This paper focuses on determining the current state of adoption of new information and communication technologies by the population of EU countries from the Central and Eastern parts of Europe (referred in the paper as CEE-EU countries). We have conducted a detailed analysis between Romania and Bulgaria because there are historical, geographical, political and economic similarities between these two neighbouring countries. In order to objectively reflect the results of the comparative analysis at the regional level, we have used the data provided by the World Economic Forum through the Competitiveness Index, the International Institute for Management Development through the Competitiveness Yearbook and the International Telecommunication Union through the ICT Development Index. The results of the comparative analysis reflect many regional disparities. At the same time, it can be noticed that both Romania and Bulgaria are the countries with the weakest results regarding the penetration rate of Internet accessibility in their populations, a fact which leads to a low degree of adaptability of the human capital to new information technologies and, implicitly, a low rate of adoption of the Internet in the sphere of business and public services. This is explained by the insufficient development of ICT infrastructure in the rural area, caused by numerous factors such as insufficient economic development and the low purchasing power of the population, but also by the relatively low level of education in ICT use. Although the influx of information and communication technologies occurred after the 1990s, namely at a time when even countries like Romania or Bulgaria were already part of the free market economy, the gaps recorded during the communist regime (economic, but especially socio-cultural), were apparently difficult to recover in the years to come, therefore this upsurge in information technology has been somewhat delayed in the South-Eastern area of Europe.

Resumen: Son muy numerosos los estudios en torno al fenómeno del bullying, sin embargo el desarrollo de las tecnologías de la información y la comunicación (TIC) ha provocado el afloramiento de un nuevo tipo de acoso entre menores, denominado cyberbullying. La variedad de métodos e instrumentos de recogida de información utilizados en el estudio del ciberacoso conlleva que las experiencias llevadas a cabo en diferentes sociedades no sean equiparables entre sí. Se comparan, mediante la técnica de encuesta, las dinámicas de ciberacoso de la sociedad española y la sociedad francesa. La muestra está formada por 627 escolares de centros educativos de ambos países, cuyas edades están comprendidas entre los 10 y los 16 años. Los resultados obtenidos muestran que el número de individuos implicados en actos de ciberacoso es superior en España que en Francia, y que las características de este tipo de acoso entre menores son diferentes en ambos países.Abstract: Numerous studies have been done about the phenomenon of bullying. However, the development of new information and communication technologies (ICT) has caused the upwelling of a new kind of bullying among children, called cyberbullying. The variety of methods and tools for collecting information used in the study of cyberbullying implies that the experiences, carried out in different societies, are not comparable to each other. Cyberbullying dynamics of Spanish society and the French one are compared through surveys. 627 schoolchildren from schools in both countries have been surveyed, whose ages are between 10 and 16 years. The results show that the number of individuals involved in acts of cyberbullying is higher in Spain than in France, and that the characteristics of this kind of harassment among children are different in both countries.

The article examines the current state and position in the ratings of the countries of Information and Communication Technologies (ICT) of Ukraine and the world. To analyse the situation in the ICT industry in Ukraine, statistical data from reports of the International Telecommunication Union (ITU), Statista, Kyiv International Institute of Sociology (KIIS) for the period from 2005 to 2020 were used. The ICT Development Index (IDI), developed by ITU specialists, provides an assessment of the information and communication technologies development level in individual countries and allows comparing situation in different countries. The place occupied by Ukraine in the ranking of countries according to the IDI is a key benchmark of the strategy for the development of the information society in Ukraine. Further growth of the ICT sector is observed in the modernization of its infrastructure, increasing and spreading computer literacy of the population, ensuring its interest in the demand for industry services and increasing entrepreneurial activity. The development and widespread use of ICT is determined by the global trend of world development and is of decisive importance for increasing the economy competitiveness, expanding the possibilities of its integration into the world economic system, increasing the efficiency of public administration and local self-government. There are currently no alternatives to the development of the information society. In recent years, ICT has become an effective tool in economic relations arising in the process of production, distribution, exchange and consumption of goods between economic entities. The widespread introduction of information technology into the economic activity of society provokes the deepest infrastructural changes on the scale of the entire global economic space. Today, most countries strive to form an information society today, and the most priority areas of development are the creation of e-government, the introduction of information technologies in education, culture and healthcare.

Health tourism is booming all over the world, and thermal spa tourism in Spain is a type of tourism aimed at integrating with nature, achieving sustainable development. In general, its facilities are located in areas specially protected by environmental legislation. This tourism sector attracts an increasingly wide market segment that has become more demanding and better informed and that more frequently uses the Internet to gather information. Tourists’ shopping and consumption habits are increasingly influenced by new information and communication technologies (ICTs), making these a topic of interest among academics and professionals. Website development has been shown to be an area of innovation for spa facilities, but evidence has also been found that this sector has experienced difficulty in adopting ICTs. This research sought to analyse spa websites’ usability by conducting an exploratory investigation of different websites’ contents. The results reveal that the use of new web technologies by spas is underdeveloped, although these facilities have achieved good positions in Internet search engines due to the synergistic effect of the official tourism websites. That is why most of them tell their story, detail their nature and the protection of their spaces. In this way, spas turn their websites into communication channels that convey to tourists their commitment to the environment and sustainable development.

Purpose – The purpose of this paper is to propose a methodology for the engineering of E-maintenance platforms that is based on a value-driven approach. Design/methodology/approach – The methodology assumes that a value-driven engineering approach would help foster technological innovation for maintenance management. Indeed, value-driven engineering could be easily adopted at the business level, with subsequent positive effects on the industrial applications of new information and communication technologies solutions. Findings – The methodology combines a value-driven approach with the engineering in the maintenance scope. The methodology is tested in a manufacturing case to prove its potential to support the engineering of E-maintenance solutions. In particular, the case study concerns the investment in E-maintenance solutions developed in the framework of a Supervisory Control and Data Acquisition system originally implemented for production purposes. Originality/value – Based on literature research, the paper presents a methodology that is implemented considering three different approaches (business theories, value-driven engineering and maintenance management). The combination of these approaches is novel and overcomes the traditional view of maintenance as an issue evaluated from a cost-benefit perspective.
