Technological innovation is considered to be an effective way to promote the quality of economic development and green transition under environmental policies, while the specific mechanism of this process is still unclear. Thus, the purpose of this paper was to examine how technological innovation mediates the relation between environmental regulation and high-quality economic development. Based on the panel data of 34 industries in China from 2007 to 2015, this paper firstly calculated the green total factor productivity (GTFP) as a proxy variable for the quality of economic development through the super-slack-based measure model, and then analyzed the impact of environmental regulation and technical innovation on the GTFP by making use of the mediation effect model. The results showed that environmental-related policy directly affected the GTFP while technological innovation indirectly moderated this process, where the moderate impact of technological innovation was industrial heterogeneous. Specifically, the relation between environmental regulation and GTFP was positively and partially moderated by technological innovation in clean industries and high-tech industries, while positively but completely moderated by technological innovation in low-and medium-tech industries. Moreover, the mediating effect of technological innovation in pollution-intensive industries was positive but insignificant.

Technological innovation and high-quality economic development are inevitable requirements of sustainable development, and the digital economy has gradually become a new engine to enhance technological innovation and the high-quality development of China’s economy. Deeply discussing the effect of digital economy on high-quality economic development and clarifying the mechanism behind it can effectively grant the boosting power of digital economy to China’s high-quality development, which is of great practical significance to China’s sustainable economic development. In this study, the mechanism, effect, and regional heterogeneity of the impact of the digital economy on the level of high-quality economic development in 30 Chinese provinces from 2011–2019 were measured and empirically tested using a mediating effects model and a spatial Durbin model, among others. The results showed that the overall level of digital economy and high-quality development is not high, and there were both high agglomeration and low agglomeration, with obvious spatial path dependence and spatial lock-in. Digital economy could promote the high-quality development level of the economy, and the spatial spillover effect was remarkable. In addition, the function of digital economy in promoting high-quality economic development in the eastern, central, and western regions was gradually weakened. Besides, the technological innovation was an important transmission path of digital economy to high-quality economic development. Based on these findings, it is proposed that decision-makers should strengthen digitalization efforts so that the digital economy can become a powerful tool to narrow the digital divide. Further, the dynamic and differentiated digital economy development strategy should be implemented to reduce regional development imbalances in an effective manner.

Abstract:This paper uses the balanced panel data from 29 provinces (autonomous regions and municipalities) in China for a total of 17 years from 2000 to 2016 as a research sample, and establishes an empirical model to examine the impact of environmental regulations and technological innovation on the quality of economic growth. Then this paper test technological innovation as a threshold variable, in which play a regulatory role. Taking the provincial balanced panel data as a research sample, a fixed effect model, a system GMM model, and a panel threshold model were established for empirical testing and the robustness test. Based on the empirical results, this article draws the following conclusions: from a national perspective, environmental regulations and technological innovation can significantly promote the quality of economic growth; from a regional perspective, there are regional differences in impact effects. Under the constraints of environmental regulations, the promotion effect of technological innovation on the quality of economic growth will be reduced; the impact of environmental regulation on the quality of economic growth will have a "threshold effect", and environmental regulation can significantly promote the quality of economic growth only after crossing the threshold and the threshold of technological innovation.

Environmental regulation is an important means of restraining enterprises and protecting the environment. Rationalization of environmental regulatory policies can promote high-quality regional economic development. The optimization and upgrading of the industrial structure has an intermediary effect on the impact of environmental regulations on the high-quality development of the regional economy. After collating and analyzing previous research, this article proposes to classify 30 Chinese provinces into regions with higher than the national average HDI (human development index) and lower than the national average HDI based on the average HDI of Chinese provinces. We explore the mediating effect of industrial structure on environmental regulation and high-quality regional economic development. The model passed the full-sample robustness test and the robustness test with GDP as the replacement variable. The empirical results show that environmental regulations of different intensities have different effects on the quality of regional economic development. The effect of environmental regulations on development quality is mainly mediated through the transformation and upgrading of the industrial structure. Enterprises need reasonable incentives from environmental regulations to transform and upgrade. The mediating effect of the industrial structure on environmental regulations is greater in regions with below-average HDI values than in regions with above-average HDI values, which shows that the industrial structure is the mechanism underlying the effect of environmental regulations on the quality of regional economic development. This result proves that adjusting environmental regulatory policies can effectively promote the upgrading of industrial structure, thereby promoting high-quality regional economic development. Based on this, the article puts forward several policy recommendations.

PurposeEnvironmental regulation is in a continuous state of intense change and modification amid the long-term tensions between environmental protection and economic growth. In this article, the authors creatively investigate how fluctuations of environmental regulation influence a nation's economic growth while also examining the mediating effect of technological innovation.Design/methodology/approachUsing sample data of 36 Organisation for Economic Co-operation and Development (OECD) countries from 2013 to 2018, environmental regulation is differentiated in two aspects of formal environmental regulation (FER) and informal environmental regulation (IER) and analyzed to assess the effects of regulatory fluctuations on investment and technological innovation.FindingsThe research results demonstrate that both FER fluctuation and IER fluctuation exert a significant negative impact on economic growth. These two fluctuations in environmental regulation increase uncertainty and unpredictable risks for corporations and investors, significantly stifling the willingness to contribute to innovation activities and leading to a diminished level of innovation. Technological innovation is revealed to have a mediating influence on the relationship of environmental regulation fluctuation to economic growth.Originality/valueThese findings enrich the research on the impact of environmental regulation from a dynamic, multinational perspective, contributing to the literature by exploring the relationships between environmental regulation fluctuation, technological innovation and economic growth at the OECD-country level.

Purpose This paper aims to explore the relationship between environmental regulation, technological innovation and manufacturing quality competitiveness to provide some references for emission reduction activities and improvements in manufacturing quality competitiveness to achieve environmental protection targets and economic development as part of a win–win situation. Design/methodology/approach Based on the structure-behavior-performance paradigm and Grabowski’s research, a new empirical model was provided. The software, EViews 6.0, was used for econometric analysis. Regression analysis was adopted to explore the three indicators’ relationships. Findings First, environmental regulation can promote technological innovation effectively. Second, compared with wasted gas and wasted solids, investment in wasted water control promotes Chinese technological innovation most. Third, the impact of research and development investment, induced by environmental regulation, on manufacturing quality competitiveness is greater than that induced by non-environmental regulation. Fourth, the impact of lagged two-phase environmental regulation on manufacturing quality competitiveness is similar to that of lagged one-phase regulation. Practical implications The issue that Chinese manufacturing is facing is how to manage the trade-off between pollution control investment and improved quality competitiveness. This study enables managers to understand how to better implement environmental regulation initiatives while achieving environmental protection and quality competitiveness as part of a win–win situation. Originality/value This paper analyzes the relationships between environmental regulation, technological innovation and manufacturing quality competitiveness for the first time and provides the basic argument for integrating Chinese environmental regulation with quality competitiveness to reveal the uniqueness of the circumstances determining China’s economic development.

Previous studies indicate that the Porter hypothesis (PH) generates controversial and inconsistent conclusions on the impact of environmental regulation (ER) on business performance. As a result, based on the data of China’s A-share listed companies from 2016 to 2018, a moderated mediating effect model is established to examine the relationship between ER, technological innovation and business performance, as well as the moderating effect of environmental regulation flexibility (ERF) on the relationship. Results show that technological innovation has a significant mediating effect on the relationship between ER and business performance. Furthermore, ERF has a negative moderating effect on the mediating effect technological innovation exerted. At a certain degree, the flexible ER could weaken technological innovation’s mediating effects on the relationship between ER and business performance, and further could mitigate the negative impact of ER on both technological innovation and business performance. Also, an inflexible ER intensifies its negative effects on technological innovation and business performance, which is to the disadvantage of enterprises becoming the subject of environmental protection consciously and sustainably.

More specifically, the input of high quality human resources based on local strengths is the fast, strong and sustainable direction of Lam Dong in recent years. This paper focuses on analyzing and evaluating the quality of human resources in Lam Dong in three aspects considered to be "three specialties" of Lam Dong which are human resources in the field of high-tech agriculture and human resources. in the field of tourism services and human resources for ethnic minorities. Since then, the article proposes solutions directions in the strategy for developing human resources, especially high-quality human resources of Lam Dong in the future.

China’s rare earth export trade has developed so rapidly since 1990s that China has gradually occupied a leading position in the international market. However, this fast development was proceeding at the cost of the rare earth energy consumption and environmental devastation. Now China begins to attach great importance to environmental protection, which attracts many researchers. This study aims to analyze the influence of environmental regulation on China’s rare earth export trade. And the original study is amongst the few to examine the relationship between environmental regulation and China’s rare earth export with the product-level data. Different from previous studies, this paper selects China’s rare earth export data from 1995 to 2015 and introduces product heterogeneity based on the rare earth production process. Moreover, this study uses the entropy weight method to measure the intensity of environmental regulation. The core conclusions are as follows: (1) Environmental regulation significantly promotes rather than restrains China’s rare earth export. (2) According to the rare earth production process, this paper divides rare earth products into 3 kinds, that is, rare earth raw materials, rare earth useful components and rare earth end-use applications. Then, it is found that rare earth useful component export in processing and smelting is positively affected by environmental regulation. Rare earth raw materials and end-use applications in China’s export are hardly affected. (3) Technological innovation has a mediating effect on the impact mechanism of environmental regulation on China’s rare earth export, which means that environmental regulation significantly promotes technological innovation of enterprises, and thereby the rare earth export is increased. The findings are helpful for policymakers to resolve the issue of environmental devastation.

Introduction: The aim of this study was to explore the mediating effect of psychopathology between childhood adversity and trauma and quality of life (QOL) in adolescents. The second aim of the study was testing the moderation by social support of this mediation effect.Methods: Self-reports of childhood adversity and trauma, QOL, social support, and psychopathology were collected from 150 Portuguese adolescents' who had been exposed to at least one traumatic event or one childhood adversity (Mage = 16.89, SD = 1.32). The surveys were administered at two time points with an approximate time interval of 1 year.Results: Indirect effects were observed for depression (B = −0.33, CI [−0.62, −0.11]), somatization (B = −0.52, CI [−0.82, −0.23]), and post-traumatic stress symptoms (PTSS) (B = −0.23, CI [−0.45, −0.01]), but not for anxiety (B = 0.20, CI [−0.08, 0.50]). A moderated mediation was found between social support and depression (B = −0.10, CI [−16, −0.04]), and PTSS (B = 0.03, CI [−0.1, −0.05]), but not for somatization (B = −0.02, CI [−0.8, 0.05]).Conclusions: We found that depression and somatization were strong mediators of the relationship between adversity/trauma and QOL, whereas PTSS was moderately mediated this relationship. Anxiety did not mediate this relationship. The moderated-mediation effect of social support was only found for depression and PTSS. The improvement of QOL in adolescents exposed to childhood adversity and trauma should include the assessment of psychopathology symptoms and social support, with the aim of identifying risk and protective factors.

Abstract The industry selection effect arising from the impact of environmental regulation on Foreign Direct Investment (FDI) in China is heterogeneous. Based on an extension of the principal-agent Game Theory, this paper constructs a system of simultaneous equations to study the dynamic effect of environmental regulation on Chinese FDI in terms of industry selection decisions, by utilizing panel data from 2005 to 2014 in China. Results of this study show that environmental regulation promotes the technological innovation within the Chinese industry and attract greater foreign capital investment. While the influx of capital will furthermore boost technological progress, a benign interaction effect may be observed between technological innovation and foreign capital. The implementation of the new environmental policy will intensify game strategies between managers and enterprises. Enhanced co-ordination activity within industrial organizations will generate more effective organizational and technological innovation, thereby attracting a large flow of FDI, Phase analysis suggests that the policy of market borrowing technologies is more effective. In addition, industry sample results highlight a compensation effect of technological innovation in the raw materials and manufacturing industry, though environmental regulation of high-tech industries will generate an offset effect with respect to technological innovation. Industries that show the strongest technological and innovative prospects will prove the most attractive for foreign capital investment.
