the development of culture sector and Cultural and creative industries as very important. Nowadays the culture sector is confronted with the penetration of Information and communication technologies. The widespread use of Internet and Information and communication technologies implies more participatory behaviours on the side of users, who are increasingly involved in cultural activities electronically.   The presented article is focused on the issue of electronic cultural participation in European Union member countries. The aim is to evaluate the usage of Information and communication technologies for cultural purpose. For the purpose of this aim the selected multi-criteria decision-making method MAPPAC is applied. In the result is presented the ranking of European Union member countries according to the participation of citizens in culture through Information and communication technologies. In the research there was confirmed the importance of Information and communication technologies in European Union culture sector. High involvement of individuals in electronic cultural participation is obvious in developed European Union countries; in less developed countries the electronic cultural participation is habitually lower.
